06-21-1955 MinutesCOMMISSIONERS PROCEEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS JUNE 21, 1955 Regular Meeting of the Board of Commissioners June 21, 1955• Meeting was called to order by Mayor Lake, the roll was called and Commissiom rs Lake, Exline, Hawkes and Ramsey and Acting City Attorney Lillard responded. Commissioner Wenger and City Attorney Clark absent. The minutes of the Regular Meetin of June 14, 1955 and Meeting of Board of Zoning Appeals of June 14, 1955, were read and approved as read. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Fxline, Hawkes and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the ordinance and it is Numbered A-758. The Kansas Landscape and Nursery Company submitted a letter -proposal in the • amount of $1276.00 for preparing Plans and Specifications for Indian Rock Park. Approved b y Commissioner Ramsey. Carried. Wilson and Company, Engineers, submitted a letter -proposal in the amount of $1520.00 for engineering services in connection with the preparation of topo- graphic maps for Indian Rock Park and Kenwood Park. Approved by Commissioner Hawkes. Carried. Wilson and Company, Engineers, submitted a letter -proposal in regard to services in connection with City Planning for Salina, Kansas. Approved by Commissioner Hawkes. Carried. Contract presented from Wilson and Company, Engineers, relating to Flood Control Project for the City of Salina, Kansas. Commissioner Hawkes moved that Mayor be authorized to sign. Carried. City Manager reported on the following petition: 1618 For curbing and guttering Roach Street from McAdams Road to Mellinger Drive. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing and guttering of Roach Street from the center line of McAdams Road to the center line of Mellinger Drive." Resolution referred to the Board of Commissioners. City Engineer filed Plans and Specifications for development of Elks Parking lot. Approved by Commissioner Hawkes and set date of July 12, 1955 for bids. Carried. • The following letters were received from the City Planning Commission: Recommending that Plat of Par-Nel Addition be approved. Commissioner Hawkes moved to accept and approve Plat. Carried. Recommending that Petition No. 1616, filed by Adessa Haight, for rezoning Lot 13 Block 1, Replat of Blocks 3, 4, 5 and 61 Hageman Park Addition from Zone "A" to Zone "C" be denied. Accept by Commissioner Hawkes. Carried. Recommending that Petition No. 1611, filed by Paul Y. Eirley, for the vacation of an alley west of Twelfth Street from Woodland Avenue to Pacific, be denied. Accept by Commissioner Hawkes. Carried. Recommending that Plat of Southern View Addition, be approved, upon the express condition that all of the owners of property included in the said addition join in the execution of a Declaration of Restrictions, restricting the construc- tion of homes in Blocks 1, 3, 5, 7 and 9, to a minimum of 900 square feet for a two-bedroom house, and 1050 square feet for a three-bedroom house. These minimum areas are to be calculated for living areas only and shall not include a garage, basement or similar area. We further recommend that Southern View Addition be included within the City limits after the Plat of the same, together with the above described restric- tions, has been duly recorded in the Register of Deeds Office, Salina, Kansas. Commissioner Hawkes moved to hold a Joint Meeting with the Planning Board. • Carried. • Recommending that Petition No. 1617 filed by W. H. Funk, for the rezon- ing of Lots 16 and 18, Van Trine's Addition from Zone "B" to Zone "C" be approved. Accept by Commissioner Hawkes and City Clerk publish thirty -day Notice. Carried. Resolution, establishing a Joint City -County Board of Health, held over until the next Meeting of June 28, 1955• Petition presented from Breon-Williams Agency, for the construction of a sani- tary sewer to serve Blocks 1 and 2 Country side Addition. Approved by Commissioner Exline. Carried. Concrete Construction 'maintenance Bonds received from: Leonard Socha Kenneth Nordboe. Bonds approved by Commissioner Ramsey. Carried. Commissioner Exline moved that the City Clerk advertise for bids to be re- ceived up to and including, Tuesday, July 12th, 1955 at 1:00 P. M. for the sale of the following City of Salina Bonds: Fire Station $120,000.00 Armory $ 80,000.00 Motion carried. Commissioner Wenger and City Attorney Clark absent. Hearing was held on sideyard requirements for Sacred Heart School. No protests. A resolution was introduced and passed entitled: "A Resolution rel,%ting to the authorization of non-compliance with Section 17, Paragraph 8, Ordinance No. 5549, in so far as the same affects Sacred Heart School between State Street and Iron Avenue and Ninth Street and Tenth Street, in the City of Salina, in Saline Coun- ty, Kansas. On motion of Commissioner Exline resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the Resolution and it is Numbered 1574. The above resolution is recorded infull on Page 374, Resolution Book 5.
