COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS
OCTOBER 272 1959
Regular Meeting of the Board of Commissioners October 27th, 1959. Meeting was
called to order by Mayor McCune, the roll was called and Commissioners McCune, Bull,
Exline, Jaeger and Ramsey and City Attorney Barta responded.
The minutes of the Regular. Meeting of October 20th, 1959 and Zoning Board Meet-
ing of October 20th, 1959 were read and approved as read.
The following resolutions were introduced for second reading:
"A Resolution relating to the curbing, guttering, paving and gradin of Wayne
Avenue with concrete, Thirty-three (33) feet wide from back of curb to back of curb,
from the west line of Quincy Street to the east right-of-way line of the Union Pacific
Railroad."
On motion of Commissioner Ramsey the resolution was adopted as read and on its
• final adoption the roll was called and the following vote was had; Ayes: McCune, Bull,
Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is
Numbered 2229.
"A Resolution relating to the paving and grading of Overhill Road with concrete
Twenty (20) feet wide fromtoe of gutter to oe of gutter, fromt e south line of Country
Club to the east line of Fairdale Road."
On motion of Commissioner Ramsey the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: McCune, Bull,
Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is
Numbered 2230.
"A Resolution relating to the paving and grading of North Third Street with
concrete., Twenty-eight (28) feet wide from toe of gutter to toe of gutter, f rom the
south line of Pacific Avenue to the north line of Woodland Avenue."
On motion of Commissioner Ramsey the resolution was adopted as read and on its
final adoption the roll.was called and the following vote was had: Ayes: McCune, Bull,
Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is
Numbered 2231.
"A Resolution relating to the paving and gradirP, of Antrim Avenue with concrete
Twenty -Eight (28) feet wide from toe of gutter to toe of gutter, from the w est line
of Ninth Street to the west line of Tenth Street."
On motion of Commissioner Ramsey the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: McCune, Bull,
Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is
Numbered 2232.
"A Resolution relating to the curbing, guttering, paving and grading of Bel -Air
Drive with concrete, Thirty-three (33) feet wide fromthack of curb to back of duihy from
C o� ud Street to Cloud Str eet."
On motion of Commissioner Ramsey the resolution was adopted as read and on its
final adoption the roll was called and.the following vote was had; ,Ayes: McCune, Bull,
Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is
Numbered 2233.
"A Resolution relating to the curbing, guttering, paving and grading of�Pa ee
Avenue with asphalt, Thirty-three (33) feet wide from back of curb to back of curb,
from the south line of Carlton Place tothe north side of Talley Drive."
On motion of Commissioner Ramsey the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: McCune, Bull,
Exline, Jaeger and Ramsey (5) Nays: Ayes; (0) Mayor approved the resolution and
it is Numbered 27M
"A Resolution relating to the curbing, guttering, paving and grading of Ingman
Road with asphalt, Thirty-three (33) feet wide from back.of curb to ack of curb,
from the south side of Carlton Place to the north side of Talley Drive."
On motion of Commissioner Ramsey the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Oyes: McCune, Bull,
Exline, Jaeger and namsey (5) Nays: (0) Mayor approved the resolution and it is
Numbered 2235.
• "A Resolution relating to the curbing, gutterirg , paving and grading of Crawford
Avenue with asphalt, Forty-one (41) feet wide from back of curb to buck of curb, from
Tieeast line of Roach Street tothe west line of Ohio Street."

On motion of Commissioner Ramsey the resolution was adopted as read and on its
final adoption the roll.was called and the following .vote was had; Ayes: McCune, Bull, —
Exlia, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is
Numbered 2236.
"A Resolution relating to the paving and grading of Prescott Road with asphalt
Twenty -Eight (28) feet wide fromtoe of gutters to toe of gutter, from the east line of
Front Street to the east line of Roach Street."
On motion of Commissioner Ramsey the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: McCunss --
Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and
it is Numrered 2237.
"A Resolution relating to the curbing, gutterin,, paving and grading of
Prescott Road with asphalt Thirty-three (33.) feet wide from back of curb to back of
curb, from the east line of Roach Street tothe west line of Ohio Street."
On motion of Co mmissioner Ramsey the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had;; Ayes: McCune,
Bull, Exlim , Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and
it is Numbered 2238.

On motion of Commissioner Ramsey the resolution was adopted asiead and on its
final adoption the roll was called and the following vote was had; Ayes: McCune,
Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution
and it is Numbered 2239.
"A Resolution relating tot he paving and gradin of Guernsey Drive with asphalt
Twenty -Eight (28) feet wide fromtoe of gutter to toe of gutter, from the east line of
Front Street tothe w est line of Prescott Road." _
On motion of Commissioner Ramsey the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: McCune,
Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and
it is Numbered 2210.
"A Resolution relating to he paving and gradingof Roach Street with asphalt
Twenty-eight (28) feet wide fromtoe of gutter totoe of gutter, from the north line of
Crawford Avenue tothe south line of Prescott Road."
On motion of Commissioner Ramsey the resolution was adopted a,sread and on
its final adoption the roll wan called and the following vote was had; Ayes: McCune,
Bull, Exline, Jaeger and Ramsey (5) Nays:, (0) Mayor approved the resolution and
it is Numbered 2241.
"A Resolution relating to the paving and grading of Elmore Drive with asphalt
Twenty-eight (28) feet wide fromtoe of gutter to toe of gutter , from the north line
of Craw ford Avenue tothe south line of Prescott Road."
On motion of Commissioner Ramsey the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: McCune,
Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it
is Numbered 22112.
"A resolution determining necessity of and directing that the owner or owners-
of certain lots constr uct, in compliance with plans and specifications of the City
Engineer, a sidewalk abutting said lots within thirty (30) days of the adoption and
publication hereof and providing that in the event the owner or owners fail to do so,
that the City of Salina shall proceed to construct or cause to be constructed said.

which such sidewalk shall abut as other special assessments."
On motion of Commissioner Ramsey the resolution was adopted as read and on its

An ordinance was introduced for secondzeading entitled: "An ordinance provid-
ing for the amendment of Zoning Ordinance Number 5549 and the Zonin District Map
therein and thereby adopted and providing for the rezoning of certain property within
the City and prescribing the proper uses thereof
On motion of Commissioner Exline the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: McCure, Bull, Exline, Jaeger and. Ramsey (5) Nays: (0) Mayor approved the
ordinance and it is Numbered 6385.

The following letters received from City Planning and Zoning Commission:
Recommending that Plat of Bonnie Ridge Addition be approved.
Commissioner Exline moved to accept.
No. 1 Recommending that Petition Number 2291 filed by M. E. Nordboe for
the inclusion of Nordboe Addition within the corporate limits of the City of Salina,
Kansas, also for the approval of Plat of Nordboe Addition, be approved.
Commissioner Bull moved to accept.
No. 2, Petition Number 2295 filed by<"Jadk Sprecker,f'or the rezoning of
South 50 eet of Lots 6 and 7, Block 1, Oakdale Addition, from Zone "A" to Zone "B"
returned with recommendation.
Commissioner Ramsey moved to accept and table.
No. 3. Recommending that Petition Number 2296 filed by Riker Manor, Inc.,
for t he inclusion of all of Blocks 1, 2, 10 and 11, in Riker I[anor within the corpo-
rate limits of Salina, Kansas ,tbe approved.
Commissioner Bull moved to accept.
No. 4. Recommending that Petition Number 2285 filed by George Etherington
for the rezoning of Lots 1 to 10, Block 14; Lots l to 12.. Block 13; Lots 1 to 6 Block 9;
be rezoned to Zone "B"; and for the rezoning.of Lots 1 to 9 Block 12; Lots 1 to 15,
Block 11; Lots 1 to 18, Block 8; be rezoned to Zone "C", all being in Shalimar Addition.,
be approved.
Commissioner Bull moved to accept and City Clerk publish Notice.
No. 5. Recommending that Petition Numbe- 2286 filed by George Etherington
for the rezoning of Lots 9 to 23, Block 9 and Lot 1, Block 10 in Belmont Addition
to Zone "B"; and forthe rezonig of Lots 2 to 14 in Block 10, Belmont Addition to
Zone "C" be approved.
Commissioner Bull moved to accept and City Clerk publish Notice.
No. 6. Recommending that Petition Number 2288 filed by George Etherington
for the rezoning of Lots 1, 2, 3 Block 5; Lots 1,2,3,11,12,13,11,15,16,17,18 Block 6
and Lots 20,21, 22,23,24 and 25 Block 4, and Lots 12 2 and 3. Block 7 to "D" and Lot
4, Block 5, and Lots 5,6,7,8,9, and 10 Block 6, and Lots 18, 1 and 26.. Block 4, and
Lot 11, Block 7, to Zone "B" Rolling Hills Addition be approved.
Commissioner Bull moved to accept and City Clerk publish Notice.
City Manager recommended that Petition Number 2293 for the vacating of Pres-
cott Avenue from Montrose Avenue to Missouri Pacific Railroad Right -of -Way be denied.
Commissioner Exline moved to accept and petition denied.
City Engineer filed Plans and Specifications for the construction of sidewalks
provided for in Ordinance Number 6383.

Commissioner Exline moved to accept and approve.,--
Petition received for the construction of curb -type sidewalks in the 1600 Block
on Gypsum Avenue.
Commissioner Bull moved to refer to City Manager.

Commissioner Ramsey made motion to authorize the City Manager to set up _
program for city garbage, refuse collection, on fee basis of $1.50 per month, and
trash collection tobe worked out of possible, each quarter. Carried.
On motion of Commissioner Exline the Board of Commissioners adjourned.

Meeting of Board of Zoning Appeals, October 27th, 1959. Meeting was called
to order by Mayor McCune, the roll was called and CommissionersMcCune,Bull, Exline,
Jaeger and Ramsey and City Attorney Barta responded.
Building Permit application received from Myrtle Armbruster for addition
to one -family dwelling located on the North 60 feet Lot 21, plus 10 feet of vacated
street on Claflin Avenue, Addition to Grounds of Kansas Wesleyan University.(1601

Commissioner Bull moved to get signature of adjoining property.
Building Permit Application from Standard Oil Company for the erection of
a fillig station at 1501 West Crawford Avenue (Lot 1 Block 18, Sunset Manor Addition).
Commissioner Ramsey moved to approve subject to Hearing, November 10th, 1959.
On motion of Commissioner Ramsey Board of Zoning Appeals adjourned.
