OCTOi R 51 1953 Regular Meeting of the Board of Commissioners October 5, 1953• keeting was called to order by Mayor Barcafer, the roll was called and Commissioners Bar- cafer, Cobb, Cunningham, Kale and Vwenger and City Attorney Clark responded. The minutes of the Regular Meeting of September 28, 1953 were read and ap- proved asread. j A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Fifth Street from center line of Harsh Avenue to center line of Hamilton Avenue." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was caled and the following vote was had: Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger 45) Nays: (0) baayor approved the resolution and it is Numbered 1427. The above resolution is recorded in full on Page 196 Resolution Book Number 5. A resolution was introduced for second reading entitled: "A Resolution relating to the paving of Washington Street from the west line of Twelfth Street to the east lisle of Phillips Street." On motion of Commissioner Wenger the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Idays: (U) Mayor approved the resolution and it is Numbered 1426. The above resolution is recorded in full on Page 197 Resolution Book Number 5. An ordinance was introdu"ed for second reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction of certain curbing, guttering, paving and grading improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of tbmmissioner Cunningham the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) mayor approved the ordinance and it is Numbered 5809. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." Hearing on taxicab drivers license issued to Anthony Berry and Jimmie D. Schultz was held. Commissioner Lake moved that Taxicab Drivers License Number 70, issued to Anthony Berry be revoked. Carried. Letter from League of Kansas Municipalities, expressing the appreciation of the League for the generois and capable services of Ward E. Barcafer, mayor and H. E. Peterson, City Clerk, on the annual convention program of the League of Kansas kunicipalies, held in Topeka, Kansas, September 21st and 22nd. Ordered filed. Henrietta Eyster asked permission to transfer her Cereal Dalt Beverage Li- cense from 805 West North (Dixie Camp) to 122 West Pacific (Pacific Street Tavern). Commissioner Cunningham moved to approve. Carried. Notice of Claim for Damages in the amount of $2500.00 received from Foster 1 Frederick. Referred to the City Attorney. Petition presented from Alfred Harper and others, asking for the rezoning of Lots 12, 142 16, 18 and 203 Block 44, Military Addition, from Zone "B" to Zone "D". Referred to City Planning Commission. i Concrete Construction Bond presented from Don Coffman. Approved by Commis- sioner Cobb. Carried. City Engineer filed Final Estimate in the amount of $$761.34 to Fink's Plumbing and Heating Company for Comfort Station on parking lot. Approved by Commissioner Cobb. Carried. City Engineer filed Final Estimate in the amount of $1220.00 to Joe E. Willett, for General Contract on Comfort Station parking lot. Approved by Commissioner Cobb. Carried. City Engineer filed Partial Estimate in the amount of $1029.40 to Wilson -Noyes Construction Company for Well Houses #11 and #12. Approved by Commissioner Lake. Carried. ty Engineer filed Final Estimate in the amount of $22,611.31 to Brown & Brown, Inc , for curbing, guttering and paving Crawford Avenue from Union Pacific Railroad acks to Roach Street. (Job 305) Approved by Commissioner Eake. Carried. A resolution was introduced and passed entitled: "A Resolution authorizing and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the amount of $22,611.31 to pay a portion of the cost of improving a certain street in the City of Salina, Kansas, to be designated as Series PT -151 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Lake the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the resolu- tion and it is Numbered 1429. The above resolution is recorded in full on Pages 201, 202 and 203, Resolu- tion Book Number 5. Ed French, representing the DeLuxe Cab Company and Bell Taxi Company; and E. F. Klein, representing the Red Top Cab company, appeared before the Board of Com- missioners regarding taxicab meter rates. The following propositions were made: Ed French 35¢ first 3/4 mile E. r. Klein 35¢ first 3/4 mile E. F. Klein 40¢ first 3/4 mile Referred to City Manager. 10¢ each additional 1/2 $3.00 Waiting time. 10¢ each additional 1/2 15¢ each passenger $3.00 Waiting time. 10¢ additional 1/2 mile 10¢ each passenger :3.00 Waiting time, all with meter and clock Commissioner Lake made motion that City Manager order parking lot meters for five cents (5¢) for 1-1/2 hours and ten c ents (10¢) for three hours. Meeting was called to order by kayor Barcafer, the roll was called and Commissioners Barcafer, Cobb, Cunningham, Lake and Wenger and City Attorney Clark responded. Building Application Number 4773, presented from J. B. Carr, asking permis- sion to use a structure located on Lot 17, Block 11 Wellington's Addition, for a dwelling.
