09-23-1954 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SAUN4 XWA& AUGUST 23, 1954 Regular Meeting of the Board of Commissioners August 23, 1951. Meeting was called to order by Mayor Wenger, the roll was called and Commissioners Wenger, Bar- cafer, Cobb, Cunningham and Lake and City Attorney Clark responded. The minutes of the Regular Meeting of August 16, 1954 and Special bleeting of August 16, 1954 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance providing for the amending of Zoning Urdinance Number 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called u nd the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the resolution and it is Numbered 5888. City Manager reported on the following petitions: No. 1.1.88 Paving Wood Avenue from Crawford to Bond. No. 11 90 Curbing and guttering 1000 and 1100 Blocks on West Republic. A resolution was introduced for first reading entitled: "A Resolution relating to the concrete paving of Wood Avenue from the south line of Crawford Avenue to the North line of Bond Avenue." Resolution referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing and guttering and grading of the South side or Republic Avenue from the East line of U.S. Highway No. 81, thence east to the east line of the bhssouri Pacific Railroad Right -of -Way, and the North side of Re ublic Avenue from the west line of Hancock Street thence west to a point 216 feet west of the East Right-of-way line of the Missouri Pacific Railroad." Resolution was referred to the Board of Commissioners. City Engineer filed Plans and Specifications for the construction of Lateral Sanitary Sewers Numbered 303, 304 and 305. Approved by Commissioner Barcafer, Carried. City Clerk -was instructed to advertise for bids tole received up to and including hlonday4 S ptember 13th, 1954 at 7:30 o'clock P. M. for the construction of Lateral SanitaryPSewers Numbered 302, 303, 301, 305 and Main Sewer "Z". Carried. Petition regarding house at 131 East Claflin Avenue was again taken up by the Board of Commissioners. Referred to the City Attorney. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering of the :Soit'h side of Haven Avenue from the center line of Steahlin Avenue to the center line of Whittinghill Avenue." On motion of Commissioner Lake the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Wenger and Lake (5) Nays: (0) Mayor approved the resolution and it is Numbered 1480. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and gutterin gaud grading of the South side of Haven Avenue from the center line of Whi.ttinghill Avenue tothe center line of Viemont Avenue." On motion of Commissioner Cunningham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: Mayor approved the resolution and it is Numbered 1.181. A resolution was introduced for second reading entitled: "A Resolution re- lating to the curbing, guttering and grading of_1Nhittinghill Avenue from the center line of Crawford Avenue to the center line of Haven Avenue." On motion of Commissioner Cunningham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) ivayor approved the resoluton and it is Numbered 1483. A resolution was introduced for second reading entitled: "A Resolution re- lating to the paving and grading of Illinois Sreet from the east line of Merrill Street to the West line of Sheridan Street." On motion of Commissioner Cunningham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the resolution and it is Numbered 1484. i The above resolution is recorded in full on Page 269 Resolution book Number 5. Letter was presented from the City Planning Commission recommending that Petition Number 1460, dated June 2, 1954,and submitted by 0. K. Webster, for the rezoning of all of Block 21 Wymore Addition from Zone "A" to Zone "D" be denied. Commissioner Cobb moved to approve recommendation. Carried. Letter presented from Lamb Auto Supply Company, 153-155 North Seventh Street, i asking for two or three 24 -minute Parking Meters. On motion of Commission- er Barcafer referred to Traffic Department. Carried. Application received from Standard Oil CompaW, for a larger driveway at their Filling Station on the corner of Ninth Street and Crawford Avenue. Commissioner Cunningham moved to approve a 30 -foot driveway. Carried. Petitions presented from Dan Bolen for the rezoning of the following property in Sunset Manor Addition: To Zone "C" All of Blocks 2, 4 and 6 , Sunset Manor Addition. To Zone "E" j North 502.2 ft. Block 2, Sunset Manor Addition. Triangular plot bounded by Banker Addition to the North; U. S. Highway 81 on the East and Block 8, Sunset Manor Addition on the South. Irregular plot bounded by Banker Addition on the east; Crawford Avenue on the North; Cherokee Drive on the Northwest and Block 20, Sunset Manor Addition on the Southwest. Lot 16, Sunset Manor Addition, North of Blocks 4 and 6. The above petitions were referred to the City Planning Commission. Electrician's Bond presented from International Milling Company. Approved by Commissioner Cobb. Carried. City Engineer filed Final Estimate of Cost for Engineer Job Number 316. Approved by Commissioner Cobb. Carried. An ordinance was introduced for first reading entitled: "An ordinance relat- ing to and levying special assessments on certain lots and pieces of ground in the City t)f Salina, Kansas, to pay the cost of grading and paving to a width of 28 feet with two-inch hot mixed asphaltic concrete over a six-inch rock stabilized base, Front Street from the north line of Iron Avenue to the south line of Ash Street; Twelfth Street from the north dine of Charles Street to the north line of Crawford venue; and Wilson Street from the east dine of Front Street to the west line of Kenison Road; and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to acid apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering and grading of the South side of Ellsworth Avenue from the a*,st line of Lewis Street to the West line of Ohio Street; for the curbing, guttering and grading of Fifth Street from the center line of Harsh Avenue to the center line of Hamilton Avenue;! for the curbing, guttering and grading of the North side of Jewell Avenue from the center line of Roach Street tothe center line of Ohio Avenue; for the curbing, guttering and grading of Lewis Street from the north line of Jewell Avenue approximately! North 128 feet more or less; for the curbing and guttering and grading of Lincoln Avenue from the center line of Chester Avenue tot he center line of Arthur Avenue; for the curbing, guttering and grading of Missouri Avenue from the south line of Stack Avenue to the south line of Gypsum Avenue; and for the curbing, guttering and grading of I the West side of Ohio Avenue from the center �i.ne of Ellsworth Avenue to the center + line of Jewell Avenue; and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas;, to pay the cost of paving and grading of Frost Street from the east line of Sherman Street to the east line of Eleventh S}reet; for the paving and grading of Sunrise Drive from the north line of Wilson Street to the south line of McAdams Road; for the paving and grading of Sunrise Drive from the north line of M"rningside Drive tothe north line of Republic Avenue; and for the paving and grading of Washington Street from the west line of Twelfth Street to the west line of Phillips btreet, and relating to and providing for the collection and payment of such assessments."
