OCTOBER. 4, 1954 Regular Meeting of the Board of Commissioners October 4, 1954• Meeting was called to order by Mayor Wenger, the roll was c alled and Commissioners Wenger, Barcafer, Cobb, Cunningham and Lake and City Attorney Clark responded. The minutes of the Regular Meeting of September 27, 1954 and Board of Zoning Appeals Meeting of September 27, 1954 were read and approved as read. Pursuant to Notice published in the Salina Journal bids were received for the curbing, guttering and paving certain streets provided for in Ordinance Num- ber 5896 (Engineer Job 319) as follows: City Engineer's Estimate $15020.00 Brown & Brown, Inc. Salina, Kansas $15093.50 San Ore CorB truction Company, McPherson, Kansas $17,193.00 Commissioner Barcafer moved that contract be awarded to Brown & Brown, Inc., as per bid submitted in the amount of $15,393.50; and that certified check be returned to unsuccessful bidder. Carried. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with Brown & Brown, lnc., for the construction of certain curb and guttering and paving and grading improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. Mayor appointed J. Earl Wyatt, Harley Rose and C. B. Dodge, Jr. to act as appraisers for the curbing, guttering and paving certain streets provided for in Ordi- nance Number 5896 (Engineer Job 319). Approved by Commissioner Barcafer. Carried. Pursuant to Notice published in the Salina Journal bids were received for the curbing, guttering and paving certain streets provided for in Ordinances Numbered 5894 and 5895 (Engineer Job 325) as follow s: City Engineer's Estimate $177,977.00 H.J.Taylor Construction Company, Salina,Kansas $169,589.00 L. W. Rexroad & Son, Salina, Kansas $175,377.50 San Ore Construction Co. McPherson, Kansas $179,629.50 Hunter Construction Company, Hays, Kansas $179,554.00 Commissioner Barcafer moved that contract be awarded to H. J. Taylor Con- struction Company as per bid submitted in the amount of $169,589.00 and that certi- fied checks be returned to unsuccessful bidders. Carried. An ordinance was introduced for first reading entitled: "An ordinance rati- fying and confirming a contract with the H. J. Rexroad and Son, as per bid submitted in the amount of X50,876.90, and that certified checks be re- turned to unsuccessful bidders. Carried. An ordinance was introduced for first reading entitled: "An ordinance rati- fying and confirming a contract with L. W. Rexroad and Son for the construction of a certain storm sewer in the City of Salina, Kansas, heretofore designated as Claflin Avenue Storm Sewer, and providing for t1ie issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." Ordinance referred to the Board of Commissioners. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Steahlin Avenue from the center line of Crawford Avenue to the center line of Haven Avenue." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham, Barcafer and Lake (5) Mayor approved the resolution and it is Numbered 11189. The above resolution is recorded on Page 271 Resolution Book Number 5. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Republic Avenue from the east line of lvlis- souri Pacific Right -of -Way to the center line of oadway Boulevard." i On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the resolution and it is Numbered 1190. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering and grading of Idssouri Avenue from the center line of Stack Place to the center line of Greeley enue." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) mayor approved the resolution and it is Numbered 1.91. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Cloud Street on the north side from the center line of Pershing Avenue to the center line of Broadway Boulevard, and on the south side from the center line of Ninth Street to the center line of Broadway Boulevard." On motion of Commissioner Cunningham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered 1492• The above resolution is recorded in full on Page 277 Resolution Book Number 5. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Gypsum Avenue on the north side , from the center line of Indiana Avenue to the center line of Iowa Avenue; and on the south side from the center line of Missouri Avenue to the center line of Iowa Avenue:" On motion of Commissioner Cunningham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the resolution and it is Numbered 1.1193. The above resolution is recorded in full on Page 278 Resolution Book Number 5• A resolution was introduced and passed entitled: "A Resolution directing the filing of a detailed estimate of the cost of acquiring land for use as public parks and improving the same for such use." On motion of gonmissioner Lake the resolution was adopted as read and on its final adoption the roll was called and the followingg vote`wab had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the resolu- tion and it is Numbered 1494. On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-721. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunninghal and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-722. Letter presented from City Manager regarding Fire Protection for Townships in Saline County. Commissioner Lake moved to notify the Board of County Commissioners to take care of their fire protection by December 31, 1955, either on their own, or that City 1 will enter into contract. Carried. A resolution was introduced and passed entitled: "A Resolution relating to the fire protection furnished by the City of Salina, Kansas, to the residents and property owners of Saline County, Kansas, outside the corporate limits of the City of Salina." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham, Lake and Barcafer (5) Nays: (0) Mayor approved the nedolutien and it is Numbered 1:95. City Engineer submitted Estimate in the amount of $10,625.00 to Layne - Western Company for Water Wells Numbered 13 and 14. Approved by Commissioners Lake. Carried. Wilson Engineering Company submitted Estimate Number 8, in the amount of $73,025.52- to Melco Inc., for the com truction of Water Softening Plant. Approved by Commissioner Lake. Carried. Petition was presented for the curbing and guttering Roach Street from Jewell Avenue to Kirwin Avenue (on the East side) and paving Roach Street from Ellsworth to Kirwin. Referred to the City Manager. Application for Cereal Malt Beverage License presented from Clark H. Jones, d/b/a "Kraft Manor Delicatessen and Grocery" 1801 South Ninth Street. Approved by Commissioner Barcafer. Carried. No persons appeared to protest against the rezoning of Lots 10 and 16, Cunningham's Replat of Block 15, Oakdale Addition to "C" Apartment District. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the amendment of Zoning Ordinance 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance was referred to the Board of Commissi one rs. City Engineer filed Final Estimate in the amount of $28.,601.04 to Brown & Brown, Inc. for Job Number 316. Approved by Commissioner Cobb. Carried. Commissioner Barcafer moved that Salina Your Opportunity, Steel Arch be given to Oamp Webster, to be removed by October 15th, 1954, and City remove brick pillars. Carried.
