Meeting was called to order by Mayor McCune, the roll was called and Commissioners McCune, Bull, Exline, Jaeger and Ramsey and City Attorney Barts responded* The minutes of the Regular Meeting of September 22, 1959 were read and approved as read. Pursuant to Notice published in the Salina Journal bids were received for the construction of Lateral Sanitary Sewer Number 397, (Job Number 393) as follows: 0. D. Wilmoth Construction Company $4408.00 Douglas G. Hill $5500.00 McCollum Construction (bmpaay $4902.00 L. W. Rexroad and Son $5877.00 Engineer's Estimate $5131.00 Commissioner Jaeger moved that contract beaNarded to 0. D. Wilmoth Construction Company as per bid submitted in the sum of $4408.00 and checks returned to unsuccessful bidders. Contract Ordinance for construction of Lateral Sanitary Sewer Num er 393 in- troduced for first reading. NumberOrdinance Passed: (6 -t -4L-3 Mayor appointed J. Earl Wyatt, Wm.F. Grosser, Jr. and Robert Frederick to act as appraisers for Job 393• (Lateral Sanitary SewerNumber 397)• Approved by Commissioner Jaeger. City Engineer filed Plans and Specifications for curbing, guttering and/or paving certain streets provided for Street Improvement Job Number 395. Approved by Commissioner Exline and City Clerk instructed to advertise for bids to b e received up to and including October 13th, 1959 at four o'clock P. M. The following letters received from City Planning Commission: Recommendirg that proposed plat of RikeeAanor Addition be approved. Accept by Commissioner Bull. Recommending that Petition Number 2277, filed by Carl L. Smith for the rezoning of part of Lots 5 and 6 in Plat 1, of Lamer's Sub -Division from Zone "D" to Zone "E" be denied. Accept by Commissioner Jaeger. City Manager reported on the following petitions: 2263 For asphalt paving the following streets in Garden Home Addition: Prescott Road Ftont to Ohio 100% Lewis Street Crawford to Prescott 100% Crawford Avenue Roach to Ohio 50% Guernsey Front to Prescott 85% Roach Crawford to Prescott 50% Elmore Crayford to Prescott 100% Commissioner -Jaeger moved to approve for resolution. 2265 For concrete paving of 800 Block on North Third Street, Pacific to Woodland. 64% Commissioner Jaeger moved to approve for resolution. 2273 For concrete paving of Antrim Street from Ninth to Tenth Street. 100% Commissioner Jaeger moved to approve for resolution. 2274 For Curb, gutter arra asphalt paving: Ingman Road from Carlton Place to Talley Drive. 100% Page Avenue from Carlton Place to Talley Drive. 100% • Commissioner Jaeger moved to approve for resolution. 2267 Curb, gutter and Concrete paving Bel Air Drive from Cloud to Cloud. 100% Commissioner Jaeger moved to approve for resolution. 2268 For sidewalks in Bel -Air Addition: (except adjacent to Lots 1 and 2) 100 % Commissioner Jaeger moved to approve for resolution. A resolution was introduced and passed entitled: "A Resolution determining the advisability of certain street, sewer and sidewalk improvements, estimating the cost thereof, defining the boundaries of the impro vermnt district, method of assess- ment, and apportioning the cost between the improvement district and the City at large." On motion of Commissioner Jaeger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exlirm, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Numbered 2220. An ordinance was introduced for second reading entitled: "An ordinance provid- ing for the amendment of Zoning Ordinance Number 5549 and the Zoning District Map there- in and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Bull the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: McCurm, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6380. Hearing was held on Trailer Court petition filed by George C. Etherington, for permission to operate a Trailer Court on a plot of ground known as Tract No. 4 Surveyor's Plat #51, less the North 120 feet irhereof, in the City of Salina, Kansas. No protests. A resolution was introduced and passed entitled: "A Resolution relating to authorization of use of certain lots as a Trailer Court within the City, under Section 13, Ordinance Number 5549•" On motion of Commissioner Jaeger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Ealing, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Numbered 2221. The following petitions were presented and on motion of Commissioner Exline referred to City Planning Commission: For rezoning Lots 1 to 10 Block 14 to 'B" Lots 1 to 12, Block 13 to "B"; Lots 1 to 6 Block 9 to 143"; Lots 1 to 9 Block 12 to "C"; Lots 1 to 15 Block 11 to "CII; Logs 1 to 18 Block 8 to "C". All in Shalimar Addition. For rezoning Lots 9 - U-, Block 9, and Lot 1, Block 10, Belmont Addition to 'B"; and Lots 2 - 14 Block 10, Belmont Addition to Zone "C". For rezoning Lots 175, 177, 179, 181, 183, 185, 187 on Fourth Street; and Lots 176 and 186 on Third Street, in the Original Town of Salina, Kansas to "E". For rezoning Lots 1, 2, 3, 4, 59 6, 7, Block 1, West Haven Addition to 'B". For rezoning Lots 1, 2, 3 Block 5 to "D"; Lots 1,2,3,11,12 ,13,14,15,16,17,18, Block 6 to "D"; and Lots 20,21,22,23,24 and 25, Block 4 to "D"; and Lots 1, 2 and 3 Block 7 to "D". and Lot 4, Block 5 to 'B "; Lots 5,6,7,8,9 and 10 Block 6 to 'B "; Lots 18,19 and 26 Block 4 to 'B" and Lot 4, Block 7, to "B ", all being in Rolling Hills Addition to the City of Salina, Kansas. A resolution was introduced and passed, that all public monies received by D. L. Harrison as Treasurer of Salina, Kansas, be deposited in the Farmers National Bank, Planters State Bank, National Bank of America and the First 'trust Company, in the City of Salina, Kansas. On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline Jaeger and Exline. (5) Nays: (0) Mayor approved the resolution and it is Numbered 2222. Concrete Construction Bond received from Ernest M. Peets. Approved by Commissioner Ramsey. An ordinance was introduced and passed entitled: "An ordinance making an appro- priation for the payment of certain claims." On motion of Commissioner Jaeger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-983. An ordinance was introduced and passed entitled: "An ordinance making an appro- priation for the payment of certain claims." Commissioner Ramsey moved to approve plans dated September 27, 1959, for Kiwanis Club Concession Stand,for use at Fair in Kenwood Park, Commissioner Ramsay moved to approve resolution for paving, `b'ing and guttering Wayne Avenue from Quincy to east right-of-way line of Union Pacific Railroad. Commissioner Bull moved to approve resolution for paving on Overhill Road from Country Club Road to Fairdale Road. Commissioner Exline moved to approve no parking on South side of Iron Avenue from Santa Fe Avenue to alley. X/,<-". On motion of Commissioner Ramsey the Board of Commi.ssiom rs adjourned.
