Meeting was called to order by Idayor Wenger, the roll was called and Commissioners Wenger, Barcafer, Cobb and Cunningham and City Attorney Clark responded. Commissioner Lake absent. The minutes of the Regular Meeting of August 30, 1954 were r ead and approved as read. An ordinance was introduced for second reading entitled: "An ordinance prescribing charges to be made for the tapping of water mains of the Water Department of the City of Salina, Kansas, and regulating the utilization by consumers of existing mains and mains that may hereafter be constructed or installed and amending Section 28-110 of the Revised Ordinances of the City of Salina, Kansas, and provid- ing for the repeal of the original of said section." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes-* Wenger, Barcafer, Cobb and Cunningham (4) Nays: (0) Commissioner Lake absent. Mayor approved the ordinance and it is Numbered 5892. An ordinance was introduced for second reading entitled: "An ordinance creating and defining an additional parking meter zone and regulating the same; amending Section 2304-A; and repealing Section 24-2304A." On motion of Commissioner Barcafer the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb and Cunningham. An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the construction of a certain storm sewer and drainage in the City of Salina, Kansas, to be designated as Claflin Avenue Storm Sewer, and providing for the lettin of contract for such construction and for the payment of the cost thereof." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its finaladoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb and Cunningham (4) Nays: (0) Commissioner Lake absent. An ordinance was introduced for second reading entitled: "An ordinance cre- ating and defining a certain lateral sanitary sewer district in the City of Salina, Kansas,, designated as Lateral Sanitary Sewer District Number 306,^ and providing for the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 306, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." An ordinance was introduced for second reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansaa, to pay the cost of acquisition of land for the use of the City of Salina, Kansas, for the opening and extendin of Franklin Street from the west line of Southern Heights Addition tothe City of Salina, Kansas, to the east line of Sunset Manor Addition to the City of Salim, Kansas, the same being more particularly described herein, and relating to and providing for the collection and payment of such assessments." Pursuant to Notice published in the Salina Journal bid was received for Sludge Filtering, Drying and Calcining Facilities for Water Softening Plant, Salina, Kansas as follows: Combustion Engineering Company, Inc. Engineer's Estimate Chicago, Illinois $163,950.00 $170,000.00 Commissioner Barcafer moved that contract be awarded to Combustion Engineer- ing Company, Inc., as per bid submitted in the amount of $163,950.00. Carried. Pursuant to Notice published in the Salina Journal bids were received for the construction of Main Sewer "Z" and for Lateral Sanitary Sewers Numbered 302, 303, 304 and 305 (Engineer Job Number 318) as follows: C. N. McCollum Construction Company $45,578.00 H. J. Taylor Construction Company $46,149.00 City Engineer's Estimate $47,276.00 Commissioner Barcafer moved that contract be awarded to C. N McCollum Con- struction Company as per bid submitted in the amount of $45,578.00, and check be returned to unsuccessful bidder. Carried. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with C. N. McCollum Construction Compaay for the construction of a certain main sewer and lateral sanitary sewers in the City of Salina, Kansas, heretofore designated as Lateral Sanitary Sewer Districts 302, 303, 304005 and Main Sewer "Z", and providing for the issuance of temporary notes to pay the cost thereof, pending issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr. and Harley Rose to act as appraisers for Main Sewer "Z" and Lateral Sanitary bewers Numbered 302, 303, 304 and 305. Appointments confirmed by the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance call- ing a special election to be held by, in and for the City of Salina, Kansas, on Tuesday, November 21 1954, at the time of the Regular General Election, for the purpose of submitting to the qualified electors of said City, the proposition of issuing the General Oblibation Bonds of said city in an amount not exceeding $80,000.00 for the purpose of raising funds to contribute money to the Kansas Military Board for acquir- ing or constructing an armory for the Kansas National Guard or Kansas State Guard, for said City." The possibility of making a Fire Protection charge to Townships was discussed. Commissioner Barcafer moved to accept and City Clerk give thirty days notice as required by law. Carried.
