COMLUSSIONERS PROCEEDINGS, REGULAR MEETING

JULY 27, 1953
Regular Meeting of the Board of Commissioners July 27, 1953• Meeting was
order by Mayor Barcafer, the roll was called and Commissioners Barcafer,
Cobb, Cunningham, Lake and Wenger and City Attorney Clark responded.
The minutes of the Regular Meeting of July 20, 1953 were read and approved as
read.
Bids were received f or Well Houses No. 11 and No. 12, (Job 304-A),
as follows:
Wilson -Noyes Construction Company $4074.00
Joe E. Willett $6,800.00
Engineer's Estimate
$8,270.00
Commissioner Cunningham moved that contract be awarded to Wilson -Noyes Con-
struction Company as per bid submitted in the amount of $4,974.00 and check returned
to unsuccessful bidder. Carried.
City Engineer filed Plans and Specifications for Lateral Sanitary Sewer Number
297. On motion of Commissioner Cunningham approved by the Board of Commissioners.
Carried.
An ordinance was introduced for second reading entitled: "An ordinance
ratifying and confirming a contract with the H. J. Taylor Construction Company for
the construction of certain curbing, guttering, paving and grading improvements on
certain streets in the City of Salina, and providing for the issuance of Temporary
Notes to pay the cost thereof pending the issuance and sale of bonds."
On motion of Commissioner Wenger the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 5795•
An ordinance was introduced for second reading entitled: "An ordinance

An ordinance was introduced 1br second reading entitled: "An ordinance
providing for the amendment of Zoning Ordinance Number 5549 and the Zoning District
Map thereto and thereby adopted and providing for the rezoning of certain property
within the City and prescribing the proper uses thereof."
On motion of Commissioner Wenger the ordinance was read and adopted by sections!
and on its finaladoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Cunningham, Lake and Vienger (5) Nays: (0) Mayor approved the
ordinance and it is Numbered 5797.
An ordinance was introduced for first reading entitled: "An ordinance
relating to and apportioning and levying special assessments in the City of Salina,
Kansas, on certain lots and pieces of ground to pay the cost of construction of
Lateral Sanitary Sewer in Lateral Sanitary Sewer District Number 285, and relating
to and providing for the collection and payment of such assessments." Ordinance
was referred tot he Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of construction of
Lateral Sanitary Sewer in Lateral Sanitary Sewer District Number 291, and relating to
and providing fort he collection and payment of such assessments." Ordinance was
referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance relat-
ing to and apportioning and levying special assessments on certain lots and pieces of
ground in the City of Salina, Kansas, to pay the cost of construction of Lateral Sani-
tary Sewer in Lateral Sanitary Sewer Districts Number 292, 294, 295 and 296, and blain
Sanitary Sewer in Main Sanitary Sewer District "AB", and relating to and providing for
the collection and payment of such assessments." Ordinance was referred to the
Board of Commissioners.
City Manager reported on Petition number 1404 for paving 700 Block on
North Eighth Street. Insufficient signers, returned to petitioner.
Petition presented frora C. N. Hoffman, et al, protesting against the paving
of Roach Street from McAdams Road to Martin Avenue.
City Engineer filed Final Estimate in the amount of $15,023.20 to H. J.
Taylor Construction Company, for Lateral Sanitary'Sewer Number 285 and for Pumping
Station. Approved by Commissioner Wenger. . Carried.
A resolution was introduced and passed entitled: "A Resolution authorizing
and providing for the issuance of Temporary Mote of the City of Salina, Kansas in
the sum of $15,123.20 to pay a portion of the cost of certain sewer improvements in
the City of Salina, to be designated as ST -21 pending the issuance of bonds to pay
the cost of said work."
On motion of Commissioner Wenger the resolution was approved as read and on �
its finaladoption the roll was called and the following vote was had; Ayes: Barcafer, j
Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the resolution
and it is Numbered 1420.
The above resolution is recorded in full on Pages 178, 179 and 180, Resolu-
tion Book Number 5.
Discussion, Rent Control. Board of Commissioners decided to do
nothing at present about C_,.ty Control.
Commissioner ti4enger moved that Country Club Development Company be allowed
25 -foot street in Country Club Heights Addition Number 2. Carried.

An ordinance was introduced for first reading entitled: "An ordinance
authorizing and directing the issuance of $1,000,000.00 Principal Amount of Water-
works Revenue Bonds, Series "B" of the City of Salina, Kansas, for the purpose of
extending, enlarging and improving the Waterworks Plant and System owned by said
City, prescribing the form and details of said Revenue Bonds, providing for the
collection, segregation and application bf the Revenues of s aid waterworks utility
for the purpose authorized by law, including paying the cost of operation, main-
tenance and improvement of said utility, providing an adequate depreciation fund and
paying the principal of and the interest on the Waterworks Revenue Bonds of said
City issued against said utility." Ordinance was referred to the Board of
Commissioners.
Eight applications for Pool Hall License for the last one-half of 1953 ,
were presented to the Board of Commissioners.
Commissioner Wenger moved that applications be approved and license granted.
Carried.
On motion of Commissioner Wenger the Board of Commissioners adjourned.
