06-21-1954 MinutesLJ 1 II u 0 1 COMMISSIONERS PROCEEDINGS, REGUTA R MEETING COMMISSIOMRS ROOM, SALINA.. KANSAS. JUNE 21, 1954 Regular Meeting of the Board of Commissioners June 21, 1954. Meeting was called to order by Mayor Fenger, the roll was called and Commissioners Wenger, Cobb, Cunningham and Lakeand City Attorney Clark responded. Commissioner Barcafer absent. The minutes of the Regular Meeting of June 14, 1954 and Board of Zoning Appeals -Meeting of June 14, 1954 were read and approved as read. A resolution was introduced for second reading entitled: "A Resolution relat- ing to curbing, guttering and grading of Eighth Street from the center line of Grand Avenue to the center line of Decatur Street." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption t -:e roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham and Lake (4) Nays: (0) Commissioner Barcafer absent. Mayor ap- proved the Resolution and it is Numbered 1463. The above resolution is recorded in full on Page 246, Resolution Book 'dumber 5. A resolution was introduced for second reading entitled: "A Resolution relat- ing to the curbing, guttering and paving and grading with concrete, 33 feet wide back of curb to back of curb, Morrison Avenue from the west line of Phillips Street to the east line of College Street." On motion of Commissioner Cobb the resolution was adopted as read, and on its finala. doption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham and Lake (4) Nays: (0) Commissioner Barcafer absent. 4ayor approved the Resolution and it is Numbered 1464. The above resolution is recorded in full on Page 24.7 Resolution Bnok Number 5. An ordinance was introduced for second reading entitled:! "An ordinance creat- ing and defining a certain lateral sanitary sewer district in the City of Salina, Yan- sas, designated as Lateral Sanitary Sewer District Number 302, and providing for the construction of a lateral sanitary sewer insaid Lateral Sanitary Sewer District Number 302, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final _� doption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham and Lake (4) Nays: (0) Commissioner Barcafer absent. Mayor approved the ordinance and it is Numbered 5866. An ordinance was introduced and passed entitled: "An ordinance making an appro- priation for the payment of certain claims." On motion of Commissioner Lake the ordinance eras read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham and Lake ( ) Nays: (0) Commissioner Barcafer absent. Mayor approved the ordinance and it is Numbered A-708. Pursuant to Notice published in the Salina Journal bids were received for the paving of certain streets provided for in Ordinance dumber 5859 (Engineer Job 316), as follows: Brown & Brown, Inc., Salina, Kansas $70,937.50 Broce & Smith Larned, Kansas $78,225.00 Kansas A,5phalt Company Eldorado, Kansas $76,935.40 City Engineer's Estimate $75,265.00 Bids were tabulated by the City Engineer. Commissioner Lake moved that contract be awarded to Brown & Brown, Inc., as per bid submitted in the amount of70,937.50 and checks returned to unsuccessful bidders. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance ratify- ing and confirming a contract with Brown « Brown, Inc., for the construction of certain paving and grading improvements on certain streets in the City of Salina, and providing • for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. Mayor appointed J. Earl Wyatt, Robert G. 1`rederick and Wm. F. Crosser, Jr., J as appraisers for the paving of certain streets provided for in Ordinance Number 5859, (Engineer Job Number 316). Approved by Commissioner Lake. Carried. Application prbsented from Fleming Motor Company to make driveway 85 feet at 1206 North Ninth Street. Approved by Commissioner Lake. Carried. Application for Cereal Malt Beverage License presented from: Hattie M. Boudeman North Santa Fe Recreation Parlor 806 North Santa Fe Commissioner Cunningham moved that application be approved and license granted. Motionadopted. Letter presented from the Kansas Wesleyan University relating to Veteran's Housing Units on the campus of the Kansas Wesleyan University. Referred to the City Planning Commission. Concrete Construction Bond presented f rom Tvatthew Duffy. Approved by Com- missioner Cobb. Carried. Trust Deed, with a deposit of $75.00 presented from Louise E. Ludes, for perpetual care of the South 1/2 of Lot 16, Block 7 (W. T. Welch Cemetery lot) in the Gypsum Hill Cemetery, Salina, Kansas. Approved by Commissioner Cobb. Motion adopted. The matter of changing the curve at the Southwest corner of Highland Avenue and Prescott Avenue was discussed by the Board of Commissioners. Commissioner Lake moved to leave the curve as it is is and make no change. Motion adopted. Plat filed for Bailey Heights Addition. Approved by Commissioner Cunningham. Carried. Letter presented from The Salina Transit Company relating to increase in fare for children under age of eighteen years from 721¢ to . 10 ¢ An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the amendment of Section 10 of Ordinance No. 5237, as amended by Ordinance No. , and providing for the repeal of the original of said Section 10 of Ordinance No. 5237 as amended." Ordinance was referred to he Board of Gbmmi.ssion- ers. An ordinance was introduced for first reading entitled: "An ordinance amend- ing Chapter 23, 1948 Revised Ordinances of the City of Salina., Saline County, Kansas, by adding thereto Article 12, providing for and regulating the surfacing or resurfacing of roadways and curbing and guttering thereon; providing for the issuance and revocation of permits and penalties for violations thereof." Ordinance was referred to the Board of Commissioners. On motion of Commissioner Cunningham the Board of Commissioners adjourned. City Clerk 4
