Meeting was called to order by Payor Wenger, the roll was called and Commissioners Wenger, Barcafer, Cobb, Cunningham and Lake and City Attorney Clark responded. The minutes of the Regula" Meeting of October 25, 1954 wereiead and approved as read. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final adoption tle roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-725. No persons appeared to protest against the rezoning of the following proper- • ties Lots 32, 343 36, Claflin Avenue, Grounds of Kansas Wesleyan University to District "C" Land east of Tract No. 4, Plat 51, (West of 81 By -Pass) from Zone "A" to Zone "D". An irregular plot bounded by Banker's Addition on the East; Crawford Avenue on the North; Cherokee Drive on Northwest and Block 20, Sunset Manor Addition, to Zone "D". An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the amendment of Zoning Ordinance 5549 and the Zoning District kap therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance referred to the Board of Commissioners. Com- missioner Lake moved to accept. Carried. Recommending that Petition No. 1516 filed by Chad Akers, for the rezoning of Lots 37, 38, 39 and 40 on Ellsworth Avenue in the Addition to the Grounds of Kansas Vvesleyan University from Zone "A" to Zone "B" be granted. Commissioner Lake moved to accept and City Clerk give legal notice as provided by law. Carried. City Manager reported on traffic in the 800 and 900 Blocks on West Crawford. To be reported on November 8, 1954• Report was presented from Commissioners for widening south side of Cloud Street from Ninth Street to U. S. Highway 81 By -Pass. Commissioner Lake moved to accept. Carried. An ordinance was introduced for first reading entitled: An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of acquisition of land for the use of the City of Salina, Kansas., in the widening of the south side of Cloud Street from the west line of Ninth Street to the east line of U. S. Highway 81 By -Pass, the same being more particularly described herein, and relating to and providing for the collection and payment of such assessments." Approved by Commis- sioner Cobb. Carried. City Engineer submitted Estimate Number 1 in the amount of 1.2,058.02] to H. J. Taylor Construction Company for Street Improvements provided for in Job 325. Approved by Commissioner Barcafer. Carried. The following petitions were presented and referred to the City Manager: For sewer to serve all of Block 3, Hoffman Replat of part of Blocks 1 and 2, and all of Blocks 7 and 8 Hageman Park Addition. i For sewer to serve Lots 4 to 12 inclusive, Block 4, Stack Addition. For paving 300 Block on North Columbia Avenue. Protesting against the construction of a sewer in alley between West Place and College Avenue from Iron Avenue to University Street. The following petition was presented and referred to the City Planning Com- mission: For the rezoning of Lots 92 and 94, Ninth Street, in the Grounds of Kansas Wesleyan University Addition from District "D" (local business) to District "E", (General Business). City Manager asked about City taking part with other cities on Traffic Engineer at Kansas University. Commissioner Lake moved to authorize City Manager to go ahead. Carried. Commissioner Lake moved that City Planning and Zoning Commission's report on Zoning Ordinance changes ibe taken up at November 15th Meeting. Carried. Mayor appointed W. S. Norris a s Judge of City Court, to fill unexpired term of Judge Omer Smith. Commissioner Lake moved to approve. Carried. On motion of Commissioner Lake the Board of Commissioners adjourned.
