09-01-1959 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS SEPTEMBER 1, 1959 Regular Meeting of the Board of Commissioners September 1, 1959. Meeting was called to order by Mayor McCune., the roll.was called and Commissioners McCung Bull, Exli e, Jaeger and Ramsey and City Attorney Barta responded. The minutes of the Regular Meet ing of August 25, 1959 and Zoning Board Meeting of August 25, 1959 w ere read and approved as read. Resolution introduced for first reading relating to the curbieng,guttering and paving Barney Street from Lincoln to Broadway. Resolution passed: cNumber: Resolution introduced and passed entitled "A resolution directing and order- ing a public hearing on the advisability of str eet, sewer and sidewalks improvements in certain districts and giving notice of such hearing." On motion of Commissioner Ramsey the resolution was adopte as read and on its • final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exlire, Ramsey and Jaeger (5) Nays: (0) Mayor approved the resolution and it is Numbered 2212. Commissioner Jaeger moved that ordinance be introduced for first reading for the vacation of Lincoln Avenue from west line of Fourth Street to e&st line of Fifth Str eet. Ordinance passed: —Number Commissioner Exline moved that ordinance be introduced for first reading for the vacation of north and south alley between Fourth Street and Fifth Street from Lincoln Avenue, north to the south line of Union Pacific Railroad Right -of -day. Ordinance passed y 4,_:z Number % c, Commissioner Exlini moved that City Clerk be instructed to advertise for bids to be received up to and including, Tuesday, September 22, 1959 at four o'clock P. M. for the construction of Indian Rock Park Shelter House and one Gate. Ordinance introduced for second reading entitled: "An ordinance defining, licensing and regulating the operation of trailers and trailer courts and repealing Chapter 25, Section 102, Subsections.l, 2 and 3; Section 103, Subsection 5, and Section 104, Subsection 2, Revised Ordinances of the City of Salina, Kansas, 1948." On motion of Commissioner Exline the ordinance was read and adopted by sections and on Its final adoption.the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordinance • and it is Numbered 6369. The following petitions were presented and on motion of Comoli.ssioner Jaeger referred to the City Manager: Surfacing Antrim Str eet between Ninth and Tenth with concrete. Curb, gutter and Asphalt Pavan: of Ingman Road from the south side of Carlton Place tothe north side of Talley Drive; and Page Avenue from the south side of Carlton Place to the north side of Talley Drive. Also the extension of 6 -inch water mains for same. For the vacation of Charles Street, west of Montrose, lying between Lots five in Black 6, and Lot 1 in Block 12, both in South Park Addition to Salina, Kansas;. Agreement with Equitable Investment Company for w ater and sewer improvements on a tr act of land described as follows: N2 of SE -41., of Section 36, Township 14, South, Range 3 West of the Sixth Principal Meridian in Saline County, Kansas;, excepting the North 315 feet of the East 475 feet thereof.M(W. Commissioner Jaeger moved to approve subject to approval of City Attorney. • Resolution introduced and passed entitled: "A .Resolution authorizing and providing for the issuance of T emporary Note of the City of Salina, Kansas;, in the amount of $34,982.05, to pay a portion of he cost of ce tain sewer improvements in the City of Salina, to be designated as ST -41 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Numbered 2211. The following petitions were presented: For the inclusion to the City Limits of SEJ OF NW -4, 25-14-3, and curb, gutter, paving, sanitary sew er and w ater and sidewalks service on a twenty-year assessment. Commissioner Exline moved to refer to City Planning Commission. For the following improvements for Rolling Hills Addition, under twenty-year paymen; including Crawford Street; curb, gutter and paving; Sanitary Sewers, water services and sidewalks. Commissioner Exline moved to refer to City Manager. For paving with concrete, Marymount Road from the south line of Ruskin Road to the south line of Craw ford Str eet, under twenty-year plan. Meeting was called to order by Mayor McCune, the roll was called and Commissioners McCune, Bull, Exline, Jaeger and Ramsey and City Attorney Barta responded.
