07-14-1959 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETIM COMMISSIOIERS ROOM, SALINA KANSAS. JULY U, 1959 Regular Meeting of the Board of Commissioners July Ili, 1959. Meeting was called to order by Mayor McCune, the roll was called and Commissiows McCune, Bull, Exlin, Jaeger and Ramsey and City. Attorney Barta responded. The minutes of the Regular Meeting of July 7th, 1959 and Zoning Board Meeting bf July 7th, 1959 were read and approved as read. An ordinance was introduced for secord reading entitled: "An ordinance pro- viding for the amendment of Zoning Ordinance Number 5549 and the Zoning District Map therein and thereby adopted amd providing for the rezoningof certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Bull the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exlim , Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6352• An ordinance was introduced f or second reading entitled: "An ordinance provid- ing for the changing of names of streets within the City of Salina,Saline County, Kansas . " On motion of Commissioner Jaeger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6353• An ordinance was introduced for second reading entitled: "An ordinance pre- scriping the salaries of officers of the City Court of Salina and repealin Ordinance Number 5971, 6023 and 6243." On motion of Commissioner Jaeger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6354. The following resolutions.were introduced for second reading: "A resolution determining necessity of and directing that the owner or owners of certain lots construct, in compliance with plans and specifications of the City Engineer, a sidewalk, abutting said.lots within 30 days of the adoption and publication hereof and providing that in the event the owner or owners fail to do so, that the City of Salina shall proceed to construft or cause tobe constructed said sidewalk and that the total cost shall be assessed against such lot or lots on which such sidewalk shall abut as other special assessments." . On motion of Commissioner Ramsey the resolution was adopted as read and on its final adotpion the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey. Mayor approved the resolution and it is Numbered 2186. "A _Resolution relating to the curling, guttering, paving and grading of Hamilton Avenue with concrete, Thirty-three (33) feet wide from back of curb to back of curb, from the west line of Santa Fe Avenue to the east line of Ninth Street." On motion of Commissioner Ramsey the resolution was, adopted as read and on its final adoption the roll was called and the following vote was had; McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Numbered 2187. "A Resolution relating to the curbig, guttering, paving and grading of Talley Drive with concrete, Thirty-three (33) feet wide from back of curb to back of curb, from the west line of Ingman Road to the east tight -of -way line of the Mis- souri Paific Railroad." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Numbered 2188. "A Resolution relating to the curbing, guttering, paving and grading of Carlton Place Thirty-three (33) feet wide from back of curb to back of curb, with two inch Fiot asphalt mix oter a six (6) inch gushed rock base, from the west • line of Ingman Road to the east line of Roberts Avenyte . On motion of CommissiomerRamsey the resolution was adopted as read and on its fin adoption the roll vas called and the following vote was had; Ayes: (o) Mayor approved the resolution and it is Numbered 2190. "A Resolution relating tothe paving and grading of Alley, First north of Kirwin with concrete:, Sixteen (16) feet wide, from Santa Fe Avenue west feet.,, On motion of Commission Ramsey the resolution was adopted as read and on its fins adoption the roll was called and the. following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution.and.it is Numbered 2191. A Resolution relating to the paving and graing of Tenlawns with concrete, Twenty-eight (28) feet wide from toe of gutter to toe of gutter,from the north line of Front Street tothe south line of Brown Street." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: NcCune, Bull, Exlire , Jaeger and Ramsey (5) Nsys: (0) Mayor approver: the resolution and it is Numbeted 2192. Notice of Hearing for concrete paving, sanitary sewers and concrete sidewalks in Shalimar Plaza Additions under Resolution Number 2180. PUBLIC HEARING ON ADVISABILITY OF IMPROVEMENTS Project SB - - - -- 384 The Board of Commissioners of the City of Salina, Kansas, met in the Commission- ers Room of the. City Hall on the 14th day of July 1959 at 4:00 P. M. for the purpose of conducting a public hearing on the advisab#y of the following improvements: Streets to be paved are: (1) Marc Street from the south line of Albert to the north line of Pentwood Drive. (2) Lewis Avenue from the south line of Albert to the north line of Wayne Avenue. (3 ) Buckeye Avenue fromthe ea t line of Lewis to the west line of Ohio. (4) Shalimar Drive from the east line of Lewis tothe west line of Ohio. (5) Pentwood Drive from the east line of Roach to the west line of Lewis. Sidewalks to be placed are on ea h side of the same streets to be paved, and (1) The east side of Roach from Albert to Wayne. (2) The north bide of Wayne from Roach to Ohio. (3) The west side of Ohio from Albert to Wayne. (4) The south side of Albert from Roach to Ohio. Sanitary Sewers to be built are: (1) 8 inch line in north and south easement in Block 1. (2) 8 inch line in north and south easement in Block 2. (3) 8 inch line in east and west easement in Block 3. (4) 8 inch line in north and south easement inBlock 4. (5) 8 inch line in North and south easement in Block 5. (6) 8 inch line in north and south easement in Block 6. as provided by notice published in The Salina Journal, the.official. Commissioner Ramsey made motion that the following changes be referred to Engineers for their recommendation: Lots in 100 Block on North Fifth Street only go to B & J Furniture Store, South of Planters State Bank lot and go north of Bank lot to Police Station, 150 feet off south and,125 feet North. o:N. On South Fifth Street eliminate Kier property. Take three houses on Eighth.Street and take only business of Bailey , Retha"s Tavern and Merrill -Riddle on Seventh Street. 100 feet. 1960 Budget filed. Commissioner Ramsey move to approve for publication and hearing August 4, 1959. Wilson and Company, Engineers, filed the following estimates: • No 9 B &D Construction Company Mentor Gage Road Bridge $9,957.18 Approved by Commissioner Exline. Final Est. Jarvis Construction Co., Iron Avenue Bridge $29043.94 Approved ly Commissioner Exline. Petition presented for curb sidewalks on the south side of Millwood Drive from Roach to Lewis (800 Block). On motion of Commissioner Exline petition referred to City Manager. Trust Deed. with a deposit of $200.00 was received from Mrs. Nina Wilson, for perpetual care of Lot 36, Block 9, in Gypstm Hill Cemetery. Approved by Commissioner Jaeger. Concrete Construction Bond received from Vernon Rounkles. Approved by Commissioner Jaeger, On motion of Commissioner Exline City Clerk was instructeu to advertise for bids to be received up to and including, Tuesday, July 21, 1959 at four o'clock P. M. for paving the following streets in Sunset Manor Addition, Job SB -.3w The paving with concrete:, 28 feet wide, toe of gutter to toe of gutter, Shawnee Avenue from the south line of Crawford Avenue to the east line of Seminole Avenue. The paring with concrete, 28 feet wide, toe of gutter to toe of gutter, Seminole Avenue from the west line of • Shawnee to the north line of Republic Avenue. The paving with concrete, 20 feet wide, toe of gutter to toe of gutter, Mohawk Avenue from the south line of Lot 16, Block 6, of Sunset Manor Addition to the north line of Republic Avenue. The paving with concrete:, 28 feet wide, toe of gutter to toe of gutter,Franklin Avenue from the east line of Mohawk to the west line of Shawnee. No persons appeared to protest the rezonirg of Lot 1, Bel -Air Addition City of Salina, Kansas, from Zone "A" to Zone "D"". Commissioner Exline moved that Zonin g0rdinance be introduced for first reading. Ordinance passe.:_ j a Number 6 Resolution was introduced and passed granting easement of ingress and egress to American Petrofina Company of Texas.
