NOVEMBER 22, 1954
Regular Meeting of the Board of Commissioners November 22, 1954. Meeting
was called to order by Mayor Wenger, the roll was called and Commissioners Wenger,
Cobh and Lake and Acting City Attorney Lillard responded. Commissioners Barcafer
and Cunningham and City Attorney Clark absent.
The minutes of the Regular Meeting of November 15, 1954 were read and approved
as read.
A resolution was introduced for second reading entitled: "A Resolution re-
lating to the curbing, guttering and grading of Kirwin Avenue from the center line
of Lewis Avenue to he center line of Ohio Street."
On motion of Commissioner Cobb the resolution was approved as read and on its
final adoption tie roll was called and the following vote was had; Ayes: Wenger,
Cobb and Lake (3) ;days: (0) Commissioners Barcafer and Cunningham absent. Mayor
j approved the resolution and it is Numbered 1505.
The above resolution is recorded in full on Page 291 Resolution Book Number 5.
An ordinance was introduced for second reading entitled: "An ordinance
creating and defining certain lateral sanitary sewer districts in the City of Salina,
Kansas, designated as Lateral Sanitary Sewer iJistricts Numbered 307, 308, 309 and
310, and providing for the construction of lateral sanitary sewer in each of said
Lateral Sanitary Sewer Districts Numbered 307, 308, 309 and 310, so created and pro-
viding for the payment of the cost thereof and for the levying of special assessments
against the property in said Districts for the paymeh.t of the cost of such construction
and for the issuing of bonds to pay the cost thereof."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Wenger, Cobb and Lake (3) Nays: (0) Commissioners Barcafer and Cunningham absent.
Mayor approved the ordinance and it is Numbered 5919.
An ordinance was introduced and passed entitled: "An ordinance making an ap-
propriation for the payment of certain claims."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption t.e roll was, called and the following vote was had; Ayes:
Wenger, Cobb and Lake (3) Nays: (0) Commissioners Barcafer and Cunningham absent.
Mayor approved the ordinance and it is Numbered A-728.
Bid was received for Revisions to Water Supply Wells (Water Softening Plant)
as. follows:
• Layne Western Company, Wichita, Kansas. $22,341.00
Engineer's Estimate 424,500.00
Commissioner Lake moved that contract be awarded to Layne -Western Company.
Motion adopted.
The following letters were presented from the City Planning Commission:

Recommending that petition filed by 0. K. Webster for the rezoning of the
North 1/2 of ELock 21 Wymore Addition, City of Oali na, Kansas:, including Lots 1 through
9, inclusive, from Zone "A" to Zone "C" be approved. Accept by Commissioner
Lake and City Clerk give thirty -day Notice. Carried.
,r Recommending that Petition Number 1520 filed by R. V. Knowles,for the rezoning
of all of Block 1 in Wymore Addition to the City of Salina, Kansas, from Zone "A" to
Zone "B" be approved. Accept by Commissioner Cobb and City Clerk give thirty
days Notice. Carried.
recommending that Petition filed by Wm. Hansen and Ralph Ward for the rezoning
of Lots 92 and 94 on Ninth Streetin the Grounds of Kansas koesleyan University Addition
to the City of Salina, Kansas, from Zone "D" to Zone "E" be denied. Accept by Com-

missioner Lake and petition denied. Carried.

Application was presented from Ralph E. 'gown of Garden Home Inc., to construct
• drives on Crawford and Front:
2 at 3g feet on Crawford
1 at 55 feet on Front.
Approved by Commissioner Lake. Carried.
Trust Deed, with a deposit of x$100.00 for perpetual care of Lot 51 Block 18
(Blanche Bean lot) in the Gypsum Hill Cemetery was presented from Ruth E. Ferron.
Approved by Commissioner Cobb. Carried.
City Engineer filed Partial Estimate in the amount of $917.60 to Herron Plumb-
ing Company, for Water Services (Job 319 and 325). Approved by Commissioner Lake.
Carried.
The following petitions were presented and referred to the City Planning Commis

For the vacation of dead end street on Cedar Street between Nassouri Pacific
Railroad and Clark Street.
For the operation of a Beauty Shop at 917 Mohawk, and rezoning Lot 35, Block
5, Sunset Manor from "A" to Zone "D" Local Business.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the acquisition of certain land in the City of Galina, Kansas:, and for
the improvement of the same for off-street parking facilities." Ordinance referred
to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance provid-
ing for the curbing, guttering and grading of Beatrice Avenue from the center line of
Martin Avenue to the center line of McAdams Road; for the curbing, guttering and
grading of Cloud Street on the north side from the center line of Pershing Avenue to
the center line of Broadway Boulevard, and on the south side from the center line of
Ninth Street to the center line of 'roadway Boulevard; for the curbing, guttering and
grading of Gypsum Avenue on the north side, from the center line of Indiana Avenue
to the center line of Iowa Avenue, and on the south side, from the center line of M�_s-
souri Avenue to the center line of Iowa Avenue; for the curbing, guttering and grading
of the south side of Haven Avenue from the center line of Steahlin Avenue to the center
line of Whittinghill Avenue; for the curbing, guttering and grading of the south side
of Haven Avenue from the center line of Whittinghill. Avenue to the center line of
Viemont Avenue; for the curbing, guttering and grading of Lewis Avenue from the center

An ordinance was introduced for first reading entitled: "An ordinance providing
for the curbing, guttering and paving with concrete thirt -six (36) feet from face of
curb to face of curb Eleventh Street from the north line of Grand Avenue to the south
line of Broadway Boulevard; for the curbing, guttering, paving and grading with concrete,
28 feet toe of gutter to toe of gutter Pearl Street from the north line of Martin 'ven-
ue to the south line of McAdams Road; for the paving and grading with concrete, 28 feet
wide, toe of gutter to toe of gutter Roach Street from the north line of Ellsworth
Avenue to the south line of Kirwin Avenue; for the paving and grading of Republic Avenue
from the east line of the Missouri Pacific Right -of -Way to the center line of Broadway
Boulevard; for the concrete paving of Wood Avenue from the south line of Crawford
Avenue to the north line of Bond Avenue; and providing for the payment of the cost
thereof, how the same shall be assessed and the manner of the payment of the cost thereof.11
Ordinance was referred to the Board of Commissioners.
On motion of Commissioner Lake the Board of Commissioners adjourned.
