Regular Meeting of the Board of Commissioners July 13, 1953• Meeting
was - alled to ordernby Mayor Barcafer, the roll was called and Commissioners Bar-
cafer, Cobb, Cunningham, Lake and iienger and City Attorney Clark responded.
The minutes of the Regular keeting of July 6th, 1953 and Special Meeting
of July 6, 1953 were read and approved.
Pursuant to Notice published in the Salina Journal bids were received for
the s ale of Water Revenue Bonds, Series "B", in the amount of $1,0009000.00 as
follows:

Commissioner Lake moved to accept bid of Stern Bros. & Company, Barrett,
Fitch, North & Company, and Associates, as lowest interest cost to the City and return
checks to unsuccessful bidders. Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance
authorizing and directing the issuance of Waterworks Revenue Bonds, Series "B"' of the
City of Salina, Saline County, Kansas, in the principal sum of $1,000,000.00 for the
purpose of providing funds to pay the cost of extending, enlarging and improving the
municipal waterworks plant of said City." Ordinance was referred to the Board
of Commissioners.
No persons appeared to protest against the rezoning of Block 1 and 2,
Banker's Addition to District "D" Local Business.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the amendment of Zoning Ordnance Number 5549 and the Zoning District
Map therein and thereby adopted and providing for the rezoning of certain property
within the City and prescribing the proper uses thereof." Ordinance was referred
to the Board of Commissioners.
City Manager reported on the following petitions:
No. 1399 For Sanitary Sewer to serve 1100 Block on West Republic.
An ordinance was introduced for first reading entitled: "An ordinance
creating and defining a certain lateral sanitary sewer district in the City of Salina,
Kansas, designated as Lateral Sanitary Sewer District Number 297, and providing for the
construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District
Number 297, so created, and providing for the payment of the cost thereof and forthe
levying of special assessments against the property in said district for the payment
of the cost of such construction and for the issuing of bonds to pay the cost thereof."
Ordinance was referred to the Board of Commissioners.
No. 1402 For paving Ellsworth Avenue from Highland Circle to Pershing.
A resolution was introduced for first reading entitled: "A Resolution
relating to the paving of Ellsworth Street from the west line of Highland Circle to
the east line of Pershing Street." Resolution was referred to the Board of
Commissioners.
No. 1400 For sewer on Chester Avenue to serve property on East side
of Chester Avenue from Missouri Pacific Railroad to Rock Island Railroad.
Commissioner Wenger moved to reject. Carried.

Letter was presented f rom City Planning and Zoning Commission, approving
petition of Mrs. Mabel Johnson, 528 South Broadway, for the rezoning of East 165
feet of a tract of land in the Southwest Quarter (SW -41) of Rection 14, Township 14,
Range 3 West of the Sixth rrincipal Meridian in Saline County, Kansas, described as
follows: Begini,ing at the west line of U. S. Highway 81 By-pass 1441.7 feet north
of the point where said west line intersects with the south line of said section;
thence south 200 feet; thence west 165 feet; thence north 200 feet; thence east to
the place of beginning, be rezoned from "A" Residential to District "E" General Busi-
ness,
Commissioner Wenger moved to approve and City Clerk be instructed to give
thirty days notice. Carried.
Petition presented from Lloyd Lewis for the rezoning of Lot 173, Fourth
Street, Original Town of Salina, Kansas. Petition referred to City Planning
Commission.
Petition presentedfrom Frank Busboom for the paving of 700 Block on North
Eighth street. Referred to City Manager.
An ordinance was introduced entitled: "An ordinance making an appropriation
for the payment of certain claims."
On motion of Commissioner Cobb the ordinance was read .and adopted by sections
and on its final--. doption the roll was called and the following vote was had; Ayes:
Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the
ordinance and it is Numbered A-658.
City Engineer filed the following estimates:
Final Estimate in the amount of $12,902.53 to McCollum Construction Company
for Water Line for Wells No. 11 and 12. Approved by Commissioner Wenger.
Carried.
Final Estimate in the amount of $2785.80 to H. J. Taylor Construction Company,
for Lateral Sanitary Sewer Number 291, Job 294. Approved by Commissioner
Wenger. Carried.
Final Estimate for Lateral Sanitary Sewer Number 291, Job 294. Approved by
Commissioner Wenger. Carried.
Final Estimate in the amount of $4813.25 to H. J. Taylor Construction Company,
for Lateral 0anitary Sewer Number 292, Job 297. Approved by Commissioner Cobb.
Carried.
Final Estimate for Lateral Sanitary Sewer Number 292, Job 297. Approved
by Commissioner Cobb. Carried.
Final Estimate in the amount of $3553.74 to 0. D. Wilmoth for the construc-
tion of Franklin Street Storm Sewer, Job 302). Approved by Commissioner Wenger.

A resolution was introduced and passed entitled: "A resolution authorizing
and providing for the issuance of Temporary Note of the City of aalina, Kansas, in
the sum of $3,553.742 to pay a portion of the cost of improvements (sewer) in the
City of Sal ina, K ansas, to be designated as ST -17 pending the issuance of bonds to
pay the cost of said work."
On motion of Commissioner Wenger the resolution was adopted as read and on
its final a doption the roll was called and the following vote was had; Ayes: Barcafer,
Cobb, Cuni-d ngham, Lake and Wenger (5) Nays: (0) Mayor approved the resolution
and it is Numbered 1415.

tion Bbok Number 5.

and providing for the issuance of Temporary Note of the City of O alina, Kansas, in
the -sum of $9,176.53 to pay a portion of the cost of improvements (sewer) in the City
of Salina, Kansas, to be designated as ST -20 pending the issuance of bonds to pay the
cost of said work."

On motion of Commissioner Cobb the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes : Barcafer,
Cobb, Cunningham, Lake and Wenger (5) days: (0) Mayor approved the resolution and
it is numbered 1416.

Union Pacific Railroad Right-of-way, thence east to Roach Street. Approved by

A resolution was introduced and passed entitled: "A Resolution authorizing
and providing for the issuance of Temporary Note of the City of Jalina, Kansas, in the
sum of $5,695.07 to pay a portion of the cost of improving a certain street in the
City of Salina, tobe designated as Series PT -15, pending the issuance of bonds to pay
the cost of said work."
On motion of Commissioner Cobb the resolution was adopted as read and on its
final adoption the roll -was called and the followin vote was had; Ayes: Barcafer,
Cobb, Cunningham, Lake and Wenger (5) Nays: (01 Mayor approved the resolution
and it is Numbered 1417.

struction Company for Lateral Sanitary Oewer Number 293 and Pumping Station for Lateral
Sanitary sewer 293, Job 298. Approved by Commissioner Cunningham. Carried.
A resolution was introduced and passed entitled: "A Resolution authorizing
and providing for the issuance of Temporary Note of the City of 0alina, Kansas, in
the sum of $21,82).58 to pay a portion of the cost of certain sewer improvements in
the City of Saina tote designated as ST -19 pending the issuance of bonds to pay the f
cost of said work."
On motion of Commissioner Cunningham the resolution was adopted as read and
on its final adoption the roll was -called and the following vote was had; Ayes:
Barcafer, Cobb, Cunningham, Lake and Wenger (5) Nays: (0) Mayor approved the
resolution and it is Numbered 1418.

On motion of Commissioner Lake the Board of Commissioners adjourned.
