08-30-1954 Minutes1 1 • n LJ COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SAL114A, KANSAS. j AUGUST 30, 1954 J Regular Meeting of the Board of Commissioners August 30, 1954• Meeting was called to order by Mayor Wenger, the roll was called and Commissioners Wenger, v Barcafer, Cobb, Cunningham and Lake and Acting City Attorney Lillard responded. City Attorney Clark absent. The minutes of the Regular Meeting of August 23, 1954 were read and approved as read. f A resolution was introduced for second reading entitled: "A Resolution re- lating to the curbing and gutteringand grading of the south side of Republic Avenue i t from the East line of U.S. Highway iio. 81, thence East to the east line of the Missouri f Pacific Railroad Right -of -Way; and the North side of Republic Avenue from the west line of Hancock Street, thence west to a point 216 feet West of the East Right -of -Way line of the Missouri Pacific Railroad." On motion of Commissioner Lake the resolution was adopted as read and on its final -adoption the roll was called and the followin vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: �0) Mayor approved the Resolution and it is Numbered 1485. The above resolution is recorded in full on Page 269 Resolution bbok Number 5. i A resolution was introduced for second reading entitled: "A Resolution re- lating to the concrete paving of Wood Avenue from the south line of Crawford Avenue to the north line of Bond Avenue." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) payor approved the resolu- tion and it is Numbered 1486. The above resolution is recorded in full on Page 270 Resolution Book Number 5. Letter presented from City Planning Commission recommending that Petition I j Number 1478, submitted by Jack Sprecker on July 26, 19544 for the rezoning of all of i Lots 10 and 16 in Replat of Block 15, Oakdale Addition to the City of Salina, Kansas be approved. Commissioner Lake moved to accept and City Clerk give thirty days notice as required by law. Carried. i The following Plumbers and Gas. Fitters Bonds were presented: Stanley Fisher d/b/a Fisher Plumbing Company Harvey Gile d/b/a Ci.le Plumbing Company Bonds were approved by Commissioner Lake. Carried. The following Electrician's Bonds were presented: j Edward Blaske d/b/a Blaske Construction Company J. T. Norman, Jr. d/b/a Jimmy Electric Bonds were approved by Commissioner Cobb. Carried. City Engineer filed Estimate Number 2 in the amount of $13,180.34 to Brown and Brown Construction Companyfor paving improvements provided for in Engineering Job Number 316. Approved by Commissioner Barcafer. Carried. I j Letter presented from Traffic Department of Salina, riansas, recommending one-hour parking on Seventh Street from Iron Avenue to Ash Street, 24 -minute meters; j and two-hour parking on both sides of Eighth Street from Walnut Street to Ash Street. Referred to City Attorney to draw up ordinance. Carried. i Petition presented for the paving and curbing of Eleventh Street from Pacific to Grand. Referred to the City Manager. The following protest petitions were presented and referred to the City Manager:', i f ; Paving Illinois Street from Merrill to Sheridan. Curb and gutter Twelfth from Woodland to Pacific. Petition presented for the rezoning of Lots 32, 34 and 36, Grounds of Kansas Wesleyan University, Claflin Avenue to District "C". Referred to the City Planning Commission. s' Report of Commissioners for the opening and extending of rranklin Street from the west line of Southern Heights Addition to the City of Salina, Kansas to the east line of Sunset Manor Addition lDistrict Court Case 20315) was filed. Report of Commissioners for the opening and extending of Ohio Street, south to its intersection with the north line of Cloud Street, (District Court Case 20314) was filed. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of acquisition �- of land for the use of the City of Salina, Kansas:, for the opening and extending of Franklin Street from the west line of Southern Heights Addition to the City of Salina, Kansas, to the east line of Sunset Manor Addition to the City of Salina, Kansas the same being more particularly described herein, and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of acquisition of land for the use of the City of Salina, Kansas, for the opening and extending of Ohio Street, south to its intersection with the north line of Cloud Street, the same being more particularly described herein, and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: An ordinance prescribing charges to be made for the tapping of water mains of the Water Department of the City of Salina, Kansas,and regulating the utilization by consumers of exist- ing mains and mains that may hereafter be constructed or installed and amending Section 28-110 of the Revised Ordinances of the City of Salina, Kansas, 1918, and providing for the repeal of the original of said section." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance creating and defining an additional parking meter zone and regulating the same; amending Section 2304-A; and repealing Section 24-2304A." Street to the center line of Ohio Avenue; for the curbing, guttering and grading of Lewis Street from the north line of Jewell Avenue, approximately north 128 feet more or less; for the curbing, guttering and grading of Lincoln Avenue from the center line of Uhester Avenue to the center line of Arthur Avenue; for the curbing, guttering and grading of Missouri Avenue from the south line of Stack Avenue to the south line of Gypsum Avenue; and for the curbing, guttering and grading of the west side of Ohio Avenu' from the center line of Ellsworth Avenue to the center line of Jewell enue; and relat- ing to and providingfor the collection and payment of such assessments." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5889. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of paving and grading of Frost Street from the east line of Sherman Street tothe east line of Eleventh Street; for the paving and grading of Sunrise Drive from the north line of Wilson Street to the south line of McAdams Road; for the paving and grading of Sunrise Drive from the north line of Mornit*side Drive tothe north line of Republic Avenue; and for the paving and grading of Washington Street_ from the west line of TWelfth:. Street to the wsst line of Phillips Street, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called -and the following vote was had; Ayes: 'vVenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5890. An ordinance was introduced for second reading entitled: "An ordinance re- lating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of alina, Kansas, to pay the cost of grading and paving to a width of 28 feet with two-inch hot mixed asphaltic concrete over a six-inch rock stabilited base, Front Street from the north line of Iron Avenue to the south line of Ash Street;' Twelfth S reet from the north line of Charles Street to the north line of Crawford Avenue; and Wilson Z>treet from the east line of Front Street to the west line of Kenison Road; and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5891.
