10-25-1954 MinutesCOMMISSIORiE;RS PROCEEDINGS, REGULAR MEETING COMMISSIONER.5 ROOM, SALINA, KANSAS. OCTOBER 25, 1954 Regular Meeting of the Board of Commissioners October 25, 1954. Meeting was called to order by Mayor Wenger, the roll was caled and Commissioners Wenger, Barcafer, Cobb, Cunningham and Lake and City Attorney Clark responded. The minutes of the Regular Meeting of October 18, 1954 were r ead and approved as read. A resolution was introduced for second reading entitled: "A Resolution relating to the grading and paving to a width of twenty-eight (28) feet from toe of gutter to toe of gutter, with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base, Lewis Avenue from the north line of IViartin Avenue to the south line of McAdams Road." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the resolution and it is Numbered 1.99. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Lewis Avenue from the center line of Martin Avenue to the center line of McAdams Road. On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the resolu- tion and it is Numbered 1500. The above resolution is recorded in full on Page 285 Resolution Book Number 5. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Beatrice Avenue from the center line of Martin Avenue to the center line of McAdams Road." On motion of Commissioner Cunningham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the resolution and it is Numbered 1501. The above resolution is recorded in full on Page 286 Resolution Book Number 5. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of the North side of Martin Avenue from the west line of Lewis Avenue to the center line of Ohio Street." Onmotion of Commissioner Cunningham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor%p- proved the resolution and it is Numbered 1502. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of McAdams Road from the center line of Pearl Avenue to the center line of Lewis Avenue." On motion of Commissioner Lake the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the Resolu- tion and it is Numbered 1503. The above resolution is recgrded in full on Page 288 Resolution Hook Number 5. A resolution was introduced and passed entitled: "A Resolution determining (1) it to be advisable for,and of benefit to, the City of alina, Kansas:, to acquire certain lands hereinafter described and to improves the same for off-street parking facilities; (2) the aggregate anount of money to be expended for such acquisition and improvements; and (3) that it is necessary to issue revenue bonds of said city in the manner and form provided by law." Oniaotion of Commissioner Lake the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake. An ordinance was introdu.:ed for second reading entitled: "An ordinance pro- viding for the amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." i On motion of Commissioner J�'arcafer the ordinance was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5911. City Manager reported that Petition Number 1519 for the paving of Kansas; Avenue from Ash Street to Elm Street is insufficient. Referred to petition- er f or more signers. The following petitions were presented and referred to the City Manager: Curb and gutter Kirwin Avenue from Lewis to Ohio. i • Curb and gutter West Place (East side) from University to State. I Sanitary sewer in alley between College and West Place from University to Iron Avenue, if extended. Petition presented asking for the rezoning of Block 1, Wymore Addition from "A" Residential to "B" Second Dwelling. Referred to City Planning Commission. Concrete. Construction Bond presented from E. Chad Akers. Commissioner Lake moved to approve. Carried. Pipe Line License presented from the MiSs)uri Pacific Railroad Company, granting the City permission to construct a sewer under railroad tracks. Approved by Commissioner Barcafer. Carried. i City Manager instructed to report on Traffic Survey on West Crawford Avenue between 800 and 900 Blocks. i Letter presented from Drew Hartnett, regarding Skating Rink License issued to Ralph Ward at 1705 South Ninth Street. Advised he could file a petition for rezoning to "E" Zone.
