03-08-1955 MinutesCOMA+IISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS LARCH 8, 1955 Regular Meeting of the Board of Commissioners March 8, 1955. Meeting was called to order by Mayor Wenger, the roll was called and Commission rs Wenger, Barcafer, Cobb, Hawkes, Lake and City Attorney Clark responded. The minutesof the Regular Meeting of March 1, 1955 were read and approved as read. A resolution was introduces for second reading entitled: "A Resolution relating to the paving and grading with concrete, 33 feet back of curb to back of curb, Wisconsin Avenue from the south line of Iron Avenue to the north side of Gypsum Avenue." On motion of Commissioner Lake the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Hawkes and Lake (5) Nays: (0) Mayor approved the resolution and it is Numbered 1532. The above resolution is recorded in full on Page 331 Resolution Book 5. s An ordinance was introduced for second reading entitled: "An ordinance providing for the calling and holding of an election of the electors of the City of Salina, Kansas, to vote upon tr_e question of authorizing the Board of Commission- ers of said City to issue General Obligation Bonds of the City of an amount of not exceeding $1202000.00 for the purpose of paying tf.e cost of purchasing a site for and erecting and equipping a public building thereon for such city, to -wit: a public Fire Station." On motion of Commissioner Cobb the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Hawkes and Lake `(5) Nays: (0) Mayor approved the ordinance and it is Numbered 5939. An ordinance was introduced for second raeading entitled: "An ordinance providing for the calling and holding of an election of the qualified electors of the City of Salina,Kansas, to vote upon the question of authorizing the Board of Commissioners of said City to issue bonds in the amount of $1003000.00 for the purpose of paying the City's share of the actual cost of equipping, developing and improving the municipal airport, owned by said dity,for aviation purposes, and to authorize said Board to accept a grant of funds to be used exclusively for said purposes from the Civil Aeronautics Administration or some similar Federal Agency in the sum of $27,830.00." On motion of Commissioner Lake the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Hawkes and Lake (5) Nags: (0) mayor approved • the ordinance and it is Numbered 5940. An ordinance was introduced for second reading entitled: "An ordinance providing for the calling and holding of an election of the qualified electors of the City of Salina, Kansas, to vote upon the question of autiorizing the Board of Commissioners of said Cit,,.- to issue General Obligation Bonds, payable by a general tax, in the amount of $3002000.00 for the purpose of paying t e cost of enlarging and improving the system of works, owned by said city, for the treatment and dis- posal of the sewage of said City." On motion of Commissioner Haw2ws the ordinance was read and adopted by sections and on its final adoption the roll was called and the ollowing vote was had; Ayes: Wenger, Barcafer, (bbb, Hawkes and Lake (5) Nays: l0) Mayor approved the ordinance and it is Numbered 591.11. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance 55119 and the Zoning District Map therein and thereby adopted amd providing for the rezoning of certain property within the Glty and prescribing the proper uses thereof." On motion of Commissioner Barcafer the ordinance was read and adopted by sections and on its final adoption the roll wascalled and the follat ng vote was had; Ayes: Wenger, Barcafer, Cobb, Hawkes and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5942. City Engineer filed Plans and Spcifications for the construction of Lateral Sanitary Sewer Number 3111. Approved by Commissioner Barcafer. Carried. • I i Commissioner Barcafer moved that City Clerk a instructed to advertise for bids tobe received up to and including Monday, March 22nd, 1955, at 4:00 P. M., for the construction of Lateral Sanitary Sewers Numbered 311, 312, 313 and 314. Carried. Curtis McDaniel asked permission to transfer his cereal Malt Beverage License Number 2067 from 63a East North Street to 347 North Seventh Stream . Commissioner Lake moved that ormi.ssion be granted, subject to final insect ion by Sanitary Inspector. Carried. ! The following petitions were presented and referred to the City Manager: Paving Chicago Street from Broadway Boulevard to North Right-of-way of Union Pacific Railroad. Curb and gutter North side of Crawford Avenue from Steahlin Avenue to Whittinghill Avenue. The following petition was presented and referred to the City Planning 'i. Commission: . i For the rezoning of Lot 4, Surveyor's Plat 12 in Gypsum Avenue, Salina., Kansas., to District "B". Electric Wigint Bond presented from Ralph W. Ingram and Wallace W. Benson, d/b/a "Ingram Appliance." Approved by Commissioner Cobb. Carried. Change Bonding Company for Oil Drillers Bond issued to Chas. Petrey and Vance Petrey. Approved by Commissioner Barcafer. Carried. Petition presentedfirom F. L. 'arks for Trailer Court sou -h of Walnut Street and East of 81 By -Pass. Referred to City Planning Commission. No parking on South side of Cloud 6treet from Ninth to Broadway Boulevard. Ordinance introduced for first reading. An ordinance was introduced for first reading entitled: "An ordinance regulating parking on a part of certain streets in the City of Salina, Kansas., provid- ing for a penaltyfor the violation thereof and amending Section 24-1412A, Revised Ordinances of the City of Salina, a.nsas, 1948, as amended and repealing the original and prior amendments of Section 24-141.2A of Ordinance Number 5815, aforesaid." ! Ordinance was referred to the Board of Commissioners. 0 City Attorney instructed to draw up ordinance on changes in oil well require- ments. An ordinance was introdu3ed for first reading entitled: "An ordinance regulating the business of producing crude Petroleum within the Git y of Salina, Kansas and prescribing penalties for the violation thereof." Ordinancd was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance regulating the erection and use of barbed wire fences in the City of Salina, and re- pealing Ordinance No. 18-1136, kevised Ordinance of the City of galina, .Kansas, 1918." Ordinance was referred to the Board of Commissiones. On motion of Commissioner Lake the Board of Commi.ssionrs adjourned. City Clerk
