Regular Meeting of the Board of Commissioners July 26, 1954. I.heeting

was called to order by I11a.yor V4enger, the roll was called and Commissioners Wenger,
Barcafer, Cobb, Cunningham and Lake and City Attorney Clark responded.
The minutes of the Regular ?Meeting of July 19th, 1954 and :sleeting of Board
of Zoning Appeals of July 19th, 1954 were read and approved as read.
An ordinance was introduced for second reading entitled: "An ordinance
regulating the construction, erection, alteration, use and maintenance of awnings,
canopies, supported canopies, marquees and permanent awnings over the streets and
alleys of the City of Salina, the construction, erection and maintenance of venetian
awnings wherever located in the City of Salina, providing for the issuance of permits
for the erection of such structures; providing for permit fees; providing penalties
for the violation of its terms; and amending Sections 6-252 and 6-253, Revised Ordi-
nances of the City of Salim, 1948, and providing for the repeal of said Sections
6-252 and 6-253."
On motion of Commissioner Barcafer the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) hays: (0) %yor
approved the ordinance and it is Numbered 5877.
Pursuant to Notice published in the official City paper bids were received
for two new Water Wells for the City of Sal im, as follays:
Layne Western Company, Wichita, Kansas $27,500.00
Jungmann Bros. Topeka, Kansas $27,968.00
Wilson Construction Company, Salina, Kansas $31,100.00
Wichita Pump & Supply Company, Wichita, Kansas $38,000.00
Engineer's Estimate e31,000.00
Commissioner Lake moved that bids be referred to City Engineer for checking,
and report at next meeting of August 2nd, 1954. Checks of Wilson Construction
Company and the Wichita Pump and Supply Company to be returned. Carried.
Commissioner Barcafer moved that action on petition for the rezoning of the
following property be deferred until August 9th, 1954. Carried.
Wymore Addition
Lots 1 and 18, Block'2, to District "C"
Lots 2 to 17 inclusive, Block Z to District "D"
City Engineer filed Plans and Specifications for t he construction of Lateral
Sanitary Sewer Num ger 303. Approved by Commissioner Barcafer. Carried.
City ItLnager reported on the following petitions:
No. 1471 Street light at the intersection of Rush and Cloud
No. 1472 Street light at end of Cedar, West of College Avenue.
Commissioner Barcafer moved to approve installation of above lights. Carried.
Curbing and Guttering:
No. 1469 Pearl Street from .9artin to McAdams.
No. 1470 McAdams Road from from Roach to Pearl.

Sanitary Sewer to serve Lots 1-18 inclusive, Ostenberg
Replat of part of Blocks 1 and 2 Hageman Park Addition.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering and paving of Harsh Avenue with concrete 32 j
feet wide, from face of curb to face of curb, from the west line of Ninth Street to
the east line of Tenth Street." Referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering and perving and grading of Roach Street , with
concrete 32 feet wide, from face of curb to face of curb, from the south line of
Minneapolis Avenue to the south line of Ellsworth Avenue." Referred to the Board
of Commissioners.
A resolution was introduced for first reading entitled : "A Resolution
relating to the curbing, guttering, paving and grading of Bond Street, with concrete
32 feet wide, from face of curb to face of curb, from the east line of Fifth Street
to the west line of Front Street. Referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering and grading of Pearl Street from the center line
of r3artin Avenue to the center line of McAdams Road.1t Referred to he Board of
Commissioners.
A resolution was introduced for first reading entitled: "A resolution
relating to the curbing, guttering and grading of McAdams Road from the center
line of Roach street tot he center line of Pearl reet. Referred to the
Board of Commissioners.
A resolution was introduced for first reading entitled: "A resolution
relating to the grading and paving with two-inch hot mixed asphaltic concrete over
a six-inch rock stabilized base, Hemlock Drive , 28 feet toe of gutter -to toe of
gutter from the north line of Lot 7, lock 9, Replat of Edgemere Addition to the
south line of Redwood Drive." Referred tothe Board of Commissioners.
A resolution was introduced for first reading entitled: "A resolution
relating to the curbing, guttering and paving with two-inch hot mixed asphaltic
concrete over a six-inch rock stabilized base, 32 feet wide from face of curb to
face of curb, Birch Drive from the north line of Lot 9, Block 8, and the north
line of Lot 23, Block 7, all in Replat of Edgemere Addition to the west line of
Hemlock Drive." Referred to the Board of Commissioners.

Commissioner Cunningham moved that application be approved and license
granted. Motion adopted.
Petition was presented for the curbing, guttering and paving 300 Block
on Kirwin Avenue, between Osborne and Quincy. Referred to City %nager.
The following petitions were presented and referred to the City Planning
Commission:
Rezoning the North 1/12 of Lot 3, Block 6, South Park Addition from "A"
Residential to "B" Second Duelling.
Rezoning Lots 19, 20, 21 and 22, Block 6, Bond's Addition from
Zone "A" to Zone "B".
Rezoning all of Lot 16 and Lot 10, Oakdale Addition, Replat of Block 15,
Cunningham's Replat from Zone "B" to Zone "C".
Vacating the East 95 feet of the alley between Eighth and Ninth,
Block 13, Pac if is Addition.
The following ltters wore presented from the City Planning Commission:
Recommending that Petition Num:)er 1473 submitted by T. A.witham for the
rezoning of Lots 39, 40, 41 and 4Z;, Block 3, VanTrine's Addition from Zone "3" to
Zone "D" be denied. Commissioner Lake moved to accept recommendation. Carried.
Recommending that Plat of Replat of Part of Country Club Heights Addition
Number 2, be approved. Commissioner Iake moved that Mayor be authorized to _
sign Plat. Carried.
Recommending that Plat of Replat of Block 7, Claflin's Addition to the
Grounds of Kansas Wesleyan University be approved. Commissioner 3arcafer moved
that Liayor be authorized to sign Plat. Carried.

A petition was presented asking to have the frontage of certain lots of part
of Country Club Heights Addition, lumi)er 2, increased in size. Ordered filed.
An ordinance was introduced for first reeding entitled: "An ordinance
granting permission to change the frontage of certain lots and pieces of real estate,
being a part of Country Club Heights Addition No. 2, an Addition to the City of
Salina, Saline County, Kansas." Ordinance was referred to the Board of Commis-
sioners.
An ordinance was introduced for first reading entitled: "An ordinance provid-
ing for the vacation of certain streets a nd utility easements in the City of Salina,
Kansas, and repealing Ordinance Number 5874." Ordinance was referred to t he
Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance creat-
ing and defining a certain llkLin Sewer District in the City of Salina, Kansas, designated
as %, in Sewer "Z", providing for the construction of a I.bLin Sewer in said District;
i providing for t he payment of the cost thereof and for the levying of special assessment s
against the property in such district for the payment of such cost, and for the issuing
of bonds therefor." Ordinance was referred to the Board of Commissioners.
Commissioner Barcafer moved that 6 -inch Water mains be paid for by developer
of property and that they petition City and put up total cash. Carried. To be
put in form of Resolution or Ordinance.

1.1eeting of Board of Zoning Appeals July 26, 1954. Meeting was called to
order by I,ayor Wenger, the roll was called and Commissl'.oners Ilen er, 3arcafer,
Cobb, Cunningham and Lake, and City Attorney Clark responded.
Hearing was held on Building Application presented from C. N. Cheatum,
for addition to building at 1402 South Santa Fe Avenue, Lot 49, Santa Fe Avenue,
Grounds of Kansas Wesleyan University.
A resolution was introduced and passed entitled: "A Resolution relating
to the authorization of non-compliance with Section 9, Rear Yard requirements of
• Ordinance XudDer 5549, insofar as it affects Lot 49, on Santa Fe Avenue, in Grounds
of Kansas Wesleyan University Addition."
On motion of Commissioner Barcafer the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Wenger,
Barcafer, Cobb, Cunningham and Lake (5) Nays: k0) �ieyor approved the
resolution and it is Nunbered 1467.
The above resolution is recorded in full on Page 252 Resolution Book
Numb e r 5.
On motion of Commissioner Lake, Board of Zoning Appeals adjourned.
