10-13-1959 Minutes• COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA$ KANSAS OCTOBER 13, 1959 Regula Meeting of the Board of Commissioners October 13th, 1959. Meeting was called to order by Mayor MCCum , the roll.was called and Commissioners McCune, Bull, Exline and Ramsey and City Attorney Barta responded. Commissioner Jaeger absent. The minutes of the Regular Meeting of October 6th, 1959 and Zoning Board Meeting of October 6th, 1959 were read and approved as read. Pursuant to Notice published in the Salina Journal, bids were received for curbing, guttering and/or paving certain streets �rovided for in Engineer Job 395 as follows: 0. D. Wilmoth Construction Company $146,167.35 Brown and Brown, Inc. $148,165.50 Engineer's Estimate; $151,960.00 • Commissioner Ramsey moved that contrattbe awarded to 0. D. Wilmoth Con- struction Company as per bid submitted in the sum of $146,167.25 and check re- turned to unsuccessful bidder. Contract ordinance for Job 395 introduced for first reading. E� Ordinance passed: � � ,� _Number Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr. and Harley Rose to act as appraisers for curbing, guttering and paving certain streets provided for in Job 395. Approved by Commissioner Ramsey. An ordinane was introduced for second reading entitled:"An ordinance ratifying and confirming a contract with 0. D. Wilmoth doing business as 0. D. Wilmoth Con- struction Company, for the construction of Lateral Sanitary Sewer Number 397, and providing for the issuance of Temporary Notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Bull the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline and Ramsey (4) Nays: (0) Commissioner Jaeger absent. Mayor approved the ordinance and it is Numbered 6381. A resolution was introduced and passed entitled: "A Resolution authorizing and ordering certain street, sewer and sidewalk improvements, ordering preparation of plans and specifications, and the estimate of costs." On motion of Commissioner Exline the resolution was adopted as read and on its • final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline and Ramsey (4) Nays: (0) Commissioner Jaeger absent. Mayor approved the resolution and it is Numbered 2224. An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the inclusion of certain land within the corporate limits of the City of Salina, Kansas." Ordinance passed: �'�-' �� Number:_ Letter received from 0. D. Wilmoth doing business as 0. D. Wilmoth Construc- tion Company, asking for extension of 120 days from the date of settlement of steel strike, for the completion of street improvements provided for in Job Number 386, in the City of Salina, Kansas. Commissioner Bull moved to approve extension of time. Applications for Cereal Malt Beverage License received as follows: Bert A. Rock d/b/a Bert's Market 1910 South Broadway Robert W. Prather d/b/a Bob's Town Tavern 156 North Santa Fe Commissioner Bull moved that applications be approved and license granted. The following petitions were presented and on motion of Commissioner Exline referred to City Manager: • Concrete paving 1200 Block on Stack Avenue. Concrete paving Smither Street from White Avenue, North 256.5 feet. Concrete paving White Avenue from Snither Street to East bank of Dry Creek Vacating Prescott Avenue from Montrose to Missouri Pacific Railroad Right -of -Way. The following petition was presented and on motion of Commissioner Exline referred to City Planning Commission: — For the rezoning of Lots 6 to 21 inclusive, Block 1; 1 to 15 Block 2; and Lots 11 and 13 to 15 inclusive, Block 3, all in Holiday permit the installation of a modern trailer park. Resolution and Proclamation for Bond Election to be held November 17th, was presented from the Board of Education of the City of Salina, Wansas . Commissioner Exline moved to approve and authorize Mayor to sign. I — Resolution was introduced and passed relating to issuance of temporary notes to pay the costs and expenses to the City of Salina for the construction and devel- opment of the Flood Control System and forthe payment of damages allowed for injury to property and the costs of right-of-way and construction contracts. On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was c4l1ed and the following vote was had; Ayes: McCune, Bull, Exline and Ramsey (4) Nays: (0) Commissioner Jaeger absent. Mayor approved the resolution and it is Numbered 2225. - On motion of Commissioner Bull the Board of Commissioners adjourned.
