04-12-1955 Minutes OrganizationalCOMMUSSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALIVA, KANSAS APRIL 122 1955 Regular Meeting of the Board of Commissioners April 12, 1955• Meeting was called to order by Mayor Wenger, the roll was called and Commissioners Wenger, Barcafer, Cobb, Hawkes and Lake and City Attorney Clark responded. The minutes of the Regular Meeting of April 5th, 1955 and Canvassing Board Meeting of April 8, 1955 were read and approved as read. No persons appeared to protest against the rezoning of Lots 23, 25, 27, 28, 29, 30, 31 and 32 and South 40 feet of Lot 26, Block 6, Bond's Addition, from Zone "A" to Zone "B". An ordinance was introduced for first reading entitled: "An ordinance providing for the amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance was re- ferred to the Board of Commissioners. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Shawnee Avenue from the center line of Franklin Avenue to the north line of Lot 7, Block 2, Sunset Manor Addition, extended west." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Hawkes and Lake (5) Nays: (0) Mayor approved the resolution and it is Numbered 1537• Th a above resolution is recorded in full pn Page 337 Resolution Hook Number 5. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Seminole Avenue from the center line of Franklin Avenue to the north line of Lot 13, Block 4s Sunset Manor Addition, extended west." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Hawkes and Lake (5) Nays: (0) Mayor approved the resolution and it is Numbered 1538. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering aid grading of Mohawk Avenue from the center line of Franklin Avenue to the north line of Lot 23, Block 6, Sunset Manor Addition, extended West." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was alledand the following vote was had; Ayes: Wenger, Barcafer, Cobb, Hawkes and Lake (5) Nays: (0) Mayor approved the resolution and it is Numbered 1539. A resolution was introduced for second reading entitled: "A Resolution relating to grading and paving to a width of twenty-eight (28) feet from toe of gutter to toe of gutter, with crushed rock base and two-inch hot asphalt mix, Fairview Street from the east line of Sherman Street to the west line of Eleventh Street." On motion of Commissioner Hawkes the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Hawkes and Lake (5) Nays: (0) Mayor approved the resolution and it is Numbered 1510. City Manager reported onthe following petitions: 1577 For paving Claflin Avenue from Roach to Lewis. 1578 For paving Simmons Street from Cloud to Charlotte. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the paving and grading of Claflin Avenue , to a width of twenty-eight (28) feet fromtoe of gutter to toe of gutter, from the east line of Roach to the west line of Lewis, with six (6) inches crushed rock base and two (2) inches hot asphalt mix." Resolution was referred to the Board of Commissioners. o A resolution was introduced for first reading entitled: "A resolution re- lating to the paving and grading of Simmons S reet twenty-eight (28) feet wide from ! toe of gutter to toe of gutter, with concrete, from the south line of Cloud Street ! to the north line of Charlotte Street." Resolution was referred tot he Board of Commissioners. City Engineer submitted Final Estimate in the amount of $3517.60 to Layne - Western Company for Water Wells Number 13 and 1.14. ApprovedtV Commissioner Barcafer. Carried. Application for Cereal Malt Beverage License g presented from: Lawrence W. Reinhold, d/b/a Larry<'s Farmers Home, 316 East Pacific. Approved by Commissioner Barcafer. Carried. On motion of Commissioner Cobb the Board of Commissioners adjourned. i i City Qerk An ordinance was introduced for second reading entitled: "An ordinance declaring the abandoning, storing or discarding of certain articles unlawful and making it unlawful for the owner, lessee or manager of any public or private place to permit such abandoned, stored or discarded articles to remain in such place and I providing penalties for the violation thereof." i , On motion of Commissioner Barcafer the ordinance was read and adopted by sections and on its final adoption the roll wascalled and the following vote was had; I Ayes: Wenger, Barcafer, Cobb, Hawkes and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5947. I An ordinance was introduced for second reading entitled: "An ordinance • relating to and apportioning and levyin special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to the pay cost of construction of Lateral and Main Sanitary Sewers in Lateral Sanitary Sewer Districts 302, 303, 304, 305 and Main Lateral Sewer "V$ and relating to and providing for the collection and payment J of such assessments." +I On motion of Commissioner Barcafer the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Hawkes and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5948. An ordinance was introduced and passed entitled: "An ordinance making an i appropriation for the payment of certain claims." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Hawkes and Lake (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered A-7148. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Cbmmissioner Lake the ordinance was readand adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes.. Wenger, Barcafer, Cobb, Hawkes and Lake (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered A-749. COMMISSIONERS ROOD, SALINA, KANSAS. APRIL 12, 1955 Newly elected City Commissioners, Ralph Exline, E. P. Wenger and Carl Ramsey were present, and having filed required Bond approved by the Judge of the District Court and City Attorney, the oath of office was administered to them by City Clerk, Harold E. Peterson, and they assumed their offices as City Commissioners. Board of Commissioners convened for the purpose of organizing. Harold E. Peterson, City Clerk, presiding. Roll was called and the following responded: Lake, Exline, Hawkes, Ramsey and Wenger and City Attorney C]a rk. Commissioner Wenger nominated kax S. Lake for Mayor and Chairman of the Board of Commissioners for the ensuing year. Carried. Commissioner Wenger nominated Albert W. Hawkes as Acting Mayor and Vice - Chairman of the Board of commissioners for the ensuing year. Carried. CityClerk turned gavel over to Mayor Lake and he took charge of the meeting. Petition was presented for the paving of Morningside Drive from Roach to Sunrise. Referred to the City Manager. Letter, relating to sidewalks in south-east Salina, was presented from Mrs. Lee Lorenz. Referred to the City Manager. An ordinance was introduced for first reading entitled: "An ordinance regulating the business of producing crude petroleum within the City of Salina, Kansas, prescribing penalties for the violation thereof and repealing Ordinance No. 5944." Ordinance was referred to the Board of (bmmissioners. Building Applications of Byron Hough and Louis Serrault referred back to Building Inspector to issue permits according to ordinance.
