07-28-1959 MinutesC r: COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA$ KANSAS JULY 282 1959 Regular Meeting of the Board of Commissioners July 28, 1959. Meeting was called to order by Mayor McCune , the roll was called and Commissioners McCune, Bull, Exline and Jaeger and Acting City Attorney Bengtson responded. Commissioner Ramsey and City Attorney Barta absent. The minutes of the Regular Meetin of July 21, 1959 and Zoning Board Meeting of July 213 1959 were read and approved as read. On motion of Commissioner Exlire, Wilson Constructors of Salina, Kansas, was awarded contract for addition to City Hall as per bid submitted in the amount of $10,234-00. City Manager reported on the following petitions: 2253 Recommending vacation of Lincoln Avenue from Fourth to Fifth and vaca- tion of alley between Fourth and Fifth Streets from Lincoln Avenue north tothe south line of Union Pacific Railroad right-of-way. Commissioner Jaeger moved to hold over until next meeting. 2247 For curb sidewalks on the south side of Millwood from Roach to Lewis. Commissioner Exline moved that ordinance be introduced for first readinh. Ordinance passed: �-- _4_ _, Numbed I ` 2241 Concrete paving and curb and gutter on Cloud Street from Lewis to Ohio. Commissioner Exline mowed that resolution be introducedforfirst reading. Resolution passed: t,��� Number ( � 1 2242 For paving Hageman Avenue from south line of Garden Avenue to a point 338 feet south of the south line of Yale Avenue in Worsley Addition to the City of Salina, Kansas. Commissioner Exline moved that resolution be introduced for first reading. Resolution passed: C� Number 2243 For curb and gutter on the west side of Hageman Avenue from its inter- section wit Garden Avenue on the North; thence south apprbx mately 338 feet south of the siuth line of Yale Avenue in Worsley Addition to the City of Salina, Kansas. Commissioner Exline moved that resolution be introduced for first reading. Resolution passed: Number 2245 Curb, Gutter and. Paving on Westwood from the intersection of Winona, south to akwood; and on Teakwood from the intersection of Westwood east to the in- tersection of Teakwood and Dover; and Dover from the intersection of Teakwood north to the existing paving. Number 2 --o A resolution was introduced and passed entitled: "A resolution authorizing and ordering certain street, Sewer and sidewalk improvements, ordering preparation of plans and specifications, and the estimate of costs." On motion of Commissioner Bull the resolution was adopted a s read and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline and Jaeger (4) Nays: (0) Commissioner Ramsey absent. Mayor approved the resolution and it is Numbered 2196. An ordinance was introduced for second reading entitled: "An ordinance rati- fying and confirming a contract with the Brown and Brown Construction Company for the construction of certain improvements on certain streets in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." Mayor approve the ordinance and it is Numbered 6356. ordinance was introduced for second reading entitled: "An ordinance de of installation of certain sidewalks in the City of Salina, Kansas." On motion of Commissione Jaeger the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: McCum , BullL, Exline and Jaeger (4) Nays: (0) Commissioner Ramsey absent. Mayor approved the ordinance and it is Numbered 6357. An ordinance was introduced for second reading entitled: "An ordinace creat- ing and defining a certain lateral sanitary sewer district in the City of Salina, Kansas, _ designated as Lateral Sanitary Sewer District Number 394, so created, and providing for the payment of the cost thereof and for the levying of special special assessments against the property in said district for the payment of the cost of such construction and for the issuance of bonds to pay the cost thereof." On motion of Commissioner Jaeger the ordinance was read and adopted by'stctisns and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline and Jaeger (4) Nays: (0) Commissioner Ramsey absent. Mayor approved the ordinance and it is Numbered 6358. Hearing on assessment amounts for paving Ohio Street from Wayne to Greeley per Notice published July 16, 1959 and Resolgtion Number 2148. No protests. Approved by Commissioner Letter, relating to parking along some parts of highways 40 and 81 within City limits, was received from the State Highway Commission. Commissioner Jaeger moved to refer to City Manager. Application for driveways at 1221 West Cloud 36 -feet was received. Commissioner Jaeger moved to approve with additional radius Petition for curb sidewalks on South side of Millwood from Roach to Lewis. Commissioner Bull moved to refer to City Manager. Petition for rezoning Lots 45, 47, 49, 51 and 53 on Elm Street, Weaver's Addi- tion from Zone "F" to Zone "G". Commissioner Bull moved to refer to City Planning Commission. Petition for rezoning Blocks nine and ten inRiker Addition to Zone "D". Commissioner Bull moved to r efer to City Planning Commission. Petition for curb sidewalk on the East 1/2 of Lot 2 and Lot 10 on the south side of McAdams Road between Roach and Pearl. Commissioner Bull moved that ordinance be introduced for first reading. Ordinance passed: Number 0 Changes in Trailer and House Moving Ordinances. Weed Tax Ordinance introduced for first reading. Meeting was called to order by Mayor McCune, the roll was called and COmmissionersMeune, Bull, Exline and Jaeger and Acting City Attorney Bengtson responded. Commissioner Ramsey and City Attorney Barta absent. Hearing was held on Appeal Notice filed by Ben Huser for non-compliance of Front Yard Requirements for Lot 1,Block 3, Kraft Manor Addition. No protests. A resolution was introduced and passed entitled: "A Resolution relating to the authorization of non-compliance with the Front Yard Requirements of Section 6, of Ordinance Number 5549 for Lot 1, Block 3, Kraft Manor Addition, to the City of Salina, Saline County, Kansas." .
