Meeting was called to order by Mayor Wenger, the roll was called and Commissioners Wenger, Barcafer, Cobb, Cunningham and Lake and City Attorney Clark responded. The minutes of the Regula Meeting of November 1, 1954 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Barcafer the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake. An ordinance was introduced for second reading entitled: "An ordinance: relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina,Kansaa, to pay the cost of acquisition of land for the use of the City of Salina, Kansas, in the widening of the south side of Cloud Street from the west line of Ninth Street to the east line of U. S. Highway 81 By -Pass, the same being more particularly described herein, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Lake the ordinance was read and adopted by sec- • tions and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunni.nglam and Lake (5) Nays: �0) Mayor approved the ordinance and it is Numbered 5915. An ordinance was introduced and passed entitled: "An ordinance making an appropriatl.on for the payment of certain claims." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-726. City Manager reported on traffic in the 800 Block and 900 Block on West Craw- ford Avenue. Letter presented from Chief of Police. Referred to City Manager for further study. Letter presented from City Planning Commission recommending that Lot 17, Surveyor's Plat 8, be rezoned from Zone "A" to Zone "B". Commissioner Barcafer moved to accept and City Clerk give thirty days notice as required by law. Carried. Petition presented from Kenneth Campbell for the rezoning of Lots 1 and 2 on Elm Street,and Lots 9, 10, 11 and 12 on Ninth Street, in Bishop's Addition to the City of Salina, Kansas from "C" Apartment District to "E" General Business. Referred to the City Planning Commission. Petition presented for the reduction of speed limit from 30 miles per hour to • 20 miles per hour in the entire Indian Village Area. An ordinance was introduced for first reading entitled: "An ordinance author- izing and providing for the issuance of the bonds of the City of Salina, Kansas., in the sum of $275,000.00 to pay the cost of acquiring land for public parks and develop - in the same for such purposes, to be designated as Series PK -1 g P� � � 64." Ordinance was i referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas., in the sum of 432,267.88, to pay the cost of improving certain streets in said City, to be designated as Series Number P-162." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance author- izing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, all in the sum of $2392314.90 to pay the cost of improving certain streets in said city to be designated as Series P-163." Ordinance was referred to the Board of Commis- sioners. Application for Cereal Malt Beverage License presented from W. R. Johannes, Departmen Manager of Campbell's Food Market, 301 North Ninth Street. Commissioner Cunningham moved that application be approved and license grant- ed. Motion adopted. Proclamation was presented by Mayor Wenger, regarding "Dwight D. Eisenhower Day". Approved by Commissioner Lake. Carried. On motion of Commissioner Cunningham the Board of Commissioners adjourned.
