NOVEMBER 3, 1959
Regular Meeting of the Board of Commissioners November 3, 1959. Meeting was
called to order by Mayor McCune, the roll was called and Commissiom rs McCune, Bull,
Exline, Jaeger and Ramsey and City Attorney Barta responded.
The minutes of the Regular Meetirk of October 27th, 1959 and Board of Zoning
Appeals were read and approved as read.
Pursuant to Notice published in the Salina Journal bids were received for
Street Improvements in Belmont Addition, (Job 391) as follows:
Brown & Brown, Inc., $229,955.90
0. D. Wilmoth Construction Co., $238,659.00
City Engineers Estimate $ 234,543.00
• Commissioner Ramsey moved that contract be awarded to Brown and Brown, Inc.,
as per bid submitted in the amount of $229,955.90, and check returned to unsuccessful
bidder.
Contract Crdinance introduced for first reading.

Pursuant to notice published in the Salina Journal bids were received for
sidewalks provided for in Job 394 as follows:

Commissioner Bull moved that bids be referred to City Engineer's Office to
check and report next Tuesday, November 10th, 1959.

The following petitions w ere presented and on motion of Commissioner Exline
referred to City Planning Commission:
For the approval of the request forthe replatting of Blocks 4, 5 and 6 of the
replat of Lots 1 to 15 inclusive, Garden Home Addition to the City of Salina, Saline
County, Kansas .
For the rezonirg of Lot 12 and the east 40 feet of Lot 10, on Kirwin Avenue in
the Grounds of Kansas Wesleyan University , an addition to the City of Salina, Kansas,
from Zone "A" to Zone "B". We further petition a waiver of the minimum square foot-
age in.order that tw o two-family dwellings may be constructed thereon in accordance _
with the attached plans.
Petition protesting the location of a Trailer Park in part of Blocks 1, 2 and 3,
Holiday Addition.
Application was received from Garden Home Inc., for driveway , 13 x 30, at
612 Guernsey.
Application approved by Commissioner Exline.
Petition presented with regard to the paving of the first alley lying east of
Ninth Street between Claflin Street and Cloud Street, asking that said alley not be
paved, beyond what has been already Contracted,for paving.
Commissioner Ramsey moved that petition be referred to the City Manager.

On motion of Commissioner Ramsey, City Clerk was authorized to advertise for
bids to be received up to and including, November 17th, 1959 at four o'clock P. M.
for the sale of the following City of Salina Improvement Bonds:

Mayor re -appointed Mrs. L. S. Nelson, Sr., a member of Salina Public Welfare
Board, for a term of five years from May 21, 1959.
Appointment approved by Commissioner Ramsey.
Commissioner Bull made motion, if approved by the City of Salina, Kansas and
Highway Traffic Department, that speed be forty miles per hour on U. S. 81 By -Pass
from Ash Street, south to the "Y".
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Jaeger the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the
ordinance and it is Numbered A-987.
An ordinance was introduced and passed entitled "An ordinance making an

On motion of Commissioner Ramsey the Board of Commissioners adjourned.

NOVEMBER 39 1959.
Meeting of Board of Zoning Appeals, November 32 1959. Meeting was called to
order by Mayor McCune, the roll was called and Commissiore rs McCum , Bull, Exline,
Jaeger and Ramsey and City Attorney Barta responded.
Hearing was held on the following Appeals to the Board of Zoning Appeals:
Yockers Building Company for non-compliance with the Insufficient Yard and
Front Yard Requirements for Lots 15, 16, 17, 18 and 19, Block 5, Circle Addition to
the City of Salina, Saline County, Kansas.
No protests:
A resolution was introduced and passed"relating to non-compliance with the In-

Block 2, Beverly Manor Addition to the City of Salina., Saline County, Kansas.
No protests.
A resolution was introduced and passed, "relating to the non-compliance with
Side Yard Requirements for Lot 8, Block 2, Beverly Manor Addition to the City of Salina,
Saline County, Kansas:."
On motion of Commissioner Jaeger the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: McCune,
Bull, Exlire, Ramsey and Jaeger (5) Nays: (0) Mayor approved the resolution and
it is Numbered 22115.
Fred Haase for non-compliance with Front Yard Requirements for Lot 4, Block 8,
Highland Court Addition to the City of Salina, Saline County, Kansas.
No protests.
A resolution was introduced and passed "relating to non-compliance with Fror+it
Yard Requirements for Lot 4, Block 8, Highland Court Addition to the City of Salina,
Saline County, Kansas."
On motion of Commissioner Exline the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: McCune,
Bull, Exline, Jaeger and Ramsey (5) Nayst (0) Mayor approved the resolution and
it is Numbered 2246.
The following Building Applications were presented:
Altman Construction and Supply for erection of twofamily dwelling on Lot 39,
East Jewell Avenue, Grounds of Kansas Wesleyan University.
Commissioner Jaeger moved to approve for Hearing, November 17, 1959 at four P. M.
Fred H. Kramer for private garage on West 76 feet Lot 7, Block 3, Countryside
Addition, (927 Russell).
Commissioner Ramsey moved to approve for Hearing, November 17, 1959 at four o'clock P. M.
Mrs. Jack Charlton to enclose front porch on three-family dwelling, located on
Lot 3, Ash Street, Bishop's Second Addition. (515 West Ash Street).
Commissioner Bull moved to ,get signature of property owner on East side of
515 West Ash Street.
On motion of Commissioner Bull, Board of Zoning Appeals adjourned.
