JUNE 14, 1955 Regular Meeting of the Board of Commissioners June 114, 1955• Meeting was called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes, Ramsey and Wenger and City Attorney Clark responded. The minutes of the Regular Meeting of June 7, 1955 and Meeting of Board s of Zoning Appeals, June 7, 1955 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, gutter- ing., paving and grading with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base, 32 feet wide from face of curb to face of curb Birch Drive from the north line of Lot 9, Block 8, and the north line of Lot 23, Block 7, all in Replat of Edgemere Addition to the west line of Hemlock Drive; grading and pav- ing with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base, • Hemlock Drive 28 feet toe of gutter to toe of gutter from the north line of Lot 7, Block 9, Replat of Edgemere Addition to the south line of Redwood Drive; curbing, guttering and grading of Hemlock Drive from the north line of Lot 7 Block 9, Replat of Edgemere Addition to the center line of Redwood Drive; and relating to and pro- viding for the collection and payment of such assessments." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, :,Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5963• A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Charles Street twenty-eight (28) feet wide from toe of gutter to toe of gutter, with two-inch 2) hot mix asphalt over six (6) inch rock base, from the west line of Eleventh to the east line of Twelfth." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1571. The above resolution is recorded in full on Page 371 Resolution Book 5. A resolution was introduced and passed entitled: "A resolution directing that an estimate of the cost of purchasing a site for and erecting and equipping thereon a public building for such city, being a publicfire station, shall be made under oath by Harold F. Harper, City Engineer, and providing for the submission thereof by the said Engineer, all prelimiwy to the issuance and sale of bonds of said city as heretofore authorized by the qualified electors of said City." • On motion of Commissioner Hawkes the resolution was adopted p as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Ex - line, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1572. The above resolution is recorded in full on Page 372 Resolution Book 5. A resolution was introduced and passed entitled: "A Resolution relating to continued maintenance and operation of temporary Veterans Housing Facilities for the Kansas y'�esleyan University." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) The above resolution is recorded in full on Page 373 Resolution Book 5. An ordinance was introduced and Passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes-* Lake, Ekline, Hawkesy Wenger and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-757. • Plat was filed for Par-Nel Addition. Referred to the City Planning Commission. 4947-80 to and Company, Engineers, submitted Estimate Number 16 in the amount of to Melco, Inc., for construction of Water Softening Plant. Approved by Commissioner Wenger. City Engineer submitted Partial Estimate Number 2 in the amount of $18,285.63 to H. J. Taylor Construction Company for street improvements provided for in Engineer Job Number 326. Approved by Commissioner Hawkes. Carried. City Engineer submitted Partial Estimate in the amount of $17,392.70 to Brown and Brown, Inc., for street improvements provided for in Engineer Job Num- ber 324. Approved by Commissioner Ramsey. Carried. City Engineer submitted Final Estimate in the amount of 462,781.99 to H. J. Taylor Construction Company for Street Improvements provided for in Engineer Job Number 325. Approved by Commissioner Wenger. Carried. Electrician's Bond presented from Robert E.Lindsay. Approved by Commissioner Wenger. Carried. Petition presented forthe curbing and guttering of Roach Street from McAdams Road to Mellinger. Referred to City Manager. Carl Byers appeared before the Board of Commissioners and explained the Mental Health Clinic, stating it was necessary to have a joint County and City Board of Health. Commissioner Ramsey made motion to hold a Joint Meeting with Board of County Commissioners, Monday, June 20th, 1955 at 7:30 o'clock P. M. Carried. Commissioner Wenger moved that single Hangar Ground rental for James B. VanDuyne be $5.00 per year. Carried. Discussion was had regarding No Parking on one side of East Wilson between Santa Fe Avenue and Fifth Street. Referred to Traffic Department to also report on any other similar streets. Discussion was had regarding the Museum at Library. The Library Board asking the City to relocate it somewhere else. To have a meeting with the Library Board to see what can be done. Discussion also was had regarding mounted animals at Bennington, Kansas, being offered to the City. City Engineer was instructed to file Plans and Specifications for resur- facing Elks Parking lot, and set date:&t--- next meeting. Letter presented from Robert B. Berkley, regarding claim filed by Foster Frederick in the amount of $2500.00, October 1, 1953• Referred to City Attorney. City Manager reported on Petition Number 1615 for the construction of lateral sanitary sewers to serve Lots 1 to 11 inclusive, in Sock 3, Replat of Garden Home. An ordinance was introduced for first reading entitled: "An ordinance creating and defining a certain lateral sanitary sewer district in the City of Salina,Kansas, designated as Lateral Sanitary Sewer District Number 319, and pro- viding for the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 319, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." The matter of side yard requirements for addition to Sacred Heart School was taken up. Commissioner Ramsey moved that City Clerk publish Notice of Hearing for Tuesday, June 21, 1955 at 4:00 P. M.
