Regular Meeting of the Board of Commissioners September 13, 1954. Meeting
was called to order by Idayor Wenger, the roll was called and Commissioners Wenger,
Barcafer, Cobb and Cunningham and City Attorney Clark responded. Commissioner
Lake absent.
The minutes of the Regular Meeting of August 30, 1954 were r ead and
approved as read.
An ordinance was introduced for second reading entitled: "An ordinance
prescribing charges to be made for the tapping of water mains of the Water Department
of the City of Salina, Kansas, and regulating the utilization by consumers of
existing mains and mains that may hereafter be constructed or installed and amending
Section 28-110 of the Revised Ordinances of the City of Salina, Kansas, and provid-
ing for the repeal of the original of said section."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes-*
Wenger, Barcafer, Cobb and Cunningham (4) Nays: (0) Commissioner Lake absent.
Mayor approved the ordinance and it is Numbered 5892.
An ordinance was introduced for second reading entitled: "An ordinance
creating and defining an additional parking meter zone and regulating the same;
amending Section 2304-A; and repealing Section 24-2304A."
On motion of Commissioner Barcafer the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Wenger, Barcafer, Cobb and Cunningham. (4) Nays: (0) Commissioner
Lake absen . Mayor approved the ordinance and it is Numbered 5893•
An ordinance was introduced for second reading entitled: "An ordinance
providing for the curbing, guttering and grading of Clafli.n Avenue from the center
line of Roach Street to the center line of Lewis Street; for the curbing, gutter-
ing and grading of Eighth Street from the center line of Grand Avenue to the center
Line of Decatur Street; for the curbing, guttering and grading of Franklin Street
from the center line of Seminole Avenue to the center line of Shawnee Avenue; for
the curbing, guttering and grading of Kirwin Avenue from the center line of Roach
Street to the center line of Lewis Street; for the curbing, guttering and grading
of Lewis Street from the center line of Claflin Avenue to the center line of Kirwin
Avenue; for the curbing, guttering and grading of McAdams Road from the center
line of Roach Street to the center line of Pearl Street; for the curbing, guttering
and grading of Pearl Street from the center line oil Avenue to the center

An ordinance was introduced for second reading entitled: "An ordinance
providing for the paving and gra ing of Eleventh Street from the north line of
Franklin Street tothe north line of Wilson Street; for the paving and grading of
Eleventh Street from the north line of Fralklin Street tothe north line of Frost
Street; for the paving and grading of Phillips Street from the north line of
Morrison Avenue to the north line of Prescott Avenue; for the paving and grading of
Wilson S reet from the east side of Fifth Street to the west side of Front Street;
for the durbing., guttering, paving and grading of Bond Street from the east line
of Fifth Street tothe west line of Front Street for the pave g, curbing, guttering
and grading of Crawford Avenue from the centerline of Broadway Boulevard to the
west line of Cherokee Drive; for the curbing, guttering, paving and grading of
Decatur Street from the east line of Ninth Street to the west line of Santa Fe; for
the curbing, guttering, paving and grading of Harsh Avenue from the west line of
Ninth Street to the east line of Tenth Street; for the curbing, guttering, paving and
grading of Kirwin Avenue from the east line of Osborne Street t o the west line of

On motion of Commissioner Cunningham the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was had;

absent. Mayor approved the ordinance and it is Numbered 5895•
An ordinance was introduced for second reading entitled: "An ordinance pro-
viding forthe curbing, guttering and paving of Birch Drive from the north line of
Lot 9, B lock 8, and the north line of Lot 23, dock 7, all in Replat of Edgemere
Addition to the west line of Hemlock Drive; for the paving of Hemlock Drive from the
north line of Lot 7, Block 9, Replat of Edgemere Addition to the south line of Redwood
Drive; and for the curbing and guttering and grading of Hemlock Drive from the north
line of Lot 7, Block 9, Replat of Edgemere Addition to the center line of Redwood
Drive; and providing for the payment of the cost thereof, how the same shall be assessed
and the manner of he payment of the cost thereof."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:

An ordinance was introduced for second reading entitled: "An ordinance pro-
viding for the construction of a certain storm sewer and drainage in the City of
Salina, Kansas, to be designated as Claflin Avenue Storm Sewer, and providing for the
lettin of contract for such construction and for the payment of the cost thereof."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its finaladoption the roll was called and the following vote was had; Ayes:
Wenger, Barcafer, Cobb and Cunningham (4) Nays: (0) Commissioner Lake absent.
Mayor approved the ordinance and it is Numbered 5897.
An ordinance was introduced for second reading entitled: "An ordinance cre-
ating and defining a certain lateral sanitary sewer district in the City of Salina,
Kansas,, designated as Lateral Sanitary Sewer District Number 306,^ and providing for
the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District
Number 306, so created, and providing for the payment of the cost thereof and for the
levying of special assessments against the property in said district for the payment
of the cost of such construction and for the issuing of bonds to pay the cost thereof."
On motion of Commissioner Barcafer the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Wenger, Barcafer, Cobband Cunningham (4) Nays: (0) Commissioner Lake
absent. Mayor approved the ordinance and it is Numbered 5898.
An ordinance was introduced for second reading entitled: "An ordinance relat-
ing to and apportioning and levying special assessments on certain lots and pieces
of ground in the City of Salina, Kansaa, to pay the cost of acquisition of land for
the use of the City of Salina, Kansas, for the opening and extendin of Franklin Street
from the west line of Southern Heights Addition tothe City of Salina, Kansas, to the
east line of Sunset Manor Addition to the City of Salim, Kansas, the same being more
particularly described herein, and relating to and providing for the collection and
payment of such assessments."
On motion of Commissioner Barcafer the ordinance was read and adopted by sec-
tions and on its final adoption ti,e roll was called and the following vote was had; j

absent. Mayor approved the ordinance and it is Numbered 5899•
An ordinance was introduced for second reading entitled: "An ordinance relat-

use of the City of Salina, Kansas, forthe opening and extending of Ohio Street, south
to its intersection with the north line of Cloud Street,the same being more particular-
; ly described herein, and relating to and providing for the collection and payment of
such assessments."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:

An ordinance was introduced for second reading entitled: "An ordinance amend-
ing Section 4 of Ordinance Number 5858."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Wenger, Barcafer, Cobb and Cunningham (4) Nays: (0) Commissioner Lake absent.
Mayor approved the ordinance and it is Numbered 5901.

A resolution was introduced and passed, for continued maintenance and opera-
tion of the temporary Veterans' Housing facilities hereinafter identified as Housing
Project Kan -V-14181."
On motion of Commissioner Cobb the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Wenger,
Barcafer, Cobb aad Cunningham (4) Nays: (0) Commissioner Lake absent. Mayor
approved the resolution and it is Numbered 1487.
The above resolution is recorded in full on Page 272 Resolution Book 5.

appropriation for the payment of certain claims."
On motion of Commissioner Cunningham the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was had;
Ayes: Wenger, Barcafer, Cobband Cunningham (4) Nays: (0) Commissioner Lake
absent. Mayor approved the ordihahben and it is Numbered A-717.

Pursuant to Notice published in the Salina Journal bid was received for
Sludge Filtering, Drying and Calcining Facilities for Water Softening Plant, Salina,
Kansas as follows:
Combustion Engineering Company, Inc.
Engineer's Estimate
Chicago, Illinois $163,950.00
$170,000.00
Commissioner Barcafer moved that contract be awarded to Combustion Engineer-
ing Company, Inc., as per bid submitted in the amount of $163,950.00. Carried.
Pursuant to Notice published in the Salina Journal bids were received for
the construction of Main Sewer "Z" and for Lateral Sanitary Sewers Numbered 302,
303, 304 and 305 (Engineer Job Number 318) as follows:
C. N. McCollum Construction Company $45,578.00
H. J. Taylor Construction Company $46,149.00
City Engineer's Estimate $47,276.00
Commissioner Barcafer moved that contract be awarded to C. N McCollum Con-
struction Company as per bid submitted in the amount of $45,578.00, and check be
returned to unsuccessful bidder. Carried.
An ordinance was introduced for first reading entitled: "An ordinance
ratifying and confirming a contract with C. N. McCollum Construction Compaay for the
construction of a certain main sewer and lateral sanitary sewers in the City of
Salina, Kansas, heretofore designated as Lateral Sanitary Sewer Districts 302, 303,
304005 and Main Sewer "Z", and providing for the issuance of temporary notes to
pay the cost thereof, pending issuance and sale of bonds." Ordinance was referred
to the Board of Commissioners.
Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr. and Harley Rose to act as
appraisers for Main Sewer "Z" and Lateral Sanitary bewers Numbered 302, 303, 304
and 305. Appointments confirmed by the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance call-
ing a special election to be held by, in and for the City of Salina, Kansas, on Tuesday,
November 21 1954, at the time of the Regular General Election, for the purpose of
submitting to the qualified electors of said City, the proposition of issuing the
General Oblibation Bonds of said city in an amount not exceeding $80,000.00 for the
purpose of raising funds to contribute money to the Kansas Military Board for acquir-
ing or constructing an armory for the Kansas National Guard or Kansas State Guard,
for said City." Ordinance was referred to the Board of Commissionrs.
An ordinance was introduced for first reading entitled: "An ordinance amend-
ing Section 4 of Ordinance Number 5862." Ordinance was referred to the Board
of Commissioners.
City Manager reported on the following petitions:

No. 1497 Protesting the curbing and guttering of Twelfth Street
from Woodland to Pacific. Insufficient. File with

to Delco, Inc., for the construction of Water Softening Plant. Approved by Com-
missioner Cunningham. Carried.

Block 11. Commissioner Barcafer moved that City Manager be authorized

Commissioner Cobb moved that City Clerk be instructed to advertise for Audit
Bids for the City of Salina, Kansas, to be received September 27th, 1954• Carried.
The possibility of making a Fire Protection charge to Townships was discussed.
Referred to City Manager to report at Meeting of October 4th, 1954•

21, 22, Block 6, Bond's Addition be rezoned from Class "A" Residential to Class "B"
Second Dwelling. Commissioner Barcafer moved to accept and City Clerk give
thirty days notice as required by law. Carried.

Committee, for a term of three years from September 13th, 1954:
