Meeting was called to order by Mayor Lake., the roll was called and Commissioners Lake Exline., Hawkes., Ramsey and Wenger and City Attorney Clark responded. The minutes of the Regular Meeting of April 19., 1955 and Board of Zoning o Appeals kleeting of April 19, 1955 were ead and approved as read. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain Lateral Sanitary Sewer District in the City of Salina., Kansas, designated as Lateral -Sanitary Sewer District Number 315 and providing for the construction of a lateral ssnitary sewer in said Lateral. Sani- tary Sewer District 315., as created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." • On motion of Commissioner Wenger the ordinance was rea and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake,, Exline., Hawkes., Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5951, - An ordinance was introduced for second reading entitled: "An ordinance amending Section 7 of Ordinance Number 5948.11 On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline., Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5952. An ordinance was introduced for second reading entitled.* "An ordinance providing for the curbing, guttering and paving and grading with tow -inch hot mixed asphaltic concrete over a six-inch rock stabilized base, certain streets in the City of Salina, Kansas., to -wit: The resurfacing of Iron Avenue with two- inch hot mixed asphaltic concrete from the west line ofDel e Avenue to the east line of Fifth Street; Curbing., guttering and paving with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base, Cherokee Wve from the south line of Pueblo Avenue tothe center line of Republic Avenue; Curbing, guttering, paving and grading to a width of thirty-six (36) feet from back to back of the curbing with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base, Front Street from the north line of Crawford Avenue thence north to the north line of Prescott Avenue; curbing., guttering, Paving and grading with two-inch hot mixed asphaltic concrete over a six-inch crushed rock base twenty-eight (28) feet wide from toe of gutter to toe of gutter Ydrwin Avenue from the east line of Lewis Avenue to the west line of Ohio Street grading and paving with two-inch hot mixed • i asphaltic concrete over a six-inch rock stabilitzed base, Kirwin Avenue from the east side of Roach Street to west side of Lewis Avenue; Grading and paving with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base, on Kansas Avenue from the north line of Ash Street to the south line of Elm Street; Grading and paving, to a width of twenty-eight (28) feet from toe of gutter to toe of gutter, with two-inch hot mixed asphaltic concrete over a six-inch rock stabil- ized base, Lewis Avenue from the north line of Niartin Avenue to the south line of McAdams Road; Curbing, guttering and paving with two-inch hot mixed asphaltic con- crete over a six-inch rock stabilized base, Redwood Drive from the west line of Cherokee Drive to the east line of Willow Court; and providing for the payment of the cost -thereof, how the same shall be assessed, and the manner of payment of the cost thereof." On motion of Commissioner Hawkes the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline., Hawkes., Ramsey and Wenger .(5) Nays: (0) Mayor approved the ordinance and it is Numbered 5953. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing., gutterin and grading of the North side of Crawford Avenue from the center line of Whittinghill Avenue to the center line of Viemont Avenue." On motion of Commissioner Hawkes the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake., Exline., Hawkes., Ramsey and Wenger (5) Nays: (0) Mayor approved the reso- lution and it is Numbered 1545. • The above resolution is recorded in full on Page 315 Resolution Book 5. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Simmons Street Twenty --eight (28) feet wide, from toe of gutter totoe of gutter, with concrete, from the south line of Charlotte Street to the south line of Leslie Street." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1546. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Morningside Drive , twenty-eight (28) feet wide, fromtoe of gutter to toe of gutter, with concrete, from the east line of Sunrise Drive to the west lige of Roach Street." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1547. The above resolution is recorded in full on Page 34.7 Resolution Book 5. No persons appeared to protest against the rezoning of the following described property: Lots 2, 4 and 6, Block 2, College View Addition and Lots 1, 3 and 5, Block 4, College View Addition from Zone "A" to Zone "B". Lots 4 and 5 Surveyor's Plat 12 from Zone "A" to Zone "B". An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the amendmen, of Zoning Ordinance 5549 and the Zonin District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance was referred to the Board of Commissioners. Wilson &Company, Engineers, reported on bids received, April 19th, 1955, for River Intake Pump. They recommended that bid received from Salina Supply Company in the amount of $4,401.50 be accepted. Commissioner Ramsey moved toapprove. Carried. City Manager reported on the following petitions: 1581 Curb and gutter Sou h side of republic Avenue from Lewis to Ohio. 1582 Sanitary Sewer in Block 8 in the R0plat of Blocks 6 and 8, Claflin's Addition to the Grounds of Kansas esleyan University. 1583 Paving Larson Street from Cloud to Charlotte. 1584 Paving Tenth Street from Frost to Franklin. 1585 Paving Highland Avenue from Charlotte to Leslie and Paving Charlotte from Simmons to Ninth. 1586 Pavin Highland Avenue from Cloud to Charlotte. 1587 Paving Upper hdll Heights Drive from Greeley to Greeley. 1588 Paving Larson from Charlotte to Leslie. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of the South side of Republic Avenue from the center line of Lewis Street to the center line of Ohio Street." Resolution referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Larson Street twenty-eight (28) feet wide fromtoe of gutter totoe of gutter, with concrete, from the south line of Cloud Street to the south line of Charlotte Street." Resolution was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and graing of Tenth Street twenty-eight (28) feet wide from toe of gutter to toe of gutter, with concrete., from the North line of Frost Street to the south line of Franklin Street." Ordinance was referred to the Board of Commissioners. i City Engineer filed Partial Estimate in the amount of $5300.85 to Brown and Brown Construction Company for Job 319. Approved by Commissioner Ramsey. Carried, Trust Deed with a deposit of 75.00 was resented from Hattie Hynes, forPer- petual Care of North 1/2 of Lot 33, BLock "B" in the Gypsum Hill Cemetery. Approved by Commissioner Hawkes. Carried. Application for driveway presented from C. N. Hoffman. Commissioner Ramsey moved to approve 32 feet wide. Carried. The following petitions were presented and referred to the Ity ilanager: f Street light in the vicinity of the intersection of Morningside and Sunrise. Sanitary Sewer to serve Lots 1, 3, 5, 21 4, 6, 81 10, 12, 14, 16, 22, 24, 26 on Third Street; Lots 5, 73 91 11, 13, 15, 17, 19, 27 on Second Street, all in Jones Addition; and Lots 1 and 3 on Fourth Street and 2 and 4 onThird Street in the Original Townsite of Salina, Kansas. Curb and gutter the following streets: Viemont from Haven to Beverly Drive North side of Haven from Viemont to Duvall ' South side of Beverly Drive from Viemont to Duvall Whittinghill Avenue from Haven to Beverly Drive Steahlin from Haven to Beverly Drive West side of Duvall from Haven to Beverly Drive. Apetition was presented for the rezoning of Lots 39 and 40 and such portions of Lots 37 and 38 as not purchased by the City of Salina, kdrwin Avenue, Grounds of Kansas Wesleyan University, Salina, Kansas., from Zone "A" to Zone "B". Claim by members of the Salina Fire Department for Longevity Pay was presented. Referred to City Manager to advise in approximately two weeks. Appraisers Reports filed for the construction of Lateral Sanitary Sewers Numbered 306 to 310 inclusive (Job 321). Commissioner Hawkes moved that City Clerk advertise for hearing to be held Tuesday, May 17th, 1955 at 4:00 o'clock P. fid. Carried. Appraisers reports filed for the construction of Lateral Sanitary Sewers Numbered 311 to 314 inclusive (Job 322_). _ Commissioner Hawkes moved that City Clerk advertise for hearing to be held Tuesday, May 17th, 1955 at 1:00 o'clock P. M. Carried. Commissioner Hawkes moved that City Manager take up with City Planning Commission regarding Flight Areassin the City of Galina, Kansas. On motion of Commissioner Ramsey the Board of Commissioners adjourned. Notice of Hearing was taken up regarding Notice filed by Douglas Hill for set -back of structure to be erected on Lot 10, Block 6, Kraft Manor Addition Number 2. A resolution was introduced and passed entitled: "A Resolution relat- ing to the authorization of non-compliance with Section 17, Paragraph 8, Ordinance No. 55.9, insofar as, the same affect Lot 10, Stock 6, Kraft Manor Number 2, Addition in Salina, Kansas." On motion of ,Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Lake, Exline, Hawkes, Ramsey and Wenger (5) Nays: (0) Mayor approved the Resolution and it is Numbered 1548.
