The minutes of the Regular Meeting of November 2, 1953 and Board of 'Zoning Appeals heeting of November 2, 1953 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance providing for the regulation of traffic within the City of Galina, Kansas." On motion of Commissioner Wenger the ordinance wasread and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: harcafer, Cobb, Cunningham, Lake and igenger (5) Nays: (0) ieiayor approved the ordinance and it is Numbered 5810. An ordinance was introduced for second reading entitled: "An ordinance cre- ating and defining pedestrian cross walks." f I On motion of Commissioner Cobb the ordinance was read and adopted by sections ` and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunning am, Lake and V+enger (5) Nays: (0) ►'utayor approved the ordinance and it is Numbered 5811. An ordinance was introduced for second reading entitled: "An ordinance creating and defining parking meter zones, regulating the same, amending Section 24-2302, Section 24-2303 (2) and Section 24-2304, Revised Ordinances of the City of Salina, Kansas, 1948, and repealing the original of said Sections 24-2302, 24-2303 (2) and 24-2304 as amended, and providing a penalty for the violation hereof." On motion of Commissioner Wenger the ordinance wasr°ead and adopted by sec- tions and on its final adoption the roll was called and the following vote was had: Ayes: Barcafer, Cobb, Cunningham, Lake and wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5812. An ordinance was introduced for second reading entitled: "An ordinance regu- lating parking on a part of certain streets in the City of Salina, providing a penalty for the violation thereof and amendin Section 24-1414, Revised Ordinances of the City of Salina, Karisas, 1948, and Supplemental Ordinances 24-1414A, 24-14148 and 24-1414C, and repealing the original Section 24-1414, Reyised Ordinances of the City of Salina, Kansas, 1948, and Supplemental Ordinances 24-1414A, 24-1414B and 24-1414C, aforesaid." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wender (5) Plays: (0) hiayor approved the ordinance and it is Numbered 5813. An ordinance was introduced for second reading entitled: "An ordinance pro- viding that vehicles shall stop before entering certain intersections and providing for the amendment of Section 24-1006, Revised Ordinances of the City of Salina, 1948, as amended by Ordinance Jo. 5546 and 5550, and providing for the repeal of said Section 24-1006, amended as aforesaid." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5814. An ordinance was introduced for second reading entitled: "An ordinance regu- lating parking on a part of certain streets in the City of Salina, Kansas, providing for a penalty for the violation thereof and amending Section 24-1412A, Revised Ordi- nances of the City of balina, Kansas, 1948, and repealing the original section 24-1412A, aforesaid." On motion of Commissioner Cunningham t he ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and 'Wenger (5) Nays: (0) Mayor ap- provedthe ordinance and it is Numbered 5815. An ordinance was introduced for second reading entitled: "An ordinance regulating parking on portions of certain streets in the City of Salina., providing a penalty for the violation thereof and amending Section 24-1411, Revised Ordinances of City of Salina, Kansas. 1948, and Supplemental Sections 24-1411A and 24-1411B and repealing the original Sections 24-1411, 24-1411A and 24-1411B aforesaid." On motion of Commissioner Cunningham the ordinance was read and adopted by sections and on its fi.naladoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 5816. An ordinance was introduced for second reading entitled: "An ordinance creating and defining certain through streets in the City of Salina, and amending Section 24-1005, Revised Ordinances of the City of Salina, Kansas, 1948, and repeal- ing the said Section 24-1005." On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its f`ina.ladoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) layor approved the ordinance and it is Numbered 5817. An ordinance was introduced for second reading entitled: "An ordinance providing for the establishment of rates for taxicab service within the City of Salina, providing for the regulation and control of taxicab operations in said City, all supplemental to existing ordinances relating to taxicab operations in said City, and providing for the amendment of Sections 13-1301, 13-13032 13-1319, 13-1330, 13-1340, 13-1342 and Section 13-1326, as amended, all of the Revised Ordinances of the City of Salina, 1948, and providing for the repeal of said Sections 13-130., 13-1303, 13-1319, 13-1330, 13-1340 and 13-1342, and for the repeal of Sections 13-1327, 13-1329, 13-1342', 13-1344 and 13-1326, as amended, all of said ordinance, and provid- ing for a penalty for the violations of the new sections thereof." On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its final a doption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Layor approved the ordinance and it is Numbered 5818. Applicd:ion for Cereal YAlt Beverage License was presented from hetha E. Wise, d/b/a "Seventh Street Tavern" 143 North Seventh Street. Approved by Commis- sioner Cunningham. Carried. i City Engineer submitted Final Estimate in the amount of 057.60 to Wilson - Noyes Construction Company for Well Houses ##11 and t#12. Approved by Commissioner � Wenger. Carried. Letter presented from City Planning and Zoning Commission recommending that Petition Number 1419, for the rezoning of the North 72 feet of Lot 9, Surveyor's j Plat 'IA" in the City of Salina, Kansas, from Zone "C" to Zone 111)" be denied. Com- missioner Cobb moved to accept. Carried. Letter presented from City Planning and Zoning Commission recommending that Petition Number 1420, for the vacation of part of Hamilton Avenue, so as to reduce the present width of said street from 80 feet to 60 feet, between Twelfth and the Last line of E. Iul. I. Addition be granted. Approved by Commissioner Weng- er. Carried. Ordinance introduced for first reading. j Representatives of Kansas National Guard appeared before the Board of Com- missiore rs regarding the erection of an Armory for the Kansas National Guards of Salina, Kansas. Commissioner Wenger moved that the proposition be submitted to the electors of the City of Salina, Kansas at the November 1954 Election Carried. i An ordinance was introduced for first eading entitled: "An ordinance pro- viding for the amendment and repeal of Sections 27-101 to 27-124, Revised Ordinance of the City of Salina, 1948, and Ordinance Numbers 5465 and 5709." Ordinance was teferred to the Board of Commissioners. Acquisition of blocls on both sides of Third Street from Bond to Crawford; two lots adjacent to Third S reet between Bond and Rahm; and Lots 1 and 2, Block 2, College View Addition. Commissioner Wenger moved to appoint R. L. ureiner, Geo. 14. Watkins and Cecil Burt as appraisers. Carried. An ordinance was introduced for first reading entitled: 'IAn ordinance providing for and authorizing the issuance of Improvement Bonds of the City of Salina, iiansas, in the sum of :247,472.91, to pay the cost of constructing main sanitary sewers and certain lateral sanitary sewers and storm sewers and pumping stations in the City of `Tali na, i'ansas, which bonds shall be designated as Series S-159." Ordi- nance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, s; Kansas, in the sum of ,,x82,299.61 to pay the cost of improving certain streets in said City to be designated as Series Number 1-160.11 Ordinance was referred to the Board of Commissions rs. An ordinance was introduced for first reading entitled: "An ordinance authorizng and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of 'x143,940.89 to pay the cost of improving certain streets in said City tobe designated as Series Number P-161." On motion duly made and carried, the City Clerk was directed to advertise for bids for the construction of the Water Treatment Plant for December 9, 1953• On motion of Commissioner Lake the Board of Commissioners adjourned.
