Meeting wascalled to order by Mayor Barcafer, the roll was called and Commissioners Barcafer, Cunningham, Lake and Wenger and Assistant City Attorney Lillard responded. Commis- sioner Cobb and City Attorney Clark absent. The minutes of the Regular Meeting of October 5, 1953 and Zoning Board of Appeals Meeting of October 5, 1953 were read and approved as read. The matter of revoking Taxicab Drivers License Number 120 issued to Jimmie D. Schultz was taken up by the Board of Commissioners. Commissioner Lake moved that license be revoked. Carried. Letter received from City Planning and Zoning Commission recommending that area bounded on the south by Cloud; east by the extension of Ohio; north by the extension of Clafli n; and west by Roach Street, be taken into the corporate limits of the City of Salina, Kansas, was again taken up by the Board of Commissioners. Motion was made to table for another week. Carried. Commissioner Wenger moved to approve Audit Bid of Dewey 11. 'Turner in the • amount of $2400.00 for 1953 records. Carried. City iv:anager reported on the following petitions: No.. 1408 Curb and gutter Missouri Avenue from Stack to Gypsum. No. 1110 Paving Sunrise Drive from Republic to Morningside. No. 1411 For the construction of a sidewalk on the east side of Lot 2, Block 11 Replat of Beebe's Second Addition. 14otion was made to table for another week. Carried. A resolution was introduced for first reading entitled: "A resolution relating to the curbing, guttering and grading of Missouri Avenue from the south line of Stack Avenue to the south line of Gypsum Avenue." Referred to the Board of (bmmissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of Sunrise Drive from the north line of Morningside Drive to the north line of Republic Avenue." Referred to the Board of Commis- sioners. The following 12 -Point Traffic grogram was presented: CITY OF SALINA, KANSAS 12 Point Traffic Program 12 Oct. 1953 1. Educational Program on all traffic rules via radio and press. • 2. No parking any time on Broadway Blvd. from Ninth and Pacific to Walnut Street. 3. No parking any time on west side of Ninth Street from State to Cloud. 4. No parking any time on west side of Ninth Street from Grand to Woodland. 5. Parallel parking only on all streets in the City of Salina, except on 1. Fifth Street from Ash to Walnut 2. Santa Fe from Pine to Mulberry 3. Seventh Street from Elm to Walnut 4. Iron kvenue from Fourth to Ninth 6. Three mid -block pedestrian crossings on Santa Fe Avenue as follows: I. Midway between Ash and iron 2. hidway between Iron and Walnut 3. Nidway between South and Prescott 7. Automatic Signal corner of Eighth and Iron Avenue. 4 -way stop signs at Eighth and Ash - and Lighth and Walnut. i 8. Commissioner Lake moved to approve 12 -point Traffic Program. Carried. Ordinance introduced for first reading providing for the installation of parking meters on Nunicipal Parking Lot. City Engineer filed Partial Estimate Number 2 in the amount of $19,640.13, to H. J. Taylor Construction Company, for curbing, guttering and/or paving certain streets provided for in Ordinance Numbered 5791 and 5792 (Engineer Job No. 310). Approved by Commissioner Cunningham. Carried. A resolution was introduced and passed entitled: "A Resolution authorizing and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the sumwof $19,640.13, to pay a portion of the cost of improving certain streets in the City of alina to be designated as Series PT -16 pending the issuance of bonds to pay the cost of s1i.d work." On motion of Commissioner :Curnzingham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cunningham, Lake and Wenger (4) Commissioner Cobb absent. laayor approved the reso- lution and it is Numbered 1430. The above resolution is recorded in full on Pages 201, 202 and 203, Kesolution Book Number 5. Application for Cereal Lialt beverage License was presented from Constance J. Jobe,j d/b/a "V'obe-s Tavern" 226 South Santa Fe Avenue. Rejected by Commissioner Wenger. Carried. Petition presented for the paving of Wilson Street from Front to Fifth Streets. Referred to City Manager. Concrete Construction Bond presented from M. L. Knox. Approved by Commissioner Wenger. Carried. Mausoleum Deed was presented for the sale of Crypts Numbered 474 and 475 in Hillcrest Mausoleum to A. �. Felt. Approved by Commissioner Cunningham. Carried. An ordinance was introduced and passed entitled: 11An ordinance making an ap- propriation for the payment of certain claims." On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cunningham, Lake and 0enger (4) Jays: (0) Commissioner Cobb absent. Mayor approved the ordinance and it is Numbered A-671. Wilson and Company, Lngineers, filed Plans and specifications for Water Treat- ment Plant. Commissioner Wenger moved to accept and that City kan ager be authorized to sign and send to the State Board of Health. Carried. On motion of Commissioner Wenger, City Manager was authorized to order special fittings for some prelimiAarywork on Water Treatment Plant, to cost approximtely X20,000.00. Carrie d.
