SEPTEMBER 15, 1959 Regular Meeting of the Board of Commissioners September 15, 1959• Meeting was called to order by Acting Mayor Ramsey, the roll was called and Commissioners Ramsey, Bull, Exline and Jaeger and City Attorney Barta responded. Commissioner McCune absent. The minutes of the Regular Meetingof September 5, 1959 were read and approved as read. No persons appeared to protest the rezoni.ngof the following property: Lots 1, 2, 31 5, 79 9 and 11, inBlock 10, E. M. I. Addition from "B" to "D". Lot 55, Block 8, Replat of Edgemere Addition from "A" to "D". Lot 1, Block 18, Sunset Manor Addition from "A" to "D". • Lots 5 and 6, Block 14, Lamer's 2nd Sub -Division from "A" to "B". Lots 1,2,3,14,59617,8 and 16, Block 3, Shalimar Plaza Addition from "A" to "B", Lots 9,10,11,12,13,14 and 15, Block 3, Shalimar Plaza Addition from "A" to "C". Lots 1,5,6,7,8,9,10,11,12,13,114 Block 39 Schippel Addition from "A" to "C". All of the above in the City of Salina, Saline County, Kansas. Commissioner Bull moved to approve and Zoning Ordinance introduced for first reading. Ordinance passed:, n An ordinance was introduced for second reading entitled: "An ordinance for the vacation of Charles Street within the City of Salina, Saline County, Kansas." On motion of Commissioner Exline the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline and Jaeger (4) Nays: (0) Commissioner McCune absent. Acting Mayor approved the ordinance and it is Numbered 6372. An ordinance was introduced for second reading entitled: "An ordinance rati- fying and confirming a contract with the Brown and Brown Construction Company for the construction of certain improvements on certain streets in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." • On motion of Commissioner Bull the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline and Jaeger (14) Nays: (0) Commissioner McCune absent. Acting Mayor approved the ordinance and it is Numbered 6373• An ordinance was introduced for second reading entitled: "An ordinance rati- fying and confirming a contrat with L. W. Rexroad and Son doing business as L. W. Rex - road and Son Construction Company, for the construction of Lateral Sanitary Sewers 393 and 3914, and providing for the issuance of Temporary Notes to pay the cost thereof, pending the issuance and sale of bonds." On motion of Commissioner Bull the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline and Jaeger (14) Nays: (0) Commissioner McCune absent. An ordi nance was introduced for second reading entitled: "An ordinance providing for application, imposing fee for moving of buildings within City Limits, giving of notice, limiting size of buildings to be moved, and repealing Section 1, Ordinance Number 6367." On motion of Commissioner Bull the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline and Jaeger (14) Nays: (0) Commissioner McCune absent. Acting Mayor approved the ordinance and it is Numbered 6375• An ordinance was introduced for second reading entitled: "An ordinance creat- ing and defining a certain lateral sanitary sewer district in the City of Salina, Kansas designated as Lateral Sanitary Sewer District Number 397, and providing for the con- struction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 397 so created and providing for the payment of the cost thereof and for the levying of spec assessments against the property in said district for the payment of the cost of such c struction and for the issuing of bonds to pay the cost thereof." Recommending that Petition Number 2248 filed by Douglas Hill for the acceptance of the Plat of Mt. Barbara Addition be approved. Commissioner Bull moved to accept. No. 2 Recommending that Petition Num er 2270 filed by George Etherington for the inclusion tothe City Limits of SE4 of NW 25-14-3 be approved; also that the Plat of Rolling Hills Addition be approved. Commissioner Bull moved to accept. No. 3. Recommending that Petition Numher 2260 filed by George C.Etherington for the approval of Tract #4, Surveyor's Plat 51, less the North 120 feet thereof, for a Trailer Park be approved. Commissioner Exline moved to accept and publish notice. No. 4. Recommending that Petition Number 2254, filed by Q. A.Applequist for the rezon- ing of Lots 45, 47, 49, 51, and 53 on Elm Street.in Weaver's Addition, lying West of the Missouri Pacific Railroad from Zone "F" to Zone "G" be approved. Commissioner Exline moved to accept and publish notice. No. 5. Recommendin that Petition Number 2255 filed by A. A. Riker for the rezoning of Blocks 9 and 10, inRiker Addition be rezoned from "A" to "D", except the South 65 feet of both Blocks, be approved. Commissioner Jaeger moved to accept and City Clerk publish notice. Application for Cereal Malt Beverage License received from Keith Graybeal, d/b/a "The Den", 226 South Santa Fe avenue, Salina, Kansas. Commissioner Exline moved that applicationte approved and license granted. The following petitions were presented: For rezoning of Lots 5 and 6, Plat 1, Lamer's Sub -Division from "D" to "E". Commissioner Bull moved to refer to City Planning Commission. For ordinance to provide curb -type sidewalks in Claremont Addition. Commissioner Jaeger moved that ordinance be introduced for first reading. Ordinance pass ed: 6�d Number: 6n 3 For concrete paving Ohio Street from Wayne to Oxford Drive. Commissioner Exline moved to refer to City Manager. Sanitary sewer, curb and gutter and concrete paving for the entire area known as Ingerman Heights Second Addition. Commissioner Exline moved to refer to City Manager. Commissioner Bull moved that ordinance be introduced for first reading provid- ing for the curbirg, guttering and paving certain streets in the City of -Salina, Kansas.
