An ordinance was introduced for first reading entitled: "An ordinance
creating and defining a certain lateral sanitary sewer district in the City of Salina,
Kansas, designated as Lateral Sanitary Sewer District Number 303, and providing for
the construction of a laterd.l sanitary sewer insaid Lateral Sanitary sewer District
Number 303, so created, and providing for the payment of the cost thereof and for the
i I levying of special assessments against the property inlaid district for the payment
of the cost of such construction and for the issuing of bonds to pay the cost thereof."
Ordinance was referred to the Board of Commissioners.

On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:

and on its final adoption the roll was called and the following vote was had; Ayes:

Chapter 23, Article 3, Section 7, (c) of Ordinance No. 5823, Revised Ordinances of
j the City of Salina, Saline County, Kansas, as amended, providing for and regulating
street curb cuts and the construction and use of driveway approaches; and repealing
Chapter 23, Article 3, Section 7 (c) of Ordinance No. 5823, 1948 Revised Ordinances
of the City of aalim , Saline County, Kansas, as amended."

Regular 1beting of the Board of Commissioners July 12, 1954. Meeting was
called to order by Ilayor Wenger, the roll was called and Commissioners Wenger, Barcafer,

i Cobb, Cunningham and lake and City Attorney Clark responded.
The minutes of the Regular Meeting of June 28, 1954 were r ead and approved
as read.
Plat was presented for Ostenberg Replat of a part of Blocks 1 and 2, Hageman
j Park Addition to the City of Salina, Kansas.

Commissioner Barcafer moved that Plat be approved and IbLyor be authorized to
sign Plat on behalf of the City of Salina, Kansas. Carried.

Letter was read from F. D. Diehl, Superintendent of Water and Electric
Departmemt of IYxFherson, Kansas, relating to proposed increase in gas rates by the
Kansas Poorer and Light Company. Ordered filed.

Petition No. 1462 For curbing, guttering and paving Decatur from Santa Fe
to Ninth Street.

On motion of Commissioner Cunningham the ordinance was read and adopted by —

Commissioner Cobb moved to reject application. Carried.
Wilson & Company, Engineers, filed Estimate Number 5 in the amount of
$69,668.47 to Malco Inc., for construction of Water Softener Plant. Approved by
Commissioner Barcafer. Carried.
Electric Wiring Bond presented from S & T Electric Service (Chas. W. Stull).
Approved by Commissioner Cobb. Carried.
The following petitions were presented and referred to the City Manager:
Lateral Sewer in Block 1, Wymore's Addition, from Roach to Lewis.

Claflin Avenue from Roach to Lewis

Hemlock Drive from North line of Lot 7, Block 9, Replat of Edgemere Addition

Birch Drive from West line of Hemlock Drive to existing curb and gutter on
Birch Street, south of Plum Drive.
Roach Street from h1inneapolis Avenue to Ellsworth Avenue.
The following letters were presented from the City Planning Commission:
Recommending that Petition No. 1461 submitted by H. M. Farrar, for the
rezoninof a tract of land in the N. W. 1/4 of Section 14, Township 14, South,
Range 39west of the Sixth Principal Meridian be denied, for -,the rezoning of said
Tract from Zone "A" to Zone "F" City Planning Commission recommended that
said Tract be rezoned to Zone "D". Commissioner Barcafer moved to
accept and City Clerk give thirty days Notice in the official City Paper. Carried.
Recommending that petition of Harry W. Banker for the vacation of all
streets, utility easements and other land dedicated to public use, lying south of
the north line of Block 1, Banker's Addition to the City of Salina, excepting that
certain utility easement situate astride the Southwest line of Block 2, and the
Northwest line of Block 3, in said addition, be granted. Commissioner Barcafer
moved to accept. Carried.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the vacation of certain streets and utility easements in the City of
Salina, Kansas." Referred to the Board of Commissioners.
Band Trustees and Officers of the Salina 14anicipal Band appeared before the
Board of Commissioners regarding Band Shell. They suggested Band Shell be built
with proceeds of Park Improvement Bonds, if they carry. Commissioners
informed them they would give the matter their consideration.

A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering, paving and grading of Decatur Street with 66ncrete
3Z feet wide from face of curk to face of curb, from the east line of Ninth Street
to the West line of Santa Fe venue." Resolution referred to the Board of
Conmissioners. ^
John Hollenback appeared before the Board of Commissioners regarding
7 -foot awnints. Agenda for next meeting.
C. 0. Ingermanson appeared before the Board of Commissioners regarding his
Plat and connecting to sewer. Referred to City 10a.nager and City Engineer.
The matter of parking lots on the following property was discussed by the
Board of Commissioners:
Elks Club
Montgomery property
Baptist Church property and
South 80 feet of Duncan property.
On motion of Commissioner Barcafer the Board of Commissioners adjourned.

Special Meeting of the Board of Commissioners July 12, 1954. Meeting
was called to order by 1,4ayor Wenger, the roll was called and Commissioners Wenger,
Barcafer, Cobb, Cunningham and Lake and City Attorney Clark responded.
Yleeting was held for the purpose of acting on Appraisers Reports for
the construction of Lateral Sanitary Sewers Numbered 300 and 301.
No persons appeared to protest.
Commissioner Barcafer moved to accept Appraisers Reports as read.
Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of construction
of lateral sanitary sewers in Lateral Sanitary Sewer Districts Numbered 300 and
301, and relating to and providing for the collection and payment of such assessments.'
Ordinance was referred to the Board of Commissioners.
On motion of Commissioner Baroafer the Board of Commissioners adjourned.
