A7eeting was i ! called to order by 15ayor Zienger, the roll was called a nd Commissioners Wenger, Cobb, Barcafer, Cunningham and Lake and Assistant City Attorney Lillard responded. City Attorney Clark absent. t The minutes of the Regular Meeting of July 12th, 1954 and Special Meeting of July 12th, 1954 were read and approved as read. A resolution wasintroduced for second reading entitled: "A Resolution relat- ing to the curbing, guttering, -paving and gre3ing of Decatur Street with concrete, 32 feet wide from face of curb to face of curb, from the east line of plinth Street to jthe west line of Santa Fe Avenue." r On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, • Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the resolution; and it is numbered 1465. The above resolution is recorded in full on Page 248 Resolution Book Number 5.' City Engineer filed Final Estimate of Cost in the amount of $48,724.50 to H. J. Taylor construction Company, for curbing, guttering and paving improvements provided for Engineer Job 320. Approved by Commissioner Cobb. Carried. A resolution was introduced entitled: "A Resolution authorizing and provid- ing for the issuancb of Temporary Note of the City of Salina, Kansas, in the sum of f 448,724.50, to pay a portion of the cost of curbing, guttering and paving improve- ments in the City of Salina, Kansas, to be designated as PT -18, pending the issuance of bonds to pay the cost of said work." i I On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Labe (5) Nays: (0) 2layor approved the resolution I and it is Numbered 1466. An ordinance was introduced f or second reading entitled: "Ar_ ordinance providing for the vacation of certain streets and utility easements in the City of Salina, Kansas." On motion of Commissioner Cunningham the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; • Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Tvhyor approved the ordinance and it is Numbered 5874. An ordinance was introduced for second reading entitled: "An ordinance cre- ating and defining a certain Lateral Sanitary 'ewer District in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District ?Number 303, and providing for the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 303, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property insaid district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final a doption the roll was c alled and the f ollQ�ing vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: r0) Mayor approved the ordinance and it is Lumbered 5875. An ordinance was introduced for second reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of construction of lateral sanitary sewers in Lateral Sanitary Sewer Districts Numbered 300 and 301, and relat- ing to and providing for the collection and payment of such assessments." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Saenger, Cobb, Barcafer, Cunningham and Lake(5) Nays: (0) Rlayor approved the ordinance and it is Numbered 5876. • An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." a j i On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham, Lake and Barcafer (5) Nays: (0) T,fa.yor approved the ordinance and it is Numbered A-711. An ordinance was introduced and read entitled: "An ordinance making an appro- priation for the payment of certain claims." On motion of Commissioner Barcafer the ordinance was read and adopted by see - tions and on its final adoption the roll was called and the following vote was had; Ayes: 'Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) !,Mayor approved the ordinance and it is Numbered A-712. No persons appeared to protest against the rezoning of the following property: Lots 1 to 18, Block 2, Wymore Addition to "C" Apartment District. Lots 2 to 17, Block 2, 1Pdymore Addition to "D" Local Business. Notion made to put on agenda for July 26th meeting. Carried. Application for Cereal Llalt Beverage: License presented from: Wilmer R. Ivan, d/`b/a "Ritz" 101 North Broadway Commissioner Barcafer moved that application be approved and license granted. Carried. The following petitions were presented and referred to the City Irlanager: For street light at intersection of Rush and Cloud. For street light at dead end of Cedar, CPlest of College Avenue). For curbing and guttering Pearl Street from 11artin to 1�bAdams. For curbing and guttering M3Adams Road from Roach to Pearl. Petition presented fro the rezoning of Lots 39, 40, 41 and 42, Block 3, in VanTrine's Addition from Zone "B" to Zone "D". Referred to City Planning Commission. Electrical Bonds presented f rom: L. W. Little, d/b/a "Little's Electric" R. D. Rittgers and T. J. T'1cRa.e, d/b/a "Rittgers and IIcRae Electric." Bonds approved by Commissioner Lake. Carried. Commissioner • Barcafer moved that City Clerk be instructed to advertise for Hearing, August 6th, 1954. Carried. i An ordinance was introduced for first reading entitled: "An ordinance regu- lating the construction, erection, alteration, use and maintenance of awnings, suspended canopies, marquees and permanent awnings over the streets and alleys of the City of Salina; the construction, erection and maintenance of venetian awnings wherever located r in. the City of Salina; providing for the issuance of permits for the erection of such structures; providing for permit fees; providing penalties for the violation of its terms; and amending Sections 6-252 and 6-253, Revised Ordinances of the City of Salina 1948, and providing for the repeal of said Sections 6-252 and 6-253." Ordinance waareferred to the Board of Commissioners. On motion of Commissioner Barcafer the Board of Commis ioners adjourned.
