JUNE 22., 1953 Regular Meeting of the Board of Commissioners June 22.9 1953, Meeting was called to order by Acting Mayor Wenger, the roll was called and Commissioners Wenger, Cobb, Cunningham and Lake and City Attorney Clark responded. Commissioner Barcafer absent. The minutes of the Regular Meeting of June 15,, 1953 and Board of Zoning Appeals Meeting of June 15, 1953 were read and approved as read. 11 An ordinance was introduced and passed entitled: "An ordinance making an appropriationibr the payment of certain claims." On motion of Commissioner Cobb., the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wengerp Cobb, GuruLingham and Lake (4) Nays: (0) Commissioner Barcafer absent. Acting Mayor approved the ordinance and it is Numbered A -653 - An ordinance was introduced and passed entitled: "An ordinance making an • appropriation.for the payment of certain claims." On motion of Commissioner Lake the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger$ Cobb, Cunningham and Lake (4) Nays: (0) Commissioner Barcafer absent. Acting Mayor approved the ordinance and it is Numbered A-654. !f An ordinance was introduced and passed entitled: "An ordinance making an appropriationfor the payment of certain claims." On motion of Commissioner Cunningham the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham and Lake (4) Nays: (0) Acting Mayor ap- proved the ordinance and it is Numbered A-655. A resolution was introduced for second reading entitled: "A Resolution relating to the curbings guttering and paving of Roach Street from the south line of Minneapolis Avenue tot he north line of Beloit Street." On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wengerp Cobb., Cunningham and Lake (4) Nays: (0) Commissioner Barcafer absent. Acting Mayor approved the resolution and it is Numbered 1408. The above resolution is recorded in full on Page 154 Resolution Book Number 5. ✓ A resolution was introduc2d for second reading entitled: "A resolution relating to the paving of Wilson Street from the west line of Kenison Road to the east line of Sunrise -urive.1t •I On motion of Commissioner Cobb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Wenger, Cobb, Cunningham and Lake (4) Nays: (0) Commissioner Barcafer absent.1 Acting Mayor approved the resolution and it is Numbered 1409. The above resolution is recorded in full on Page 155 Resolution Book Number An ordinance was introdheed for second reading entitled: "An ordinance levying special assessments against certainproperty to pay the cost of construct- ing certain sidewalks in the parking abutting Lots 2 to 19 inclusive., Block 3; Lots 1 to 8 inclusiveand Lots 10 to 12 inclusive, block 41 Lots 16 to 18 inclusive; and Lots 20 to 22 inclusive, Block 5; Lots 10 to 14 inclusive., Block 11 all in Sunrise Addition to the City of Salina., Kansas, and in the parking of Lot 1., and Lot 15 Block 5, abutting bunriise Drive and in the parking of Lots 9 and 15s Block lj abutting Beloit Avenue, all in said Sunrise Addition." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Wenger., Cobb,, Cunningham and Lake (4) Nays: (0) Commissio4Ler Barcafer absent. Acting Mayor approved the ordinance and it is Numbered 5786. An ordinance was introduced for second reading entitled. "An ordinance levying special assessments against certain property to pay the cost of constructing certain water service pipes and sewer connections in certain streets in the City of Salina., Kansas." On motion of Commissioner Cobb the ordinance was read and ado ted d by sectio ns • and on its finaladoption the roll was called and the following vote was had; Ayes. Wenger,, Cobb, Cunningham and Lake (4) Nays: (0) Commissioner 1�arcafer absent. Acting Mayor approved the ordinance and it is Numbered 5788. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Jalina, Kansas, to pay the cost of paving and grading Delaware Avenue from the north line of Iron Avenue tothe south line of Johnstown venue; for the paving and grading of Delaware Avenue from the north line of Stapler Avenue tot he north line of Gypsum venue; for the paving and gracing of Jewell Avenue from the east line of Quincy Street to the east line of Sunrise Drive; for the paving and gracing of Minneapolis Avenue from the east line of Quincy Street to the east line of Norton Street; for the paving and grading of Norton Street from the south line of Minneapolis Avenue tothe south line of Ellsworth venue; for the grading and paving of Republic Avenue from the east line of Sunrise Drive to the west line of Roach Street; for the paving and grading of Woodland Avenue from the east line of Fourth street to the east line of Third Street; for the curb- ing, guttering, paving and grading of University S.reet from the east line of Mis- souri Pacific Railroad Right -of -Way, West 29 feet more or less, to the east edge of ties on railroad tracks;and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Cobb the ordinance was read and adopted by sections and on its final adoption the roll w as called and the following vote was had; Ayes: Wenger, Cobb, Cum -d ngham and Lake (4) Nays: (0) Commissioner Barcafer absent. Acting Mayor approved t he ordinance and it is Numbered 5787. The matter of taxicab fares to Air Base was taken up by the Board of Commis- sioners. Commissioner Lake moved that rate be $1.25 for first and second passengers and 25¢ for each additional passenger. Total of $2.00 off and on at same place. Carried. The following petitions were presented and referred to the City Manager: For Sanitary Sewer on Chester from Missouri Pacific Railroad to Rock Island Railroad. For concrete pavement on Roach Street from McAdams Road to Martin Avenue. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering and grading of the North s ide of Cloud Street from the center line of Eleventh Street to the center dine of PershingStreet; fort he curbing, guttering and grading of Eleventh Street from the center line of j Hamilton Street to the center line of Antrim Street; for the curbing, guttering and grading of the east side of Fourth Street from the center line of Lamar Street to the center line of Republic enue; for the curbing, guttering and grading of the south bide of Martin Avenue from the east line of Lewis Avenue to the west line of Ohio Avenue; for the curbing, guttering and grading of Llecond Street on the west side, from the center line of Wilson Street, 200 feet south from the south line of Wilson Street and on the east side fif'om the center line of Ailson Streets outh 350 feet south from the south line of Wilson Street; for the curbing, guttering and grading of the west side of Third Street from the north line of Walnut Street, 350 feet more less, to he north bank of the Smoky Hill River; for the curbing, guttering and grading of the north side of Wilson Street from the center line of Fourth Street to the east line of Lot Twelve, block 5, College View Addition; and curbing, guttering and grading of Wilson Street, (South s ide) from the center line of Fourth Street to the west line of Third J reet; and providing fort he payment oft he cost thereof, nd how the same shall be assessed." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance pro- viding forthe curbing, guttering, paving and grading of Marietta Street from the west line of (,lark Street to the east line of Chicago Street; for the curbing, guttering, paving and grading to a width of forty (40) feet, Crawford Avenue from the east line of Missouri Pacific Railroad right-of-way to the center line of Broadway Boulevard, known as U. S. Highway No. 81 By -Pass; for the paving and grading of Connecticut Avenue from the south line of Gypsum Avenue tothe south line of Stack Avenue; for The paving and grading of Kenison Road from the south line of Wilson Street to the south line of McAdams Road; and for the paving and grading of Oakdale Avenue from the north line of Ash ''treet to the south line of Elm Street, and providing for the payment of the cost thereof, how the same shallbe assessed and the manner of payment ofthe cost thereof." Ordinance was referred to the Board of Commissioners. Murray A. Wilson, a Licensed Civil Engineer, filed Final Estimate on Intercepting Sewer "AA". Commissioner Cobb moved that estimate be approved by the Board of Commissioners. Carried. Pursuant to notice published in the Salina Journal, bids were received for the sale of Water Revenue Bonds in the amount of $1,000,000.00 as follows: Stern Bros. & Company and others 3-7/8% interest. Total Interest Cost ;483,135.00 Commissioner Lake moved to reject. Carried. An ordinance was introduced for first reading entitled: "An ordinance providing; for the amendment of sub -division 11C2 of section 1 of Ordinance Number 5660, and provid- ing for the repeal of the original sub -division." Ordinance was referred to the Board of Commissioners. 1 • FA LJ 1 9 Pursuant to notice published in the Salina Journal bids were received for the sale of Improvements Bonds of the City of Salina, Kansas, in the amount of $625,700.76 (Series S-158) as follows: Stern Bros. & Company 22 and 2-3/4 $92,442.52 Halsey Stuart & Company 3 and 2-3/4 94,584.11 i City National Bank and 'must Company and others 32 and 22 87,531.74 Commissioner Lake moved to accept bid of City National Bank and Trust Company, as lowest interest cost to City and return checks to unsuccessful bidders. Motion j adopted. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for and authorizing the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of 4625,700.76 to pay the cost of constructing main sanitary sewers and certain lateral sanitary sewers and storm sewers in the City of Salina, Kansas, which bonds shall be designated as Series S-158.' Ordinance was referred to the Board of Commissioners. On motion of Commissioner Lake the Board of Commissioners adjourned. City Clerk
