Meeting was called to order by Mayor Wenger, the roll was called and Commissioners Wenger, Cobb, Cunningham, Lake and City Attorney Clark responded. Commissioner Barcafer absent. The minutes of the Regular Meeting of July 26, 1954 and Meeting of Board of Zoning Appeals of July 26, 1954 were read and approved as read. City Engineer reported on bids received July 26th, 1954, for Water Wells Numbered 13 and 14. Commissioner Lake moved that contract be awarded to Layie-Western Company. Carried. No persons appeared to protest against Emergency Zoning of certain lots on Kansas Wesleyan University Campus. An ordinance was introduced for first reading entitled: "An ordinance amend- ing Ordinance Number 5549 of the City of Salina, and creating, regulating and restrict- ing the use of a temporary zone and regulating and restricting the location, repair, alteration of buildings designed for the specified use; and regulatin,; and restricting use of land within said temporary zone; and temporarily excluding certain land from District "A", First Dwelling H use District as defined by Ordinance Number 5549; and including said land insaid temporary district; and prescribing a penalty for the viola- tion of its terms and repealing Ordinance Number 5576 only insofar as it conflicts herewith." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance grant- ing permission to change the frontage of certain lots and pieces of real estate, being a part of Country Club Heights Addition No. 2, an Addition to the City of Salina, Saline County, Kansas." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham and Lake (4) Commissioner Barcafer absent. Mayor approved the ordinance and it is Numbered 5878. Nays: (0) A resolution was introduced for second reading entitled: "A Resolution relat- ing to the curbing, guttering and paving of Harsh Avenue , with concrete 32 feet wide, from face of curb to face of curb, from the west line of Ninth Street to the east line of Tenth Street." On motion of Commissioner Lake the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, j Cobb, Cunningham and Lake (4) Nays: (0) Commissioner Barcafer absent. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and paving and grading of Roach Street , with concrete 32.feet wide, from face of curb to face of curb, from the south line of Minneapolis Avenue to the south line of Ellsworth Avenue." On motion of Commissioner Lake the resolution was adopted as read nd on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham and Lake (4) Nays: (0) Commissioner Barcafer absent. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering, paving and grading of Bond Street with concrete 32 feet wide, from face of curb to face of curb, from the east line of Fifth Street to the west line of Front street." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was alled and the following vote was had: Ayes: Wenger, Cobb, Cunningham and Lake (4) Nays: (0) Commissioner Barcafer absent. A resolution was introduced for second reading entitled: "A Resolution re- lating to the curbing, guttering and grayling of Pearl S4reet from the center line of Martin Avenue to the center line of McAdams Road." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham and Lake (4) Nays: (0) Commissioner Barcafer absent. A resolution was introduced for secondreading entitled: "A Resolution relating tg the curbing, guttering and grading of McAdams Road from the center line of Roach S reet tothe center line of Pearl Street." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham and Lake (4) Nays: (0) Commissioner Barcafer absent. A resolution was introduced for second reading entitled: "A Resolution relating to curbing, guttering and paving with two-inch hot mixed asphaltic concrete, over a six-inch rock stabilized base, 32 feet wide, from face of curb to face of curb, Birch Drive from the north line of Lot 9, Block 8, and the north line of Lot 23, Block 7; all in R plat of Edgemere Addition, to the west line of Hemlock Drive." On motion of Commissioner Cunningham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham and Lake (4) Nays: (0) Commissioner Barcafer absent. An ordinance was introduced for first reading entitled: "An ordinance levying spcial assessments against certain property to pay the cost of constructing certain water service pipes and connections in certain streets in the City of Salina, Kansas." An ordinance was introduced for first reading entitled: "An ordinance repealing Subsection 22 of Article 1 of Chapter 13, Revised Ordinances of the City of Salina, Kansas 1948." Wilson and Company, Engineers, filed Estimate Number 6 in the amount of $44.,195.79 to Melco Inc., for Water Softening Plant. Approved by Commissioner Lake. Carried. The following_petitions-aere presented and referred to City Manager: For water mains to service lots on both sides of Shawnee between Seminole and Franklin. For water mains on Pearl from Martin to McAdams, and on McAdams from Pearl to Roach. For sewer to service Block 31 Banker's Addition. Curb and gutter Haven Avenue from Steahlin to Whi.ttinghill. Letter presented from City Planning Commission recommending the vacation of East 95 feet of the alley between Eighth and Ninth, Block 13, Pacific Addition. (Grand Avenue Methodist Church). Commissioner Cunningham moved to accept recommendation. Carried. An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the vacation of a part of an east and west alley, within the City of Salina, Saline County, Kansas." Ordinance was referred to the Board of Commissioners. I An ordinance was introduced for first reading entitled: "An ordinance creating and defining certain lateral sanitary sewer districts in the City of Salina, Kansas, designated as Lateral Sanitary Sewer Districts Numbered 303, 304 and 305, and providing for the construction of a lateral sanitary sewer in each of said Lateral Sanitary Sewer Districts Numbered 303, 304 and 305 so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said districts for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." Ordinance was referred to the Board of Commissioners. On motion of Commissioner Lake the Board of Commissioners adjourned. City Clerk
