Meeting j was called to order by Mayor Barcafer, the roll was called and Commissioners Barcaf- er, Cobb, Cunningiam, Lake and Wenger and City Attorney Clark responded. i i The minutes of the Regular Meeting of January 4, 1954 were read and approved as read. I � I A resolution was introduced for second reading entitled: "A Resolution relating to the grading and paving to a width of twenty-eight X28) feet, with two- inch hot mixed asphaltic concrete, over a six-inch rock stabilized base, Wilson Street, from the East line of Front Street tot he West line of benison Road." � On motion of Commissioner Cobb the resolution was adopted as read and on i its final a doption the roll was called and the following vote was had; Ayes: ( ' Barcafer, Cobb, Cunningham, Lake and Vienger (5) Nays: (0) Mayor approved the i resolution and it is Numbered 1442. The above resolution is recorded in full on Page 223, Resolution Book Number 5. An ordinance was introduced for second reading entitled: "An ordinance regulating parking on a part of certain streets in the City of Salina, providing a penalty for the violation thereof and amending Section 24-1415, Revised Ordinances j of the City of Salina, Kansas, 1948, and Supplemental Ordinances 24-1415A and 24-1415B, ` ! and repealing the original Section 24-1415, Revised Ordinances of the City of Salina, i Kansas, 1948, and Supplemental Ordinances 24-1415A and 24-1415B aforesaid." 6 On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5826. i An ordinance was introduced for second reading entitled: "An ordinance regulating and limiting the time of parking of vehicles on a part of certain streets in the City of Galina, and providing a penalty for the violation thereof." r On motion of Commissioner Cunningham the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and i0enger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5827. h An ordinance was introduced for second reading entitled: "An ordinance creating and defining an additional parking meter zone and regulating the same." On motion of Commissioner Cunningham the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote • was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) mayor 's approved the ordinance and it is Numbered 5828. ! Application for License to sell Cereal Malt Beverage was presented from Carl Garrett, d/b/a as "Murry Back Inn" 153-A, South Fifth Street. Commissioner I ; Cunningham moved that application be approved and license granted. Carried. Lir. G. E. Spangler, representing the Immanuel Lutheran Church of Salina, Kansas, appeared before the Board of Commissioners regarding parking lot on church j property. Referred to City Attorney and City Manager to work out agreement. Commissioner Cunningham moved that City Attorney be authorized to draw up change in Plumbing Ordinance for minimum requirements for water lead pipes into structures. Carried. Commissioner Cunningham moved to reject partial bid on sludge drying for Water Softening Plant and to advertise for bids on complete Lime Processing Equip- ment. Carried. Letter presented from City Planning Commission recommending that the width of West Cloud Street from i4inth Street to Highway 81 be increased from the present 50 -foot righ,,-of-way to a 60 -foot righU-of-way, acquiring an additional 10 feet on the south side thereof for this purpose. Referred to City Attorney. 9 Letter was presented from the City Planning and Zoning Commission recommending that petition of Frank Kissinger for the rezoning of Lot 5, Block 1, j of the Replat of Beebe's Second Addition to the City of .Salina, Kansas, from Zone "C" to Zone "D" be denied. Approved by Commissioner Lake. Carried. The Planning and Zoning Gommission, recommends, however, that the West E 133 feet of Lot 5, Block 1, Replat of .6eebe's Second Addition, be rezoned from Zone "C" to Zone "D". Commissioner Lake moved to approve and City Clerk to give regular notice for rezoning. Carried. I Letter was presented from the City Planning and Zoning Commission, recommending that petition of 4uayne Weeks for the rezoning of the West 28 feet of Lot 4, Replat of Beebe's Second Addition, to the City of Salina, Kansas, from Zone "C" to Zone "D" be denied. Approved by Commissioner Lake. Carried. The Planning and Zoning Commission, recommends, however, that the Rest 8 feet of Lot 4, Replat of Beebe's Second Addition, to the City of Salina, Kansas, I be rezoned from Zone "C" to Zone "D". Commissioner Lake moved to approve and City Clerk give regular notice for rezoning. Carried. On motion of Commissioner Lake the Board of Commissioners adjourned. i City Clerk
