11-29-1954 Minutes• COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, ( 1 SA;LNA, KANSAS NOVEMEER. 29, 1954 Regular Meeting of the Board of Commissioners November 29, 19511• Meeting was called to order by Mayor Wenger, the roll was called and Commissioners Wenger, Cobb, Cunningham and Lake and City Attorney Clark responded. Commissioner Barcafer absent. The minutes of the Regular Meeting of November 22, 1954 were read and approved as read. An ordinance was introdu--ed for second reading entitled: "An ordinance sition of certain land within the City of balina, Kansas and providing for the acqui for the improvement of the same for off-street parking facilities." On motion of Commissioner Cobb the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had, Ayes: Wenger, Cobb, Cunningham and Lake (4) Nays: (0) Co mmissioner Barcafer absent. Mayor approved the ordinance and it is Numbered 5920. • An ordinance was introduced for second reading entitled: "An ordinance providing for the curbing, guttering and grading of Beatrice Avenue_ from the center line of Martin Avenue to he center line of McAdams Road; for the curbing, guttering and grading of Cloud Street on the north side from the center line of Pershing Avenue to the center line of Broadway Boulevard, and on the south side ffom the center line of Ninth Street to the center line of Broadway Boulevard; for the curbing, guttering and grading of Gypsum Avenue on the north side from the center line of Indiana Avenue to the center line of Iowa Avenue and on the south side from the center line of Mis- souri Avenue to the center line of Iowa Avenue; for the curbing, guttering and grad- ing of the south side of Haven Avenue from the center line of Steahlin Avenue to the center line of Whittinghill Avenue; for the curbing, guttering and grating of the south side of Haven Avenue from the center line of Whittinghill Avenue to the center line of Viemont Avenue; for the curbing, guttering and grading of Lewis Avenue from the center line of Martin Avenue to the center line of McAdams Road; for the curbing, ;uttering and grating of McAdams Road from the center line of Pearl Avenue to the center line of Lewis Avenue; for the curbing, guttering and grading of the north side of Martin Avenue from the west line of Lewis Avenue to the center line of Ohio Street; for the curbing, guttering and grading of laissouri Avenue from the center line of Stack Place to the center line of Greeley Avenue; for the curbing, guttering and grad- ing of the east side of Roach Street from the center line of Jewell Avenue to the center line of Kirwin Avenue; for the curbing, guttering and grading of the south side of Republic Avenue from the east side of U.S. Highway No. 81, thence east to the east line of the Missouri Pacific Railroad Right-of-way, and the north side of Republic Avenue from the west line of Hancock Street, thence west to a point 216 feet west of the east right-of-way line of the_Mi.ssouri Pacific Railroad; for the curbing, gutter- ing and grading of Steahlin Avenue from the center line of Crawford Avenue to the i center li.,e of Haven Avenue; for the curbing, guttering and grading of Viemont Avenue from the center line of Crawford Avenue to the center line of Haven Avenue; for the • curbing, guttering and grading of Whittinghill Avenue from the center line of Craw- ford Avenue to the center line of Haven Avenue, and prov-iding for the payment of the cost thereof, and how the same shall be assessed and the manner of payment thereof." On motion of Commissioner Cobb the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham and Lake (4) Nays: (0) Commissioner Barcafer absent. Mayor approved the ordinance and it is Numbered 5921. i An ordinance was introduced for second reading entitled: "An ordinance providing for the curbing, guttering and paving with concrete thirty-six (36) feet from face of curb to face of curb Eleventh Street from the north line of Grand Avenue to the south line of Broadway Boulevard; for the curbing, guttering, paving and grading with concrete 28 feet toe of gutter to toe of gutter Pearl Street from the north line of Martin Avenue to the south line of McAdams Road; for the paving and grading with concrete 28 feet wide toe of gutter to toe of gutter Roach S,reet from the north line of Ellsworth Avenue to the south line of Kirwin Avenue; for the paving and grading of j Republic Avenue from the east line of the Missouri Pacific Right -of -Way to the center line of' -roadway adway Boulevard; for the concrete paving of Wood Avenue from the south line of Crawford Avenue to the north line of Bond Avenue; and providing for the payment of the cost thereof, how the same shallbe assessed and the manner of the payment of j the cost thereof." A resolution was introduced for first reading entitled: "A Resolution relating to the grading and paving with two-inch hot mixed asphaltic concrete over a six-inch roach stabilized base, on Kansas Avenue from the north line of Ash Street to the south line of Elm Street." Resolution was referred to the Board of Commissioners. The following petitions were presented and referred to the City Manager: Curb and gutter Lewis Avenue from Jewell Avenue to Kirwin Avenue. Paving Kirwin Avenue from Roach to Lewis. — The following petitions were presented and referred to the City Planning Commission: Rezoning West 68 feet, Lot 26, Plat "0" from Zone "A" to Zone "B". Rezoning Lots 14, 15, 16 and that part of Lot 19, lying North of the south line of said lots 11,15516, extended East, except the East 35 feet thereof, all in Surveyor's Plat 8, in the City of Salina, Kansas, from District "A" First Dwelling House District to District "D", Local Business District. An ordinance was introduced for first reaing entitled: "An ordinance re- pealing Ordinance Number 5905." Ordinance was referred to the Board of Com- missioners. An ordinance was introduced for first reading entitled: "An ordinance author- izing and directing the issuanc of Revenue Bonds, Series "PA -1" of the City of Salina, Saline County, Kansas, in the principal sum of $200,000.00, for the purpose of paying a part of the cost of acquiring land within said city and improving the same for off-street parking facilities." Ordinance was referred to the Board of Commissioners. Commissioner Cobb moved that City Clerk be instructed to advertise for the sale of Revenue Bonds, Series "PA --1" of the City of Salina, Kansan, in the amount of $200,000.00 for the purpose of paying a part of the cost of acquiring land within said city and improving the same for off-street parking facilities.Bi.ds to be re- ceived up to and including Monday, December 20th, 1954 at 7:30 o'clock P. M. Motion adopted. City Engineer filed Plans and Specifications for the construction of Lateral Sanitary Sewers Numbered 307 to 310 inclusive. Approved by Commissioner Cunningham. Carried. Commissioner Cunningham moved that City Clerk be instructed to advertise for bids for the construction of Lateral Sanitary Sewers Numbered 306 to 310 inclusive, to a received, Monday, December 13th, 1954 at 7:30 o'clock P. M. Carried. Riker Plat filed. Approved by Clty Planning Commission. Commissioner Cobb moved to accept and authorize Mayor to sign. Carried. On motion of Commissioner Cobb the Board of Commissioners adjourned. City Clerk
