07-07-1959 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. JULY 7, 1959 Regulw Meeting of the Board of Commissioners July 7, 1959. Meeting was called to order by Mayor McCune, the roll was called and Commissiomrs McCune, Bull, Exline, Jaeger and Ramsey and City Attorney Barta responded. The minutes of the Regular. Meetirg of June 30, 1959 and Meeting of Board of Zoning Appeals of June 30th, 1959 were read and approved as read. An ordinance was introduced for second.reading entitled: "An ordinance ratifying and confirming a contra t with the 0. D.Wilmoth Construction Compagy for the construction of certain improvements on certain streets in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Exline the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordinance • and it is Numbered 6350. An ordinance was introduced for second reading entitled:: "An ordinance provid- ing for the amendment of Zoning Ordinance Numher 5549 and the Zonirj District Map therein and thereby adopted and providing for he re zoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Ramsey the ordinance was read andebpted by sections and on its final adoption the roll was caled and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6351. No persons appeared to protest the rezoning of Lots 1, 2, 3, 4, 5, Block 1, Tally Addition to Zone "D"; and the rezoning of Lots 6 to 21 inclusive Block 1, and all of Blocks 6 and 7 in Tally Addition to Zone "F". On motion of Commissioner Ramsey Zoning Ordinance was introduced for first reading. Ordinance passed ( ��� Number' The following letters presented from the City Planning and Zoning Commission: Regarding changing the name of Jersey Street inGarden Homes Addition to Lewis. On motion of Commissioner Jaeger ordinance introduced for first reading. Ordinance passed:— JZI Number: (9 ,1^ 5 Approving the addition to City limits of Jarvis Addition. Accept by Commissioner Ramsey. • Recommending that Petition Number 2237 filed byW. H.Ringle and Ruth Ringle for the rezoning of all that part of Lot 6, Plat 2, Lamer's First Sub -Division to the City of Salina, lying west of U.S. Highway 81, By -Pass, except the North 33 feet to Zone "D" beapproved; and that in addition to the property requested in the petition that the North 33 feet of Lot 6, Plat 2, and all that portion of Lot 7, in Block 1, and Lots 5 and 6, in Block 2, West of U. S. Highw ay 81 By -Pass in Lamer's First Addition, also be rezoned to Zone "D". Commissioner Exline moved to accept and City Clerk publish Notice. Recommending that Petition Number 2230 filed by W. R. Napier for the rezoning of Lots 4 and 7, Block 4, Lamer's 2nd Sub -Division from Zone "A" to Zone "B" be approved. Commissioner Ramsey moved to accept and City Clerk publish Notice. Recommending that Petition Number 2208 filed by Paul H. Sweeney for the approval of Plat Addition to Block 2, Southern View Addition be disapproved. Tabled by Commissioner Ramsey. City Manager reported on the following petitions : 2232 Curbirw, guttering and paving Carlton Place from Ingman Road to Roberts Avenue. and Curbing.. guttering and paving of Tally Drive from Ingman Road to R/W • line of Missouri Pacific Railroad. Commissioner Exline moved that resolution be introduced for first reading. The following petitions were presented and on motion of Commissioner Bull referred to the City Manager: Curb, gutter and paving Westwood from intersection of Winona, south to Teakwood; and on Teakwood from the intersection of Westwood, east to the intersection of Teakwood and Dover, and on Dover from the intersection of Teakwood north to the existing im- provement. For curb sidewalk between Roach Street on the west and Lewis Street on the east, on the north side of Cloud Street, Parnel Addition to the City of Salina, Kansas. Concrete -Cors tructio n Bond received from C. P.Anderson. Approved by Commissioner Jaeger. Driveway application Busboom and Rauh: 1, 10x25 Mohawk between Shawnee and Broadway; 1, 13x].5 West Crawford between Shawnee and Broadway; 2 13x30 on Shawnee between Crawford and Franklin. Approved by Commissioner Bull. Petition presented from Parkview Realty Company, for the rezoning of Lot 1, Block 18, Sunset Manor Addition, for the erection of a Standard Oil Filling Station. On motion of Commissioner Bull referred to City Planning Commission. City Engineer filed the following estimates:: Number 1. McCollum Construction Co. An ordinance was introduced and passed entitled: "An ordinance making an appro- priation for the payment of certain claims." JULY 7th, 1959 Meeting of Board of Zoning Appeals, July 7th, 1959. Meeting was called to order by Mayor McCune, the roll was called and CommissionersMcCune, Bull, Exline, Jaeger and Ramsey and City Attorney Barta responded. Hearing was held on Appeal Notice filed by Lloyd Gray, for non-compliance with side yard requirements on the east side of Lot 12, on Kirwi.nAvenue, Grounds of Kansas Wesleyan University Addition, City of Salina, Kansas. No protests. A resolution was introduced and passed entitled.: "A Resolution relating to the authorization of non-compliance.with the Side Yard Requirements of Ordinance Number 5549 for Lot 12 on Kirwin Avenue, Grounds.of Kansas.Wesleyan University Addition to the City of Salina, Salin County, Kansas." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and it is Num -eyed 2184 .
