OCTOBER 19, 1953 Regula r Meeting of the Board of Commissioners October 19, 1953• Meeting -, wasealled to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb, Cunningham, Lake and V+enger and Assistant City Attorney Lillard responded. City Attorney Clark absent. The minutes of the Regular meeting of October 12, 1953 and Meeting of Board i of Zoning Appeals of October 12, 1953 were read and approved as read. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Missouri Avenue from the south line of Stack Avenue to the south line of Gypsum Avenue." On motion of Commissioner Cobb the resolution was adopted as read and on its final a doption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunninghan, Lake and i�enger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1431. • The above resolution is recorded in full on Page 204, Resolution Bcok Number 5- A resolution was introduced for second reading a titled: "A Resolution i relating to the paving and grading of Sunrise Drive from the north line of hiorningside Drive to t he north line of Republic Avenue." On motion of Commissioner Aenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and avenger (5) Nays: (U) bayor approvedthe resolution and it is Numbered 1432. The above resolution is recorded in full on Page 205 Resolution Book Number 5. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." I On motion of Commissioner tiienger the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the vrdihance: and it is Numbered A-671. Letter from City Planning Commission taken up by the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relat- ing to City limits." Referred tothe Board of Commissioners. City Manager reported on the following petitions: { Number 1411 For the construction of a sidewalk on the east side of Lot 2, • i I Block 1, Replat of Beebe's Second Addition. Hold over for two weeks. Number 1414 For paving Wilson street from Front to Fifth Streets. Referred t o petitioner for more signers. 1 • Letter was presented from Walter F. Hart, Captain, Battery "B" 130th Armored Field Artillery Battalion of the Kansas National Guard, relating to the erection of an Armory for the City of Salina, Kansas. Commissioner Lake moved to have Captain Hart, contact officers in Topeka, and arrange for them to meet with the Board of Commissioners November 2, 1953- Carried. Letter presented from Kansas State Board of Health, relating to Salina Sewerage; System. ! I Commissioner Lake moved that City P.ianager be authorized to prepare plans and ! specifications and ordinance for improvements. Carried. g ! The following petitions were presented and referred to the City Manager: I Curb and gutter North side of Jewell from Lewis to Roach. Curb and gutter South side of Ellsworth from Lewis to Ohio; West side of Ohio from Ellsworth to Jewell; North side of Jewell from Ohio to Lewis; and South 1/2 of both sides of Lewis from Ellsworth to Jewell. Open and grade: Ellsworth from Lewis to Ohio; Ohio from Ellsworth to Jewell; and Jewell from Ohio to Roach. A petition was presented for the rezoning of Lot 5, block 14, Pacific Addition from Zone "E" to Zone "F". Referred to City Planning Commission. Commissioner Lake moved that Board of Commissioners reconsider Application for Cereal Malt Beverage License, presented from Constance J. Jobe, October 12th, 1953, and rejected by the Board of Commissioners October 12th, 1953• Same to be taken up by the Board of Commissiones October 26, 1953• Carried. Ordinance was introduced for first reading: "Amending where necessary 12 -Point Traffic Program." referred to,he Board of Commissioners. l Letter presented from Recreation Commission, City of Salina, Kansas, relating to purchase, for recreational purposes, of the ground immediately south of Sunset Park, extending to Highway 81 (approximately nine acres. Commissioner Wenger moved to put on the ballot for Npvember 1954 Election. Carried. City Clerk was instructed to advertise for the sale of the following Bonds, bids tote received up to and including Monday, November 9, 1953, at 7:30 o'clock P. M. Motion made by Commissioner Wenger. Carried. $247,472.91 General Improvement Bonds (Series S-159) $226,2.0.50 General Improvement Bonds (8eries P-160 and P-161) On motion of Commissioner Lake the Board of Commissioners adjourned. Meeting was called to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cobb, Cunningham, Lake and Wenger and Assistant City Attorney Lillard responded. City Attorney Clark responded. Meeting was held for the purpose of acting on Building Application Number 4773, presented from J. B. Carr, asking permission to use a structure located on Lot 17, Block 1, Wellingtons Addition for a dwelling. Commissioner Wenger moved to reject Building Application Number 4773 presented from J. B. Carr. Carried. On motion of Commissioner Wenger Board of Zoning Appeals adjourned., City Clerk
