11-24-1959 Minutes0 1 • • n COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS NOVEMBER 24, 1959 Regular Meeting of the Board of Commissioners Number 24, 1959. Meeting was called to order by Mayor McCune, the roll was called and Commissioners McCune, Bull, Exline, Jaeger and Ramsey and City Attorney Barta respotded. The minutes of the Regular Meeting of November 17th, 1959 and Zoning Board Meeting of November 17th, 1959 w ere read and approved as read. Pursuant to Notice published in the Salina Journal bids were received for improvements in Wilbre Addition (job 378) as follows: Brown and Brown, Inc., $106,763.70 0. D. Wilmoth Construction Company $fi108,531.60 Walters Construction Company, Manhattan,Ks.) $117,411.40 City Engineer 's Estimate $109,863.70 Commissioner Exline moved that contract be awarded to Brown and Brown, Inc., as per bid submitted in the amount of $106,763.70 and checks returned to unsuccessful bidders. Contract ordinance introduced for first reading. Ordinance passed: Number c Pursuant to Notice published in the Salina Journal bidswere received for construction of certain sidewalks provided for in Job No. 394 as follows: M. L. Parrish Construction Company $ 51929.00 Oscar M. Wilbur $ 6,163.75 City Engineer's Estimate $7,513.40 Commissioner Ramsey moved that contract be awarded to M. L. Parrish Construc- tion Company, and check returned to unsuccessful bidder. Sidewalk Contract ordinance introduced for first reading. Ordinance passed: _ (�, Number. C An ordinance was introduced for second reading entitled: "An ordinance pro- viding for and authorizing the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $105,502.41 to pay the cost of constructing Intercepting and Main Sanitary Sewers and certain Lateral Sanitary Sewers and Storm Sewers, and pumping station in the City of Salina, Kansan, which bonds shall be designated as Series S-181." On motion of Commissioner Exline the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Ramsey and Jaeger (5) Nays: (None) Mayor approved the ordi- nance and it is Numbered 6389. An ordinance was introduced for second reading entitled : "An ordinance author- izing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, all in the sum of $910,563.15, to pay the cost of improving certain streets in said City to'be designated as Series Number P-182." On motion of Commissioner Ramsey the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6390. "An ordinance was introduced for second reading entitled: "An ordinance author- izing and providing for the issuance of Improvemert Bonds of the City of Salina, Kansas all in the sum of $402,737.72, to pay the cost of improVing certain streets in said City to be designated as Series Number P-183." On motion of Commissioner Jaeger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6391. No persons appeared to protest the rezoning of Lots 175, 1772 1792 181, 1832 • 185 and 187 on Fourth Street and Lots 178 and 186 on Third Street in the Original Town of Salina,Kansas from Zone "C" to Zone "E". The following resolutions were introduced for secondreading: "A Resolution relating to the paving and grading of Stack Avenue with concrete Twenty -Eight (28) feetvide from toe of gutter to toe of gutter, from the east line of Connecticut to the west line of Delaware." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the f ollowingvote was had; Ayes: McCune, Bull, Exlire, Ramsey and Jaeger (5) Nays: (0) Mayor approved the resolution and it is Numbered 2258. "A Resolution relating to the paving and gradin of Venango Street with con- crete, Twenty -Eight (28) feet wide from toe of gutter to toe of gutter, from the east line of Custer Street tothe w est line of Sherman Street." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exli n , Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Numbered 2259. "A resolution relating to the paving and gradin- of Clark Street with con- crete, Twenty -Eight (28) feet wide from toe of gutter to toe of gutter , from the south line of Spruce Street tothe south line of Lot 8, Block 6, Walnut Grove Addi- tion." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Numbered 2260. "A resolution relating to the curbing, guttering and grading of Second Street from a point 28 feet south of the north lire of Lot 15, Block 6, Hutchinson's Addition to the south line of Lot 19, of said Block." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exlie, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is ?lumbered 2261. "A Resolution relating to the curbing, guttering, paving and grading of White Avenue with concrete, Thirty -Three (33) feet wide from back of curb to back of curb, from the west line of Smither Street tot'ne east bank of DryCreek." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline , Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Numbered 2262. "A Resolution relating tothe curbing, guttering, paving and grading of Smither Street with concrete , Thirt_y-three (33) feet wide from back of curb to back of curb, from the south line of White Avenue north 256.5 feet." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the reso- lution and it is Numbered 2263. Ordinance introduced for second reading entitled i "An ordinance for the va- cation of North and South Alley within the City of Salina,`'Saline County, Kansas." On motion of Commissioner Jaeger the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Ramsey and Jaeger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6392. Ordinance introduced for s econd reading entitled : "An ordinance creating and defining a certain lateral sanitary sewer district in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 406, and providing for the con- struction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 406, so reated and providing for the payment of the cost thereof and for the levying of special assessments against the proper ty in said district for the payment of the cost of such construction and for the issuing -of bonds to pay the cost thereof." On motion of Commissioner Jaeger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6393. Ordinance introduced for second reading entitled: "An ordinance creating and defining a ertain main and lateral sanitary sewer districts in the City of Salina, Kansas, designated as Main Sanitary Sewer District "AL" with pump station and Lateral Sanitary Sewer Districts 407, 408, 409, 410 and 411, and providing for the construction of a Main Sanitary Sewer "AL" and Pump Station and Lateral Sanitary Sewer Districts Numbered 407, 408, 409, 410 and 411 in said districts, so created and pro- viding for the payment of the cost thereof and for the levyin:n of special assessments against the property in said district for the payment of the cost of such construc- tion and for the issuingof bonds to pay the cost thereof." Notice of Appeal filed by Mrs. Jack Charlton to enclose front porch on residence located at 515 West Ash Street, Lot 3, West Ash Street, Bishop's 2nd Addition to the City of Salina, Kansas, was withdrawn by petitioner. Commissioner Ramsey moved to approve. Hearing was held on Notice of Appeal filed by D.A. Norris, for non-compliance with the insufficient Rear Yard Requirements for Lot 2, Addition to Replat of Block 3, Country Club Heights Addition in the City of Salina, Saline County, Kansaar. No protests.
