10-18-1954 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS OCTOBER 18, 1954 Regular Meeting of the Board of Commissior3ers 0 tober 18, 1954. Meeting was called to order by Mayor Wenger, the roll was calledcand Commissioners Wenger, Barcafer, Cobb, Cunningham and Lake and City Attorney Clark responded. The minutes of -the Regular Meeting of October 11, 1954 were read and approved as read. i A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering and grading of the East side of Roach Street from the center line of Jewell Avenue to the center line of Kirwin Avenue." On motion of Commissioner Lake the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham, Barcafer and Lake (5) Nays: (0) €payor ,approved the resolution and it is Numbered 1496. The above resolution is recorded in full on Page 281 Resolution Boob number 5. • A resolution was introduced for second reading entitled: "A Resolution relating to the paving and gra ing with concrete, 28 feet toe of gutter to toe of gutter, Roach Street from the north line of Ellsworth Avenue to the south line of Kirwin Avenue." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake. (5) Nays: (0) Mayor approved the resolution and it is Numbered 1497. The above resolution is recorded in full on Page 282 Resolution Book Number 5. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering, paving and grading with concretes, 28 feet toe of gutter to toe of gutter, Pearl Street from the north line of Martin Avenue to the south line of McAdams Road.' On motion of Commissioner Cunningham the resolution was adopted as read and on its final adoption the roll was called and the followin vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: 0) Mayor approved the resolution and it is Numbered 1498. The above resolution is recorded in full on Page 283 Resolution Hook Number 5. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Barcafer the ordinance was read and adopted by sections • and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-723. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunnipgham and Lake (5) Nays: �0) Mayor approved the ordinance and it is Numbered A-724. No persons appeared to protest against the rezoning of Lots 19, 20, 21 and 22, Block 6, Bond's Addition to Class "B" Second Dwelling District. An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted, and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance was referred to the Board of Commissioners. City Manager reported on the following petitions: No. 1511 For construction of a sanitary sewer to serve the west property along ''roadway Boulevard from "alnut, south to the existing sewer. Referred to petitioner for more signers. • No. 1502 Curbing, guttering and paving of Lewis avenue from McAdams Road to Martin Avenue; curbing and guttering Beatrice Avenue from McAdams Road to Martin Avenue; and curbing and guttering the North side of Martin Avenue from Lewis to Ohio. • 1 n • No. 1501 Curbing and guttering Lewis Avenue from u,iartin Avenue to McAdams toad; and South side of 14cAdams Road from Pearl Avenue to Lewis Avenue. Referred back �o City Manager, to report at next meeting. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the curbing, guttering and grading of Lewis Avenue from the center line of Martin ~venue to t he center line of McAdams Road." A resolution was introduced for first reading entitled: "A Resolution relat- ing to the curbing, guttering and grading of Beatrice Avenue from the center line of Martin A enue to the center line of McAdams Road." A resolution was introduced for first reading entitled: "A Resolution relat- ing to the curbing, guttering and grading of the North side of Martin Avenue from the west line of Lewis Avenue to the center line of Ohio btreet.11 Resolution referred to the Board of Commissioners. A resolut-on was introduced for first reading entitled: "A Resolution relat- ing to the curbing, guttering and grading of McAdams Road from the center line of Pearl Avenue to the center line of Lewis Avenue." Resolution referred to the Board of Commissioners. A petition was presented for asphalt paving on Kansas Avenue from Ash Street to Elm Street. Referred to City Manager. Application for Cereal Malt beverage License presented f rom W. R. Ivan, d/b/a "The Tropics", 210 South Fifth Street. Commissioner Cunningham moved to approve, subject to final inspection of Food Inspector and Chief of Police. Carried. City Engineer filed Plans and Specifications for the construction of Lateral Sanitary Sewers Numbered 307 and 308. Commissioner Lake moved to approve. Carried. On motion of Commissioner Barcafer, City Clerk was instructed to advertise for bids to be received up to and including Monday, November 8th, 19511, at 7:30 o'clock P. M. for the sale of the following General Improvement Bonds., Series P-162 $323267.88 (11 years) Series P-163 2390111.90 (10 years) Series PK -1611 275,000.00 (10 years) On motion of Commissioner Barcafer the Board of Commissioners adjourned.
