Regular Meeting of the Board of Commissioners December 7, 1953• Meeting
(� was called to order by Mayor Barcafer, the roll was called and Conmissibners Barcafer,
Cobb, Cunninghaip,Lake and Wenger and City Attorney Clark responded.
The minutes of the Regular Meeting of November 30, 1953 were r ead a nd approved
as read.
Mayor appointed Dan Kastner, Marvin J. Fink and Carl Johnson, members of
the Plumbers Examining Board from May 1, 1953 to May 1, 1954. Approved by Commis-
sioner Lake. Carried.
Resolution introduced and passed, authorizing L. M. Srack, City Manager, to
sign and bind the City of Salina as to one certain "Pipe Line License" dated May 19,
1953, by and between the Santa �'e Railway Company and the City of Salira, Kansas.
On motion of Commissioner Cunningham the resolution was adopted as read and
on i is fi nal a dopti on t he roll was c alled and t he f ollowing vote was had; Ayes
Barcafer, Cobb, Cunninghan, Lake and Wenger (5) Nays: (0) Mayor approved the
resolution and it is Numbered 1438.
The above resolution is recorded in full on Page 215, Resolution lbok 5.
City Engineer filed Final Estimate Cin the amount of $29,244.58 to H.J. Taylor
' Construction Company,) for the construction of curbing, guttering and paving improve-
ments provided for in Engineer Job 310. Approved by Commissioner Cunningham.
Carried.
A resolution was introduced and passed entitled: "A hesolution authorizing and
providing for the issuance of Temporary Note of the City of Salina, Kansas, in the sum
of $29,244.58 to pay a portion of the cost of improving certain streets in the City of
Salina to be designated as Series PT -16 pending the issuance of bonds to pay the cost
of said work."
On motion of Commissioner Cunningham the resolution was adopted as read and
on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, CunningLam, Lake and Wenger (5) Nays: .(0) Mayor approved the reso- j
lution and it is Numbered 1439.
The above resolution is recorded in full on Pages 216, 217 and 218, Resolu-
tion Book Number 5.
City Engineer filed Final Estimate of Cost for curbing, guttering and paving
improvements provided for in Engineer Job Number 310. Approved by Commissioner
Cunningham. Carried.
Permit Number l,for Recessed Parking Area in front of his apartment at 420
South Fifth Street, was presented from 1. L. Amos. Denied by Commissioner
Cunningham. Carried.
Petition presented from B. E. Deringer for curbing and guttering Lincoln
from Chester to Arthur. Referred to the City Manager.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Cunningham the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was had;
Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nayst (0) Mayor approved
the ordinance and it is Numbered A-677.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Cobb the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the
ordinance and it is Numbered A-678.
Mr. L. 0. Austin appeared before the Board of Gomnissioners regarding Parking
Meters in ti;e 100 Block on South Eighth Street.
Commissioner Lake moved that City Manager check new streets, location of
Parking Meters and time limits, and report to the Board of Commissioners. Carried.

Articles Of Agreement entered into between Elsie M. Johnson and the City of
Salina, Kansas:, for the purchase of a certain tract of land, which is a part of the
S. W. Quarter of the S. E. Quarter of Section 23, Township 14, South, Range 3, West
of the Sixth Principal Meridian in Saline County, Kansas.
Commissioner Lake moved to approve Articles of Agreement entered into between
Elsie hi. Johnson and City of Salina, Kansas, and authorize Mayor to sign and City
Clerk to attest. Carried.
Addition to Agreement. City agrees to not include the above described
land within the City limits prior to purchase, and not to exercise option until after
seller removes ti -e 1954 crop therefrom. Commissioner Lake moved to approve.
Carried.
On motion of Commissioner Lake the Board of Commissioners adjourned.

Special Meeting of the Board of Commissioners December 7, 1953• Meeting
was called to order by Mayor Barcafer, the roll, was called and Commissioners Barcafer,
Cobb, Cunnings_am, Lake and Wenger and City Attorney Clark responded.
Meeting was held for the purpose of acting.on Appraisers Reports providing
for the curbing, guttering and/or paving certain streets provided for Engineer Jobs i
Numbered 305, 310 and 315, and for Lateral Sanitary Sewer Number 297.
The Appraisers Reports for the curbing, guttering and/or paving certain
streets provided for in Engineer Jobs Numbered 305, 310 and 315 were taken up by
the Board of Commissioners. I
There being no protests, Commissioner Cobb moved to accept and approve.
Carried.
The appraisers report for the construction of Lateral Sanitary Sewer
Number 297 was taken up by the Board of Commissioners.
There being no protests, Commissioner Cobb moved to accept and approve.
Carried.
On motion of Commissioner Lake the Board of Commissioners adjourned.
