03-15-1954 MinutesCOYLISSIONERS PROCEEDINGS, REGULAR MEETING COMESSIONERS ROOM, SALINA, KANSAS MARCH 15, 1954 Regular Meeting of the Board of Commissioners march 15, 1954. Yleeting was called to order by Layor Barcafer, the roll was called and Commissioners Barcafer, Cunh:ngham, Lakeand Wenger and City Attorney Clark responded. Commissioner Cobb absent. The minutes of the Regular Meeting of Larch 8th, 1954 were read and approved as read. A resolution was introduc9d for second reading entitled: "A Resolution relating to the paving of Frost Street from the east line of Sherman Street to the east line of Eleventh Street." + On motion of Commissioner Lake the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cunningham, Lake and Wenger (4) Nays: (0) Commissioner Cobb absent. Mayor approved the resolution and it is Numbered 1445. The above resolution is recorded in full on Page 226 Resolution Book Number 5. A resolution was introduced for second reading entitled: "A Resolution relating to the paving of Sunrise Drive from the North line of Wilson S�reet to the South line of McAdams Road." On motion of Commissioner Cunningham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cunningham, Lake and Wenger (4) Nays: (0) Commissioner Cobb absent. i:ayor approved the resolution and it is Numbered 1446. The above resolution is recorded in full on Page 227 Resolution Book Number 5. A resolution was introduced and passed entitled: "A Resolution relating to and providing for a committment by the Board of Commissioners of the City of Salina, Kansas, to acquire right-of-way and easements for the purpose of imple- menting a flood protection program for the City of Salina, and to provide for the payment of the cost thereof including the payment of all consequential damages by the City." On motion of Commissioner Lake the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cunningham, Lake and Wenger (4) idays: (0) Commissioner Cobb absent. Mayor approved the resolution and it is Numbered 1447. The above resolution is recorded on Page 228 Resolution Book number 5. An ordinance was introduced and passed entitled: "An ordinance making an appropriat on for the payment of certain claims." Mayor approved the ordinance and it is Numbered A-694. An ordinance was introdu.ed for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 5549 and the Zoning District Lap therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Lake the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cunningham, Lake and Wenger (4) mays: (0) Commissioner Cobb absent. Mayor approved the ordinance and it is Numbered 5835• An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain lateral sanitary sewer district in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 301 and pro- viding for the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 301 as created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." Referred to the Board of Commissioners. Referred tot he Board of Commissioners. An ordinance was introduced for first reading relating to parking of vehicles on the south side of Republic Avenue from Osborne Street to Fourth Street. Referred to Board of Commissioners. City Engineer recommended that contract for the painting of two water tanks be awarded to West Painting Company, Kansas City, tl;issouri,as per their bid submitted .arch 8, 1954, in the amount of $4800.00. Commissioner Lake moved to approve. Carried. Petition was filed for rezoning Lot 3, Block 46, Military Addition from Zone "B" to Zone "D". Referred to City Planning Commission. Petition filed for vacation of alley running North and South in block bounded by Tenth Street, Eleventh Street, Ash Street and Park Street. Referred to City Planning Commission. The following letters presented from City Planning Commission: Recommending that petition filed by Dr. G. K. Eyler for rezoning the West 50 feet of Lots 50, 52 and 54 on Ninth Street in Kansas Hesleyan University Addition from "A" Single Family Dwelling to "D" Local Business, be denied. Commissioner _ Lake moved to accept. Carried. Recommending that petition filed by M. L. Forsyth for the rezoning of Lots 81 10 and 12, in Block 4, Episcopal Vd.litary institute Addition, from Zone "B" to Zone "E" be granted. Referred to Zoning Board of Appeals. Recommending that south five feet of Ellsworth Avenue from Lewis Avenue to Ohio Avenue be vacated. Commissioner Wenger moved to accept and that ordinance be introduced for first reading. Carried. City Engineer filed Plans and Specifications for the construction of Lateral Sanitary Sewer Number 300. Approved by Commissioner Wenger. Carried. i Wilson L Company, Engineers, filed Final Estimate to Brown and Brown for the construction of Sunset Water Tank. Approved by Commissioner Lake. Carried. Commissioner Lake moved that City Clerk give notice of intent to allow Tourist Court and Cabins on Lots 10, 8 and 12, Block 4, Episcipal Itilitary Institute Addition.
