NOVEMBER 2, 1953 Regular Meeting of the Board of Commissioners November 2, 1953• Meeting was called to order by Mayor barcafer, the roll was called and Commissioners Barcafer, Cobb, Cunningham, Lake, and Wenger and City Attorney Clark responded. The minutes -of the Regular Meeting of October 26, 1953 and Board of Zoning Appeals Meeting of October 26, 1953 were read and approved as read. C. R. Dooley asked permission to 'Transfer his Beer License Number 1247 from 105 South Fifth Street to 147 North Seventh Street. Approved by Commissioner Cunningham. Carried. i Verl Tnyfault asked permission to transfer his Beer L cense Number 1443 from 105 South Fifth Street to 226 South Santa Fe Avenue. Approved by Commissioner Cunningham. Carried. • Petition Number 1411, asking for the construction of a sidewalk on the east side of Lot 2, SLock 1, R"plat of Beebe's Second Addition, was again taken up by the Board of Commissioners. Referred to the City Manager. • A resolut on was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Lewis Street from the north line of Jewell Avenueinorth approximately 128 feet more or less." On motion of Commissioner Cobb the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and +venger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1433• The above resolution is recorded in full on Page 206 Resolution Book Number 5. i A resolution was introduced for secondreading entitled: "A Resolution relating to the curbing, guttering and grading of Southside of Ellsworth Avenue from the east line of Lewis Avenue to the west line of Ohio Street." On motion of Commissioner 'tenger the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunninghan, Lake and Ydenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1434. The above resolution is recorded in full on Page 207 Resolution Book Number 5. Letter presented from State of Kansas, The Adjutant General's Office, Topeka, Kansas, relating to Kansas National Guard Armory. Held over to meeting of November 9th, 1953• Petition was presented for the paving of Front Street from iron Avenue to Ash Street. Referred to City Manager. • Wilson & Compay, Engineers, filed Estimate, number 1 in the amount of $16,695.08 to Brown & Brown, Inc., for Water Tank footings. Approved by Commissioner Wenger. Carried. City Engineer filed Estimate Number 3 in the amount of $11,503.75 to Taylor Construction (aompany for improving certain streets, provided for in Engineer Job 310. Approved by Commissioner Cunningham. Carried.. A resolution was introduced and passed, entitled: "'A Resolution authorizing and providing for the issuance of Temporary Noth of the City of Salina, Kansas, in the sum of $11,503.75, to pay a portion of the cost of improving certain streets in the City of Salina, to e designated as Series PT -16 pending the issuance of bonds to pay the cost of said work.1' On motion of Commissioner Cunningham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; "Ayes: Barcafer, Cobb, Cunninghan, Lake and Vienger (5) Nays: (0) hnayor approved the resolution and it is Numbered 1435. The above resolution is recorded in full on Pages 208, 209 and 210, Resolu- tion Book Number 5. City Engineer filed Estimate Number 1 in the amount of $3578. 91 to Brown and Brown, Inc., for improving a certain street, provided for in Engineer Job Number 315. An ordinance was introduced and read entitled: "An ordinance making an appro- priation for the payment of certain claims." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and lienger (5) Nays: (0 lrayor approved the ordinance and it is Numbered A-673. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and "enger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-674. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the establishment of rates for taxicab service within the City of Salina, Prov ding for the regulation and control of taxicab operations in said City, all supplemental to existing ordinances relating to taxicab operations ins aid City, and providing for the amendment of Sections 13-1301, 13-1303, 13-1319, 13-1330, 13-1340, 13-1342 and erection 13-1326 as amended, all of the Revised Ordinances of the City of Salina, 1948, and providing for .he repeal of s aid Sections 13-1301, 13-1303, 13-1319, 13-1330, 13-1340 and 13-1342,and for he repeal of Sections 13-1327, 13-1329, 13-1342, 13-1344 and 13-1326, as amended, all of said revised ordinance, and providingfor a penalt� for the violations of the new sections thereof." Ordinance was referred to the Board of Commissioners. Petitionswere presented asking the Board of Commissioners to cause no parallel parking in the commercially zoned district, unless, and until Off -Street parking is first provided and sufficient to equal the number of parking places removed by parallel parking. Meeting was Yield for the purpose of acting on Building Application Number 480., presented from Al Norton, for a garage on Lot 73, Eighth Street, Original Town of Salina, Kansas. Commissioner Lake moved to approve Building Application Number 4801, presented from Al Norton. Carried. On motion of Co mmissioner Lake, Board of Zoning Appeals adjourned. City Clerk
