Regular Meeting of the Board of -br.wassioners September 14, 1953. Meeting
was called to order by Mayor Barcafer, the roll was called and Commissioners Bar-
cafer, Cobb, Cunningham, Lake and �Jenger and City Attorney Clark responded.
The minutes of the Regular gleet ing of August 31, 1953 were r ead and
approved as read.
An ordinance was introduced for second reading entitled: "An ordinance
relating to and apportioning and levying special assessments in the City of
Salina, Kansas, on certain lots and pieces of -round to pay the cost of construction
of lateral sanitary sewer in Lateral Sanitary Sewer District Number 293, and relat-
ing to and providing for the collection and payment of such assessments."
On motion of Commissioner Cunningham the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Barcafer, Cobb, Cunninglam, Lake and Tenger (5) Nays: (0) Mayor
approved the ordinance and it is slumbered 5805. •
An ordinance was introduced for second reading entitled: "An ordinance
ratifying and confirming a contract with H. J. Taylor Construction Company for the
construction of certain lateral sanitary sewer in the City of alina, Kansas,
hereinafter designated as Lateral Sanitary hewer District 2972 and providing for j
the issuance of temporary notes to pay the cost thereof, pending issuance and sale
of bonds."

d motion of Commissioner Wenger the ordinance was read and adopted by sec- j
tions and on its final adoption the roll was called and the following vote was
had; Ayes: Barcafer, Cobb, Cunningham, Lake and '6enger (5) Nays: (0) Mayor
approved the ordinance and it is Numbered 5806.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the paving of Eighth Street from the north line of Grand Avenue to
the south line of Woodland Avenue; for the paving and grading of College Avenue
from the south line of Prescott Avenue to the north line of Morrison Avenue; for
the paving and grading of Ellsworth Street from the west line of Highland
Circle to the east line of Pershing Street; for the paving and grading of Phillips
Street from the north line of Prescott Avenue to the south line of Charles Street;
for the paving and grading of Roach Street from the north line of McAdams Road
south to the south line of 1,artin Avenue; for the paving and grading of Wilson Street
from the west line of Kerrison Road to the east ;ine of Sunrise Drive; for the paving
and grading of Wilson Street from the east line of Roach street to t he west line
of Sunrise Drive; for the curbing, guttering, paving and grading of Roach Street
from the south line of 1drineapolis Avenue tot he north line of Beloit Street; and
for the curbing, guttering and grading of Third Street from the north line of
Harsh Avenue to the south line of Hamilton Avenue, and providing for the payment
of the cost trereof, how the same shall be assessed and the manner of payment of the •
cost thereof."
On motion of Commissioner Cobb the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was
had; Ayes: Barcafer, Cobb, Cunningi.am, Lake and Yyenger (5) Nays: (0) Mayor
approved the ordinance and it is Numbered 5807.
No persons appeared to protest against the rezoning of property known as
523 and 529 South Broadway from Zone "Al' to 'Lone "F".
An ordinance was introduced for first reading entitled: "An ordinance
providing for the amendment of Zoning Ordinance Number 5519 and the Zoning District
l,ap thereto and thereby adopted and prescribing the proper uses thereof."
Ordinance was referred to the Board of Commissioners.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
ri motion of Commissioner Lake the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Cunningham, Lake and 1Plenger (5) Nays: (0) Layor approved the
ordinance and it is slumbered A-665.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriat on for the payment of certain claims."
On motion of Commissioner Wenger the ordinance was read and adopted by sec- •
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved
the ordinance and it is Numbered A-666.

appropriation for the payment of certain claims."
On motion of Commissioner Cobb the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) %layor approved
the ordinance and it is Numbered A-667.
The matter of taxicab meters was discussed by the Board of Commissioners.
Decision deferred until later date.
Ld French, representing Bell Cab Company and DeLuxe Cab Company; and E. F.
Klein representing Red Top Cab Company appeared before the Board of Commissioners and
stated their opinion regarding taxicab meters. Ed French for and E. F. Klein against.
Commissioner Lake made motion to allow one parking space for each Cab Company,
at, or near place of business, and City !._anagen to get letter from any property owner
or business involved. Additional spaces to be considered when traffic
;grogram isdiscussed. Carried.
City Engineer filed estimate in the amount of $639.20 to Gile Plumbing Company
for water services. Approved by Commissioner Lake. Carried.
Petition presented for the paving of Washington Avenue from Twelfth Street to
Phillips Street. Referred to City 1r,anager.
Petition presented for the vacating of Michigan Avenue from Iron Avenue to
Stapler Avenue. Referred to City P anni.ng Commission.

Plumber and Gas Fitters Bond presented from Holm Plumbing and Heating Company.
Approved by Commissioner Cunningham. Carried.
Application for Cereal Malt Leverage License presented from J. S. Dillon and
Sons S ores Company, 511 East Iron ',.venue. Approved by Commissioner Cun-
ningham. Carried.
City Engineer filed Partial Estimate Number 1, in the amount of D17,793.80
to H. J. Taylor Construction Company, for Job Dumber 310. Approved by Commissioner
Cunningham. Carried.
A resolution was introduced and passed entitled: "A Resolution authorizing
and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the
sum of $17,793.80 to pay a portion of the cost of improving certain streets in the j
City of Salina to be designated as Series PT -16 pending the issuance of bonds to pay j
the cost of said work."
On motion of Commissioner Cunningham the resolution was adopted as read and
on its finaladoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the
resolution acid it is Numbered 1125.

City Engineer filed Partial Estimate Number 3, in the amount of $17,102.17
to Brown and Brown, Inc., for Job Number 305. Approved by Commissioner Cobb.
Carried.
A resolution was introduced and passed"authorizing and providing for the issu-
ance of Temporary 1�ote of the (Ity of Salina, Kansas, in the sum of $17,102.17 to
pay a portion of the cost of improving a certain street in the City of Salina, Kansas,
to be designated as Series PT -15 pending the issuance of bonds to pay the cost of such
work.
On motion of Commissioner Cobb the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Barcafer,
Cobb, Cunningham, Lake and 6enger (5) Nays: l0) Mayor approved the resolution
and it is Numbered 1126.
