05-10-1955 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS MAY 10, 1955 Regular Meeting of the Board of Commissioners May 10, 1955. Meeting was called to order by Mayor Lake, the roll was called and Commissioners Lake, Exline, Hawkes, Ramsey and Wenger and City Attorney Clark responded. The minutes of the Regular Meeting of May 3, 1955 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance providing for the vacation of an east and west $tbl.c alley South of Republic Avenue between Quincy Streetand Osborne Street." On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 5956. An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the amendment of Zoning Ordinance 5549 and the Zonin. District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and om its final adoption the roll was called gnd the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5957. A resolution was introduced and passed relating to"adoption of resolution to bring about relinquishment of housing under Lanham Act to Kansas Wesleyan Uni- versity." On motion of Commissioner Wenger resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1559. The above resolution is recorded in full on Page 359 Resolution Book 5. Pursuant to Notice published in the Salina Journal bids were received for the improving of certain streets provided for in Ordinance Number 5953 (Engineer Job 324) as follows: Brown & Brown Construction ComparW $104,869.00 George M. Meyers, Inc., $110,497.80 San Ore Construction Oompany $115,539.10 City Engineer's Estimate $109,122.00 Commissioner Wenger moved that contract be awarded to Brown & Brown Con- struction Company, as per bid submitted in the amount of $104,869.00 and that checks be returned to unsuccessful bidders. Carried. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with Brown & Brown, Inc., for the construction of certain curb and gutter and paving and grading improvements on certain streets in the City of Salina, and providing for the issuance of temporary note to pay the cost thereof pending the issuance and sale of bonds." Ordinance was referred tot he Board of Oommissiore rs. Mayor appointed J. Earl Wyatt, Wm, F. Grosser, Jr., aryl Robt. Frederick, to act as appraisers for the 1pproving of certain streets provided for in Ordinance Number 5953 (Engineer Job 324). Approved byCommissioner:• Hawkes. City Manager reported on the following petitions: 1593 Curb, gutter and paving Pershing from Claflin to Cloud. 1596 Paving FUnston from Sunset Drive to Ellsworth. 1595 Paving Tenth Street from Antrim to Inez. Referred to petitioner. 1590 For a Sanitary Sewer to serve Lots 1, 3, 51 2, 42 62 8, 10, 12, 14, 16, 222 24, 262 28 on Third Street and Lots 5, 7, 9, 11, 13, 15, 172 19 and 27 on Second Street in Jones Addition; and Lots 1 and Son Fourth Street and 2 and 4 on Third Street in the Original Townsite. 1 • • 1 • A resolution was introduced for S.rst reading entitled: "A Resolution relating curbing., to the guttering., ' ng, gu ng, paving and grading of Pershing Street , thirty- three (33) feet from back of curb to back of curb, with concrete, from the north line of Claflin to t he North line of Cloud." A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Funston Street , twenty-eight (28) feet from toe of gutter to toe of gutter, with concrete, from the -South line of Sunset Drive to the South line of Ellsworth." Resolution was referred to the Board of Com- missioners. i � I An ordinance was introduced for first reading entitled: "An ordinance I creatingand defining a certain lateral g sanitary sewer district, in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 317 and providing for the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District I ! Number 317 so created, and providing for the payment ofthe cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost there- ! of." C D 0 The following petitions were presented and referred to the City Manager: k For sanitary sewer on Antrim from first alley East of Fourth to the east line of Lot 83 Block 31 Golden Belt Sub -Division. 2 -inch Hot Mix Asphalt paving on Illinois from Merrill to Hancock. 2 -inch Hot 1wi.x Asphalt paving on llUlow Drive from VEllow Court to the North property line of Plum, and from the North property line of Plum Drive to existing curbing and guttering north of Plum Drive, approximately,Lot 12 in Block 5, and Lot 45 in Block 6, Edgemere Addition to the City of Salina, Kansas. Application for Cereal Malt Beverage License presented from: Juan Hernandez, d/b/a "North Street Tavern" 632 East North Street. Commissioner Hawkes moved that application b e approved and license granted. Carried. Appraisers Reports filed for Engineer Jobs :numbered 319, 325 and 326. Commissioner Wenger moved that City Clerk advertise for Hearing on Engineer Jobs Numbered 319, 325 and 326 for May 31, 1955 at four o'clock P. M. Carried. W. A. No petition filed as yet, but one being circulate. City Engineer filed Partial Estimate in the amount of $6671.11 to Day and Night Plumbing Compay for water services installed prior to pavement. Approved by Commissioner Wenger, Carried. City Engineer filed Plans and 5pe cification for the construction of Lateral Sanitary Sewer Number 316. Approved by 'Commissioner Wenger. Carried.
