COMMISSIONERS PROCEED INGS, REGULAR -MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS
NOVEMBER 10, 1959
Regular Meeting of the Board of Commissioners November 10, 1959. Meeting
was called to order by Acting Mayor Ramsey, the roll was called and Commissioners
Ramsey, Bull, Exline and Jaeger and City Attorney Barta responded. Commissioner McCune
absent.
The minutes of the Regulars Meeting of November 3rd, 1959 and Meeting of Board
of Zoning Appeals of November 3rd, 1959 were read and approved.
Pursuant to Notice published in the Salina Journal bids Were received for
improvements in Shalimar Plaza Addition (Job 389) as follows:
0. D. Wilmoth Constr uction Company $117,545.00
Brown and Brown, Inc. $117,930.00
City Engineer.'s Estimate $120,810.00
Commissioner Bull moved that contract be marded to 0. D. Wilmoth Construction
Company as per bid submitted in the amount of $117,545.00, and check returned to un-
successful bidder.
Contract Ordinance introduced for first reading.
Ordinance pass ed: — �Number 0 ()
An ordinance was introduced for second reading entitled : "An ordinance rati-
fying and confirming a contract with the Brown and Brown Construction Company, for the
construction of certain improvements on certain street s in the City of Salina, Kansas,
and providing for the issuance of temporary notes to pay the cost thereof pendingathe
issuance and sale of bonds."
On motion of Commissioner Exline the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Ramsey, Bull, Exline and Jaeger (4) Nays: (0) Commissioner McCune absent.
Acting Mayor approved the ordinance and it is Numbered 6386.
The followingresolutions were introduced for second readirg :
"A Resolution relating tothe curbing, gutte rirg, paving and grading of Lewis
Street with concrete, Thirty-three (33) feet wide from back of curb to back of curb,
from the north line of Manor Road tothe south lineof Millwood Drive."
On motion of Commissioner Exline the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull,
Exline and Jaeger (4) Nays: (0) Commissioner McCune absent. Acting Mayor approved
the resolution and it is Numbered 2247.
"A Resolution relat ing to t he paving and grading of Wilson Avenue with
concrete Twenty -Eight (28) feet wide fromtoe of gutter to toe of gutter, from the
w est line of Ninth Street tothe east line of Tenth Street."
On motion of Commissioner Exline the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull,
Exline and Jaeger (4) Nays: -(0) Commissioner McCune absent. Acting Mayor ap-
proved the resolution and it is Numbered 2248.
"A Resolution relating to the paving and grading of Franklin Street wity
concrete, Twenty-eight (28) feet wide fromtoe of gutter to toe of gutter, from the
w est line of Sher man Street tothe east line of Custer Street."
On motion of Commissioner Exline the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Ramsey,
Bull, Exline and Jaeger (4) Nays: (0) Commissioner ReCune absent. Acting Mayor
approved the resolution and it is Numbered 2249.
"A Resolution relating to the paving and gradingobf, Franklin Street with
concrete, Twenty -Eight (28) feet wide from toe of gutter to toe of gutter from the
west line of Sheridan Street tothe east line of Merrill Avenue."
On motion of Commissioner Exline the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Ramsey,
Bull, Exline and Jaeger (4) Nays: (0) Commissioner McCune absent. Acting Mayor
approved the resolution and it is Numbered 2250.
"A Resolution relating to the paving and grading of Illinois Street with
concrete= Twenty -Eight (28) feet wide from toe of gutter totoe of gutter, from the
eas t line of Sheridan Street tothe west line of Custer Street."
On motion of Commissioner Exline the resolution was adopted as read and on its
final adoption the roll was called and the follow ing vote was had; Ayes: Ramsey,
Bull, Exline and Jaeger (4) Nays: (0) Acting.Mayor 4)proved the resolution and
it is Numbered 2251. Commissioner McCune absent.
"A Resolution relating to the paving.and grading of College Avenue with
concrete Twenty-eight (28) feet wide fromtoe of gutter to toe of gutter, from the
north line of South Street tothe north lir$ of Morrison Avenue."
On motion of Commissioner Exline the resolution was adopted as read and on its
final adoption the roll was called and the following.vote was had; Ayes: Ramsey,
Bull, Exline and Jaeger (4 ) Nays: (0) Commissioner McCune absent. Acting Mayor
approved the resolution and it is Numbered 2252.
"A Resolution relating to the paving and gradin of Prescott Avenue with
concrete , Twenty-eight (28) feet wide from toe of gutter to toe of gutter from the
east line of Twelfth Street tothe east line of Phillips Street."
On motion of Commissioner Exline the resolution was adopted asread and on
its final adoption the roll was called and the following vo a was had; Ayes: Ramsey,
Bull, Exline and Jaeger (4 ) Nays: (0) Commissioner McCune absent. Acting Mayor
approved the resolution and it is Numbered 2253 .
City Manager reported on the following petitions:

2272 Paving with concrete, Marymount Road from Ruskin Road to Crawford Street
Commissioner Exline moved to approve for resolution.
2279 Paving with concrete:, Ohio Street from Wayne to Oxford Drive and Oxford
Drive from Lewis to Pearl.
Commissioner Exline moved to approve for resolution.
2292 Paving with concrete, Smither Street from White Avenue, North 256.5
feet; and White Avenue from Smith Street to east bank of Dry Creek 50%
Commissioner Exline moved to approve for resolution.
2301 For curb -type sidewalks for the 1600 Block on Gypsum Avenue. 100%.
Commissioner Bull moved that ordinance be introduced for first reading.

Petition presented for the vacation of alley that abuts the property of 903
and 905 East Lincoln. S.id alley runs northfirom Lincoln as shown on attached engineer-
ing survey; marked Exhibit "'A"', attached here to and made a part hereof.
Commissioner Bull moved to refer to City Manager.
Petition for curbing, guttering and asphalt paving 500 Block on North Eighth Str �et.
Commissioner: Bull moved torefer to City Manager.
Gasp Fitters Bond received from Marvin G. Bridges.
Approved by Commissioner Jaeger.
Contract entered into between the City of Salina and Jesse Williams for the
operation of the Salina Aircraft Service at the Salina Municipal Airtport. Mr.
Williams purchased the plane repair.service from Martin Zemler.
Approved by Commissioner Jaeger.
Contract entered intobetw een the City of Salina and Billie Burch, for the
operation of Sky-Vue Cafe at the Salina Municipal Airport,
Approved by Commissioner Jaeger.
Petition presented from Harry Banker for the rezoning of a tract of land Northwe
of Rocket Drive -In Theatre, to be used for a Trailer Court.
Commissioner Jaeger moved to refer petition to City Planning Commission.
Mayor appointed the following Judges and Clerks for the Special School Bond Ele

Meeting of Board of Zoning Appeals, November 10th, 1959. Meeting was;
called to order by Acting Mayor Ramsey, the rollwaa called and Commissioners Ram-
sey, Bull, Exline, and Jaeger and City Att orney Ba rta responded. Commissioner
McCune absent.
The following Building Applications were presented:
Mrs. Jack Charlton to enclose front porch on residence located at 515
West Ash Str eet, being Lot 32 West Ash Street, Bishop's Second Addition.
Commissioner Exline moved to approve for HearingNovember 244 1959.
D. A. Norris to add to dwelling at 103 Overhill Road, being Lot 22 Replat
of Block 3, Country Club Heights Addition.
Commissioner Exline moved to advertise for Hearing November 244 1959.
Hearing was held on Notice of Appeal filed by Standard Oil Company for
non-compliance of Insufficient Yard Requirements for Lot 1, Block 18, in Sunset
Manor Addition to the City of Salina, Saline County, Kansas.
No protests.
A resolution was introduced and passed entitled: "A Resolution relating
to the aut',orization of non-compliance with the Lot Frontage Requirements of Ordi-
nance Number 5549 for Lot 1, Block 18, in Sunset Manor Addition to the City of
Salina, Saline County, Kansas."
On motion of Commissioner Jaeger the resolution was adopted as read and
on its final adoption the roll was called and the followingvote was had; Ayes:
Ramsey, Bull, Exline and Jaeger (4 ) Nays: (0) Commissioner McCune absent.
Acting Mayor approved the resolution and it is Numbered 2254.
