Regular Meeting of the Board of Commissioners July 20, 1953• Meeting was
called to grder by Mayor Barcafer, the roll was called and Commissioners Barcafer,
Cobb, Cunningham, Lake and Wenger and City Attorney Clark responded.
The minutes of the Regular Meeting of July 13, 1953 were read and approved
as read.
Pursuant to Notice published in the Salina Journal bids were received for
the curbing, guttering and/or paving certain streets provided for in Ordinances
Numbered 5791 and 5792 (Engineer Job 310) as follows:
L. W. Rexroad, Salina, Kansas $75,296.40
H. J . Taylor Construction Company, Salina, Kansas 74,194.66
Brown and Brown, Inc. Salina, Kansas 75,955.82
City Engineer's Estimate
$76.,664.90
Commissioner Wenger moved that contract be awarded to H. J. Taylor Construc-
tion Company as per bid submitted in the amount of 4M,194.66, and that checks be
returned to unsuccessful bidders. Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance
ratifying and confirming a contract with the H. J. Taylor Construction Company for the
construction of certain curbing, guttering, paving and grading improvements on certain
streets in the City of Salina, and providing for the issuance of temporary notes to
pay the cost thereof pending tine issuance and sale of bonds." Ordinance was re-
ferred to the Board of Commissioners.
An ordinance was introdu;ed for first reading entitled: "An ordinance
ratifying and confirming a contract with the H. J. Taylor Construction Company for
the construction of certain curbing, guttering and grading improvements on certain
streets in the City of Salina, Kansas, and Aroviding for the issuance of temporary
notes to pay the cost thereof pending the issuance andsale of bonds." Ordinance
was referred to the Board of Commissioners.
Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr. and Harley Rose, to act as
appraisers for the curbing, guttering and/or paving certain streets provided for in
Ordinances Numbered 5791 and 5792 (Engineer Job 310).
Approved by Commissioner Wenger. Carried.
An ordinance was introduced for second reading entitled: "An ordinance
creating and defining a certain lateral sanitary sewer district in the City of Salina,
Kans4s, designated as Lateral Sanitary Sewer District Number 297 and providing for
the construction of a lateral sanitary sewer insaid Lateral Sanitary Sewer District
Number 297, so created, and providing for the payment of the cost thereof and for
the levying of special assessments against the property in said district for the payment
of the cost of such construction and for the issuing of bonds to pay the cost thereof."1
t motion of Commissioner Cobb the ordinance was read and adopted by sections
,,and on its final adoption the roll was called and the following vote was had; Ayes:
Bar safer, Cobb, Cunningham, Lake and iyenger (5) Nays: (U) Mayor approved
the ordinance and it is Numbered 5794•
A resolution was introduced for second reading entitled: "A Resolution
relating to the paving of Ellsworth Street from the west line of Hig land Circle to
the east line of Pershing Street."
On motion of Commissioner Wenger the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Barcafer,
Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the resolution
and it is Numbered 1419.
The above resolution is recorded in full on Page 177 Resolution Book Number 5.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Lake the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the
ordinance and it is Numbered A-659.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Lake the ordinance was read and adopted by sections
and on its final adoption the roll was called and the followingg vote was had; Ayes:
Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved i

the ordinance and it is Numbered A-660.
Letter presented from the City Planning and;Zoning Commission denying petition
from Lloyd W. Lewis for the rezoning of Lot 173, Fourth Street in the Original Town of
Salina, Kansas. Commissioner Wenger moved to accept. Carried.
Harry Banker filed Plat for Banker's Addition. Approved by Commissioner
j Wenger. Carried.
City Manager submitted Tentative Budget for the year 1954.
Commissioner Wenger moved that City Clerk be instructed to give notice in the
official City paper that a public hearing ons aid Budget will be held August 10th.
1953 at 7:30 O'clock P. M. in the Commissioners' Meeting Room, City Hall, Salina,
Kansas. Motion adopted.
