MAY 17, 1955 Regular Meeting of the Board of Commissioners MW 17, 1955• Meeting was called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes and Ramsey and City Attorney Clark responded. Commissioner Wenger absent. The minutes of the Regular Meeting of Maly 10, 1955 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance ratifying ad confirming a contract with Brown & Brown, Inc., for the construction of certain curb and gutter and paving and grading improvements on certain streets in the City of Salina, and providing for the issuance of temporary note to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Ramsey the ordinance was r ead and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes and Ramsey (4) Nays: (0) Commissioner • Wenger absent. Mayor approved the ordinance and it is Numbered 5958• An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain lateral sanitary sewer district in the Qity of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 317, and pro- viding for the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 317, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property ins aid district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Hawkes the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the ordinance and it is Numbered 5959• A resolution was introduced for second reading entitled: "A resolution relating to the paving and grading of Funston Street twenty-eight (28) feet from toe of gutter to toe of gutter, with concrete., from the south line of Sunset Drive to the south line of Ellsworth." On motion of Commissioner Hawkes the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the resolution and it is Numbered 1560. The above resolution is recorded in full on Page 360 Resolution Book 5. A resolution was introduced for second reading entitled: "A Resolution • relating to the curbing, guttering, paving and grading of Pershing Street, thirty- three (33) feet from back of curb to back of curb, with concrete, from the north line of Claflin to the north line of Cloud." On motion of Commissioner Hawkes the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; byes: Lake, Exline, Hawkes and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the resolution and it is Numbered 1561. The above resolution is recorded in full on Page 361 Resolution look 5. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the ordinance and it is Numbered A -753 - An ordinance was introduced and pssed entitled: "An ordinance mdcing an appropriation for the payment of certain claims." On motion of Commissioner Exline the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the ordinance and it is Numbered A-754• City Manager reported on the following petitions : • 1597 Paving Cloud from Ninth to 81 By -Pass. 1598 Paving Custer from Crawford to Republic. 1 1599 Paving Roach from KirT& n to Claflin. ' { I 1595 Paving Tenth from Antrim to Inez. I A resolution was introduced for first reading entitled: "A Resolution relating tothe paving and grading of Tenth Street , with two-inch (2) hot asphalt with six-inch (6) crushed rock base, from the south line of Antrim Avenue to the north line of Inez Avenue." Resolution was referred to the Board of Commis- i sioners. I A resolution was, introduced for first reading entitled: "A Resolution relating to the paving and gra ing of Roach Street with two-inch (2) hot mix asphalt over a six-inch (6) rock base, 11rom the north line of Kirwin Avenue to the south line of Claflin Avenue." Resolution was referred to the Board of Commissioners. i A resolution was introduced for first reading entitled: "A Resolution • relating to the paving and gradirg of Custer Street , twenty-eight (28) feet from toe of gutter to toe of gutter, with concrete, from the south line of Crawford Aven- ue to the south line of Republic Avenue." Resolution was referred to the Board of Commissioners. I A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Cloud Street , thirt -two (32) feet wide from toe of gutter to toe of gutter, with concrete, from the west line of Ninth Street to the east side of highway slab on 81 By -Pass." Resolution was referred to the Board of Commissioners. Concrete Construction Bond presented from James L. Maupin, Jr., Approved by Commissioner Exiine. Carried. Application for cereal Malt Beverage License presented from: Dorothy M. Farrar, d/b/a "Busy Bee Cafe" 326 South Broadway. Approved by Commissioner Hawkes. Carried. City Engineer submitted Final Estimate in the amount of $4577-74 to Brown & Brown, Inc., for Job Number 319. Approved by Commissioner Ramsey. Carried. i The following petitions were presented and referred to the City Manager: Paving Ellsworth Avenue from Roach to Sunrise. Paving Gebhart Street from Cloud to Charlotte. r • Paving Gebhart Street from Charlotte to Leslie. The following petitions were presented and referred to the City Planning Commission: For the admittance into the incorporate limits of the City of Salina, Kansas a tract of land between Quincy and Roach, extended south from Cloud Street, approxi- mately 1649.6 feet. For the rezoning of Lot 71 Block 4, College View Addition to Zone "B". Petition presented for the installation of three street lights on North side of Crawford Avenue between Front Street and Elmore Drive. Commissioner Hawkes moved to authorize City Manager to have lights installed. ' Carried. Meeting was held to act on the following Appraisers Reports: (Job 321) Lateral Sewers 306 to 310 inclusive. (Job 322) Lateral Sewers 311 to 314 inclusive. No protests. Commissioner Ramsey moved to approve. Carried. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Sal ina., Kansas, to pay the cost of construction of lateral sanitary sewers in Lateral Sanitary Sewer Districts 306, 307, 308, 309 and 310, and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of construction of lateral sanitary sewers in Lateral Sanitary Sewer Districts Numbered 311, 312, 313 and 314, and relating to and providing for collection and payment of such assess- ments."
