12-21-1953 Minutes• 001&dSSIOILiRS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS DECEMBER 21, 1953 Regular Meeting of the Board of Commissioners December 21, 1953. Meeting wascalled to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb, Cunningham, Lake and Wenger and City Attorney Clark responded. The minutes of the Regular Meeting of December 14, 1953 were read and ap- proved as read. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Cobb the ordinance was read and adopted by sections I and on its finaladoption the roll was -celled and the following vote was had; Ayes. Barcafer, Cobb, Cunningiam, Lake and vienger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-680. Commissioner Lake moved to accept bid of Delco Incorporated, for the Water • Softener Plant in the amount of 4813,200.00for Part I and $8,055.00 for Part II. Car- ried. j No persons appeared to protest against the rezoning of Lots 1, 2, 3, 4, 5, 6, 7 and 8, Block 14, Pacific Addition to Class "F". An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the amendment of Zoning Ordinance Number 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City of Salina and prescribing the proper uses thereof." Ordinance was re- ferred to the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance providing for the vacation of certain portions of streets in the City of Salina, Saline County, Kansas." i On,r.otion of Commissioner Wenger the ordinanze wasread and adopted by sections i and on its finaladoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the 1 ordinance and it is Numbered 5824. City Manager reported on Petition Number 1422 for the curbing and guttering 1 of Lincoln from Chester to Arthur. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the curbingand guttering of Lincoln Avenue from the center line of Chester Avenue tothe center line of Arthur '-venue." Resolution referred to the Board i of Commissioners. I Request from Dr. Donald Dieter for the Board of Commissioners to invite the • Northwestern Traffic Institute to come to Salina to make a preliminary survey and 3 recommendation for parking and traffic control, if the Commission was not financially ! obligated, and invitation to be issued at once. Commissioner Lake moved to put on agenda fir first meeting (Monday) in May, regarding Preliminary Traffic Survey to be made and paid for by the Commission. Carried. City Engineer filed Partial Estimate Number 2 in the amount of $20,768.59 to H. J. Taylor Construction Company for Job 315. Approved by Wmmissioner Cobb. II { A resolution was introduced and passed entitled: "A Resolution authorizing I and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the sum of $20,768.591 to pay a part of the cost of improving a certain street in the City of Salina, nansas, to be known as Series IIT -17 pending the issuance of bonds to pay the cost of said work." Onmotion of Commissioner Cobbs the resolution was adopted as read and on its j finaladoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and oenger (5) Nays: (0) Mayor approved t hereu6lution and it is Numbered 1440. The above resolution is recorded in full on Pages 219, 220, 221, Resolution Book Number 5. Petition presented from Harmon S. Nelson for the rezoning of Lot 20, Kirwin Avenue, Grounds of Kansas Wesleyan University Addition from Zone "B" to Zone "D". • i Referred to City Planning Commission. Mausoleum Deed for the sale of Companionate Crypts "A" in Section "4" In the -.- Hillcrest Mausoleum presentedfrom Yxs. Roy Omer.
