Meeting was called to order b y Payor+enger, the roll was called and Commissioners Wenger, Bar- ' cafer, Cobb, Cunningham and Lake and City Attorney Clark responded. E ! The minutes of the Regular Meeting of June 21, 1954iwereiead and approved as r ead. No persons appeared to protest against the rezoning of Lots 14, 15, 16, and I 17, Block 1, Pershing Heights Addition to District "B" Second House Dwelling District, i An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the amendment of Section 10, of Ordinance No. 5237, as amended by Ordinance " dumber, and providing for the repeal of the original of said Section 10 of Ordinance r,o. 5237 as amended." Ordinance was referred to the Board of Commis- sioners. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the amendment of Zoning Ordinance 5549 and the Zoning District lap therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for second reading entitled: ;An ordinance pro- viding for the calling and holding of an election of the qualified voters of the City of Salina, Kansas, to v2te upon the question of authorizing the Board of Commissioners of said City to issue General Obligation Bonds of the pity sit the amount of $2751000.00 for the purpose of haying the cost of acquiring land for public parks and developing the s ame for such purpose within or without the said City." On motion of Commissioner Cobb the ordinance was read and adopted by sections] and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Barcafer, Cobb, Cunningham and Lake (5) Nays: l0) Mayor approved the ordinance and it is Numbered 5867. An ordinance was introduced for second reading entitled: "An ordinance rati- fying and confirming a contract with Brown and Brown, Inc., for the construction of cer- tain paving and grading improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issu- ance and sale of bonds." On motion of Commissioner Cunningham the ordinance was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger,; Barcafer, Cobb, Cunningham and Lake (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5868. An ordinance was introduced for second reading entitled: "An ordinance amending Chapter 23, 1948 Revised Ordinances of the City of Salina, Saline County, Kan- sas, by adding thereto Article 12, providing for and regulating the surfacing or resurfacing of roadways and curbing and guttering thereon; providing for the issuance and revocation of permits and penalties for violations thereof." On motion of Commissioner Barcafer the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: harcafer, Cobb, Cunningham, Wenger and Lake (5) Nays: (0) 1da.yor approved the ordinance and it is Numbered 5869. An ordinance was introduced for first reading entitled: "An ordinance amend- ing Chapter 23, Article 3, Section (7), (c) of Ordinance ivo. 5823, Revised Ordinances of the City of Salina, Saline County, Kansas, as amended, providing for and regulating street curb cuts and the construction and use of driveway approaches; and repealing Chapter 23, Article 3, Section 72 (c) of Ordinance No. 56232 1918 Revised Ordinances of the City of Salina, Saline County, Kansas, as amended." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance levy- ing special assessments againt certain property to pay the cost of constructing certain water service pipes and sewer connections in certain streets in the City of Salina, tiansas." Ordinance was referred to the Board of Commissioners. Letter presented from City Planning Commission recommending that request of • , Kansas Wesleyan University for the continued special zoning of Lots 7, 9, 11, 13, 15, 17 and 19 on Kirwin Avenue in the Grounds of Kansas Wesleyan UrLiversity to Class "C" I i Emergency District, be approved upon the same provisional and temporary basis contained in Ordinance No. 5576." Commissioner moved to approve and City Clerk give thirty days notice in the official City paper as provided by law. Carried. J_ City Engineer filed Plans and jpecifications for Lateral Sanitary Sewer I Number 302. Approved by Commissioner Cobb. Carried. Application for Cereal kalt Beverage L'.cense � presented from: i Curtis LcDaniel, d/b/a "hac's Tavern 632 East North Street Commissioner Barcafer moved that application be approved and license granted. Motion adopted. Appraisers Reports filed for the construction of Lateral Sanitary Sewers _ cumbered 300 and 301. Commissioner Barcafer moved that Ionday, July 12th, 1951, be designated as date for hearing on said Reports. Carried. City '`anager, City Engineer and three qualified citizens of the City of Salina were instructed to check on Air Conditioning Water Disposal and report to the Board of Commissioners. Carried. On motion of Commissioner Barcafer the Board of Commissioners adjourned. City Clerk
