SEPTEMBER 27, 1954 Regular Meeting of the Board of Commissioners September 27, 1954• Meeting was called to order by Mayor Wenger, the roll was called and Commissioners Wenger, Barcafer, Cunningham and Lake and City Attorney Clark responded. Commissioner Cobb absent. The minutes of the Regular Meeting of September 13th, 1954 and Regular Meet- ing of September 20, 1954 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance calling a special election to be held by, in and orthe City of Salina, Kansas, on Tuesday, November 2, 1951*, at the time of the Regular General Election for the purpose of submitting to the qualified electors of said City, the proposition of issuing the General Obligation Bonds of said City in an amount not exceeding $80,000.00 for the purpose of raising funds to contribute money to thb Kansas Military'Board for acquiring or constructing an armory for the Kansas National Guard or Kansas State Guard, for said City." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cunningham and Lake (4) Nays: (0) Commissioner Cobb absent. Mayor approvedthe ordinance and it is Numbered 5902. An ordinance was introduced for second reading entitled: "An ordinance rati- fying and confirming a contract with C. N. McCollum Construction Company for the construction of certain main sewer and lateral sanitary sewers in the City of Salina, Kansas, heretofore designated as Lateral Sanitary Sewer Districts 302, 303, 304, 305 and Main Sewer "Z", and providing for the issuance of temporary notes to pay the cost thereof, pending issuance and sale of bonds." On motion of Commissioner Barcafer the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cunningham and Lake (4) Nays: (0) Commissioner Cobb absent. Mayor approved the ordinance and it is Numbered 5903. An ordinance was introduced for second reading entitled: "An ordinance amending Section 4 of Ordinance Number 5862." On motion of Commissioner Lake the ordinance was ead and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cunningham and Lake (4) Nays: (0) Commissioner Cobb absent. Mayor approved the ordinance and it is Numbered 5904. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Cunningham the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Wenger, Barcafer, Cunningham and Lake (4) Nays: (0) Commissioner Cobb ab- sent. Commissioner Barcafer moved to approve and authorize Mayor to sign. Carried. Recommending that Petition Number 1500 filed September 13, 1954, by Ralph Graham, for the rezoning from Class "A" Residential to Class "E" General Business, land East of Tract 4, Plat 51, West of US 81 By -Pass, less the North 120 feet and less • the South 130 feet part of the NW 1/2 of 14-14-3 be denied, but recommended that said land be rezoned from "A" to "D" Local Business. Approved by Commissioner Lake, and City Clerk instructed to give thirty days notice as required by law. Carried. Recommending that Petition Number 1499 filed August 30, 1954, by Walter S. Long and Monny D. Long, for the rezoning of Lots 32, 34, 36, Grounds of Kansas Wesleyan 1 University, Claflin Avenue, to District iiC" for the purpose of constructing a building f thereon to be utilized for a mdeical clinic be granted. Accepted by Commissioner Lake. City Clerk instructed to give thirty days notice as required by law. Carried. i Recommending that Petition Number 1491, filed by Dan Bolen for the rezoning of an irregular plot bounded by Banker's Addition on the east; Crawford Avenue on the north; Cherokee Lrive on Northwest and Block 20, Sunset Manor Addition on Southwest to "E" Zone be denied, but that subject property be rezoned to Zone "D". Accepted by Commissioner Barcafer. City Clerk instructed to give thirty days notice as required j by law. Carried. Recommending that Petition Number 1492, filed by Dan Bolen,ibr the rezoning of a triangular plot bounded by Banker Addition to the North; U. S. Highway 81 on the East; and Block 8, Sunset Manor Addition on the South, to "E" Zone, be denied , but that said subject property be rezoned to Zone I'D". Accepted by Commissioner • Barcafer. City Clerk instructed to give thirty days notice as required by law. Carried. Recommending that Petition Number 1493 filed by Dan Bolen, for the rezoning of the North 502.2 feet of Block 2, Sunset Manor Addition to Zone "E" be denied, but that said subject property berezoned to Zone "D". Accepted by Com- missioner Barcafer. City Clerk instructed to give thirty days notice as required by law. Carried. Recommending that Petition Number 1494, filed by Dan Bolen, for the rezoning of Blocks 2, 4 and 6, Sunset Manor Addition from A to C Zone be denied, b ut that the following described property be rezoned from A to B: Lots 10, 11, 12 and 13, Block 2; Lots 9 and 10 in flock 4 and Lots 9, 102 11, 12, 13, 14, 15, 17, 18, 19 and 20,in Block 6, all in Sunset Manor Addition. Accepted by Commissioner Barcafer City Clerk instructed to give thirty days notice as requiredby law. Carried. Recommending that Petition Number 1495, filed by Dan Bolen, for the rezoning of Lot 16, Sunset Manor Addition, North of Blocks 4 and 6, Sunset Manor Addition, Southeast corner of Crawford Avenue and Broadway Boulevard to "EE" Zone be denied, but that said property be rezoned from Zone A to Zone D. Commissioner Barc Xer moved to accept. City Clerk instructed to give thirty days notice as required by law. Carried. Audit Bid for 1954 in the amount of $2600.00 was presented from D. N. Turner. Commissioner Lake moved to accept. Carried. City Manager reported on Petition Number 1512 for the paving of Republic Avenue from the East line of the Missouri Pacific Right -of -Way tocenter line of Broadway Boulevard. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Republic Avenue from the east line of the - Missouri Pacific Right-of-way to the center line of Broadway Boulevard." Resolution was referred to the Board of Commissioners. Petition presented for the rezoning of Lots 27 and 28, $Lock 9, and Lot 3, Block 6, to Zone "B" Second Dwelling, and Lots 29, 30, 31 and 32 Block 9, to Zone "D", Local Business, all in Replat of Edgemere Addition. Petition referred to City Plan- ning Commission. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Gypsum Avenue on the north side, from the center line of Indiana Avenue to the center line of Iowa Avenue, and on the south side from the center line of Missouri Avenue t o t he center line of Iowa Avenue." Resolution referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Cloud street on the north side from the center line of Pershing Avenue tot he center line of broadway Boulevard, and on the south side from the center line of Ninth Street to the center line of _ Broadway Boulevard." Resolution was referred to the Board of Commissioners. Conveyance of Easement presented from Salina Brick and Tile Company. Commis- sion r Lake moved to accept. Carried. Letter presented fromMurl W. Thrapp and R. B, Franklin regarding special assess- ment for curb and gutter on Missouri Avenue south of Gypsum Avenue. Referred to City Engineer and City Attorney. Letter presented from Salina Bar Association asking the Board of Commission- ers to provide a larger office fort he Clerk of the City Court of Salina, Kansas. Referred to the City Manager. Commissioner Barcafer moved that City Manager give 0. K. Webster five days to remove "Welcome Sign" at Twelfth and Bishop, or the City will remove the sign and sell scrap. Carried. City Engineer filed Plans and Specifications for Job 319 and Job 325, Curb, j Cutter and Paving. Commissioner Barcafer moved to approve and City Clerk be instructed to advertise for bids to be received up to and including Monday, October 4th, 1954 at 7:30 o'clock P. M. Carried. City Engineer filed Plans and Specifications for Lateral Sanitary Sewer i Number 306. Commissioner Barcafer moved to approve. Carried. City Engineer filed Plans and Specifications for Claflin Avenue Storm Sewer i (Job 317). Commissioner Barcafer moved to accept, and City Clerk be instructed to advertise for bi-:ds to be received up to and including Monday, October 4, 1954 at 7:30 o'clock P. M. Carried. An ordinance was introduced for first reading entitled: "An ordinance cre- ating and defining certain lateral sanitary sewer districts in the City of Salina, Kansas, designated as Lateral Sanitary Sewer Districts Numbered 307 and 308, and pro- viding for the construction of a lateral sanitary sewer in each of said Lateral Sanitary Sewer Districts Numbered 307 and 308, so created, and providing for the pay- ment of the cost thereof and for the levying of special assessments against the property in said districts for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof."
