Meeting was called to order by Acting Mayor Hawkes, the roll was.called and Commissioners Hawkes, Exline, Ramsey and Wenger and City Attorney Clark responded. Commis- sioner Lake absent. The minutes of the Regular Meeting of April 26, 1955 and Meeting of Board of Zoning Appeals of April 26, 1955 were read and approved as read. An ordinance was introduced and p&ssed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Wenger the ordinance wasread and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. Acting Mayor approved the ordinance and it is Numbered A-751. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. Acting Mayor approved the ordinance and it is Numbered A-752. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain lateral sanitary sewer district in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 316 and provid- ing for the construction of a Lateral Sanitary Sewer in said Lateral Sanitary Seger District Number 316, so created, and providing for the payment of the cost thereof and forthe levying of special assessments against the property in said district for the payment of he cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Exline the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. Acting Mayor approved he ordinance and it is Numbered 5954• An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance 5519 and the Zoning District kap therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. Acting Mayorapprovedthe ordinance and it is Numbered 5955. A resolution was introduced for second reading entitled: "A Resolution re- lating to the curbing, guttering and grading of the south side of Republic Avenue from the center line of Lewis Street to the center line of Ohio Street." On motion of Commissioner Wenger he resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. No persons appeared to protest against the rezoning of the following lots: Lots 16 to 28 Walker's Addition and Lot 10 in Surveyor's Plat "G" from Zone "B" to Zone "E"', and Lot 11, Block 13, Pacific Addition from Zone "B" to Zone "D". An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance was referred to the Board of gbmmissione rs. The following letterswere presented from the City Planning Commission: Recommending that Plat of Countryside Addition, submitted for approval by Mr. Bert Breon not be approved. Commissioner Wenger moved to accept recommendation. Carried. Recommending that Petition Number 1576 filed by R. D. Hensley, for the vacation of the east and west alley south of Republic Avenue from Quincy to Osborne be approved. Commissioner Ramsey moved that recommendation be accepted. Carried. An ordinance was introduced for first reading entitled: "An ordinance providing for the vacation of an east and west public alley South of Republic Avenue between Quincy Street and Osborne Street, within the City of Salina, Kansas." Ordinance was referred to the Board of Commissioners. Recommending that Petition Number 1575 filed by Jack Beverly and Jack Sprecker,, asking that West Haven First Addition be incorporated within the corporate limits of the City of Salina, Kansas:, be approved. Commissioner Wenger moved to accept recommendation. Carried. The following petitions were presented and referred to the City Manager: Grading and paving Cloud S-reet from Ninth to 81 By -Pass. 1 Paving Custer Street from Crawford to Republic. Paving Funston Street from Sunset Drive to Ellsworth. Paving Tenth Street from Antrim to Inez. Paving Roach Street from Kirwin to Claflin. Petition presented asking for the rezoning of the West 70 feet of Lot 6, Block 2, in West Evergreen Park Addition from Zone "A" to Zone "B". Petition was referred to the City Planning Commission. Application for Cereal Malt Beverage License presented rom Robert L. Percival, President of Al's Food Market, Inc., d/b/a "Al's Super Market" 1415 West Crawford Avenue, Salina, Kansas. Commissioner Ramsey moved that application be approved and license granted. Carried. City Engineer filed Final Estimate in the amount of $7465.80 to H. J. Taylor Contruction Company for the construction of Sanitary Sewers Numbered 311 to 314 inclusive (Job 322). Approved by Commissioner Wenger. Carried, City Engineer filed Estimate of Cost for Lateral Sanitary Sewers 311 to 311 inclusive (Job 322). Approved by Commissioner Wenger. Carried. Wilson & Company, Engineers, filed Estimate Number 15 in the amount of $7645.72 to Melco Inc., for construction of Water Softening Plant. Approved by Commissioner Ramsey. Carried. • 1 1 n U • Ll 1 • B. B. Gage appeared before the Board of Commiss oners regarding Sewer Assessment charged against Lot 10, Block 5, Country Club Heights Addition, Salina, Kansas. Referred to City Manager and City Attorney. Mrs. J. A. Butts appeared with a petition regarding parking of vehicles in the 1100 Block on West Crawford Avenue. Referred to City Manager, City Engineer filed Plans and Specifications for Lateral Sanitary Sewer Number 315. Approved by Commissioner Ramsey. Carried. Commissioner moved that City of Salina send two people to Washington, D. C. to attend Flood Control Meeting - one Commissioner (Carl Ramsey) and Murray Wilson. Carried. Members of Convention Committee from Chamber of Commerce appeared before the Board of Commissioners regarding use of Welcome Stickers for automobiles when Con- ventions are held in City. Commissioner Ramsey moved the Chamber of Commerce be allowed to use Welcome S+ickers when Conventions are held in (Ity. Carried. Pursuant to Notice published in the Salina Journal bids were receivedfor two -ton Garbage Truck as follows: International Harvester Company $5997.00 Fleming Motor Company $5848.00 $6190.00 Sid Bacon Motor Company $5698.64 Long -McArthur, Inc. $5650.00 Sullivan -Johnson Motor Co. Inc., $6487.22 $6356.90 The above bids were referred to the City Manager. Pursuant to Notice published in the Salina Journal bid was received for the installtion of two 10 -ton Air Conditioners (City owned), in Police Department Build- ing, as follows: Gage Plumbing and Heating Company, Inc. $3937.00 - Commissioner Ramsey moved that contract be awarded to Gage Plumbing and Heat- ing Company, Inc., as per bid submitted in the sum of $3937.00. Carried. Pursuant to Notice published in the Salina Journal bids were received for eleven 1 -Ton Window Refrigerator air-cooled type room coolers to be installed on the first and second floors of the City Hall, as follows: Harmon, Draper & Gregg, Inc. Carried. City Engineer submitted Plans and Specifications for improving certain streets provided for in Ordinance Number 5953 (Engineer Job Number 324). Commissioner Exline moved that Plans and Specifications be approved and that City Clerk be instructed to advertise for bids to bs received up to and including Tues- day, May 10th, 1955 at four o'clock P. M. Carried. On motion of Commissioner Ramsey the Board of Commissioru rs adjourned. City Clerk
